According to TASS news agency on December 4, Russian President's press secretary Dmitry Peskov said there is no basis for Russia-Ukraine negotiations.

“There is no basis for negotiations,” Mr. Peskov told Izvestia newspaper.

According to the Kremlin spokesman, many countries have declared their readiness to provide a venue for negotiations, including Qatar. Mr. Peskov said: “Qatar is very active in promoting reconciliation on many issues and is doing it very effectively. In addition, our bilateral relations with Qatar are developing excellently. And we are very grateful to all countries for this goodwill.”

On November 27 and 28, two ceremonies were held at the Qatari Embassy in Moscow to return children to their relatives in Russia and Ukraine. Qatar is discussing expanding the methods of reconciliation, including the exchange of prisoners of war.

In addition, Gulf countries such as Saudi Arabia and the United Arab Emirates (UAE) - are also involved in the issue of resolving the humanitarian issue between Russia and Ukraine. In October 2024, Russian President Vladimir Putin called Saudi Arabia a “comfortable” venue for a potential meeting with the Ukrainian side to resolve the conflict.

Earlier, speaking at the Valdai Club meeting, President Putin said that Moscow is ready for peace talks on Ukraine, but not on the basis of Kiev's "wish". The Russian president stressed that the negotiations must be based on the agreements reached in Istanbul but must be based on current realities.

The meeting of the Russian and Ukrainian delegations in Istanbul took place on March 29, 2022. The principles of the future agreement include obligations on Ukraine's neutral status and its refusal to deploy foreign weapons, including nuclear weapons, on its territory.
