Today, the People's Council of Nghe An province, term XVIIISolemn opening of the 25th Session - regular session at the end of 2024.

On behalf of the Chairman of the session, I respectfully send my best wishes to the National Assembly delegates, invited delegates, provincial People's Council delegates, and all voters and people of the province.

Dear delegates and voters!

Continuing the spirit of innovation, flexibility and accompanying the development of the province, in nearly the past year, the Provincial People's Council has successfully organized 1 regular session and 6 thematic sessions. 2024 is the year with the most sessions ever, passing 121 resolutions, contributing to the effective implementation of socio-economic goals and tasks, ensuring national defense, security and foreign affairs of the province.

According to the approved program, at this session, the Provincial People's Council will consider and decide on many important contents:

The first,on socio-economics and state budget:

The meeting will review and give opinions on the socio-economic situation in 2024, the socio-economic development plan in 2025; results of the implementation of the budget revenue and expenditure estimates in 2024; estimates and budget allocation plans for 2025; the situation and results of the implementation of the public investment plan in 2024, the expected public investment plan for 2025; the development investment capital plan from the Central Budget to implement the 3 National Target Programs in 2025, and adjustments to the medium-term public investment plan for the period 2021 - 2025 from local budgets.

We request that the delegates of the Provincial People's Council focus on specific analysis, objective, realistic, comprehensive and frank assessment of the achieved results, limitations and difficulties; clarify responsibilities and objective and subjective causes in both the organization and implementation of socio-economic development tasks and the budget.

In particular, in 2024, Nghe An province was approved by the National Assembly in Resolution No. 137 on piloting a number of specific mechanisms and policies for the development of Nghe An province; the Prime Minister approved the Planning and Implementation Plan of the Nghe An Provincial Planning for the period 2021 - 2030, with a vision to 2050. These are important political and legal bases to continue to create strong development momentum for the province in the coming period.

It is proposed that the meeting focus on discussing issues related to the implementation of the Central Government's policies as well as the provincial policies, the consistency, synchronization, and suitability with reality in policies to promote resources and take advantage of development opportunities; forecast closely the situation in the coming time, thereby proposing solutions to "remove bottlenecks and bottlenecks" and "speed up and make breakthroughs in implementing socio-economic tasks in 2024 and 2025", in conjunction with the determination to successfully implement the goals and targets of the socio-economic development plan for the period 2021 - 2025, the Resolution of Party Congresses at all levels, term 2020 - 2025.

Monday,Based on the review of the submissions of the Standing Committee of the Provincial People's Council and the Provincial People's Committee, the Provincial People's Council will discuss and consider approving 47 draft resolutions in various fields, including many very important contents, directly affecting the socio-economic development, culture, education, health and people's lives of the province as follows:

- The detailed regulations assigned to the Provincial People's Council by the 2024 Land Law include land policies for ethnic minorities living in the province, regulations on criteria for deciding on bidding to select investors to implement investment projects using land in the province and preferential policies and investment support including preferential regimes of exemption from land rent for production and business purposes for projects in the investment incentive sector; investment funding levels and investment support to implement investment policies in forestry.

- Specific mechanisms, policies and measures of the province such as: Specific mechanisms and policies to support the construction of Dien Chau urban bypass route and create favorable conditions for road vehicles to cross the Vietnam - Laos border through secondary border gates.

- Regulating prices of medical examination and treatment services for state-owned medical examination and treatment facilities under the management of Nghe An province.

- The level of expenditure to ensure operating conditions for the force participating in protecting security and order at the grassroots level and the policy of supporting the termination of employment of commune police who no longer participate in this force.

- Regulate the authority to decide on the management and use of public assets; purchase goods and services under local management; assign public employee payrolls and approve the total number of employees in public service units in 2025; approve the list of works and projects requiring land recovery and conversion of forest use to other purposes to implement projects; approve policies and adjust investment policies of projects and many other important contents.

Tuesday,On the supervision activities of the Provincial People's Council at the session:

The Provincial People's Council conducts supervision through reviewing and giving opinions on reports of the Provincial People's Committee, the Standing Committee of the Provincial People's Council, the Committees of the Provincial People's Council, and a number of agencies and units submitted at the session as prescribed.

Review the Provincial People's Council's report on the results of thematic supervision of the 3-year implementation of the public investment plan for the 2021-2025 period of Nghe An province (from 2021 to 2023).

Conduct questioning on 2 groups of issues in the fields of health and culture - sports.

The 25th session of the 18th Provincial People's Council took place after the success of the 10th Conference of the 13th Party Central Committee; the 8th Session of the 15th National Assembly; the National Conference to thoroughly grasp and summarize the implementation of Resolution No. 18-NQ/TW; report on the socio-economic situation in 2024, solutions to accelerate socio-economic development in 2025 and remove institutional bottlenecks and bottlenecks with many important, breakthrough, and drastic policies, orientations, and decisions, creating momentum and premise for the development of the whole country, opening the historical door to a new era - the era of national development.

In preparation for the 25th Session, the Standing Committee of the People's Council, the People's Committee, and the Standing Committee of the Provincial Fatherland Front Committee have actively coordinated to prepare quality meeting contents that are in accordance with authority and regulations. The Committees of the Provincial People's Council have conducted examinations and provided many specific opinions. The Provincial People's Committee has received and completed the draft before submitting it to the Provincial People's Council for consideration and decision.

Regular meeting at the end of 2024 - 25th meetingThis is a very important meeting, with a huge amount of work, and the largest number of resolutions considered and passed in any meeting to date. The meeting continues to innovate in the direction of reducing the time for presenting reports, increasing the time for discussion, shortening it to 2 days, reducing 1 session compared to previous regular meetings.

Therefore, we request that the delegates of the Provincial People's Council continue to uphold the spirit of innovation, responsibility, promote intelligence, carefully study the contents, actively discuss in the Group and the Hall, participate in questioning, clearly express their opinions, especially on issues with different opinions, creating high unity so that the People's Council can make decisions in accordance with the law, in accordance with the practical situation.
