Dear voters and citizens of the province!

Today, the 18th term of the Nghe An Provincial People's Council...The 25th Session - the last regular session of 2024 - was solemnly inaugurated..
On behalf of the Chairperson of the session, I respectfully extend my best wishes to the National Assembly delegates, distinguished guests, delegates of the Provincial People's Council, and all voters and people of the province.
Distinguished delegates and voters!
Continuing the spirit of innovation, flexibility, and alignment with the province's development, over the past year, the Provincial People's Council has successfully held one regular session and six specialized sessions. 2024 was the year with the most sessions ever held, passing 121 resolutions, contributing effectively to the province's socio-economic goals and tasks, as well as ensuring national defense, security, and foreign relations.

According to the approved agenda, at this session, the Provincial People's Council will consider and decide on many important issues:
The first,Regarding socio-economic issues and the State budget:
The session will review and provide feedback on the socio-economic situation in 2024, the socio-economic development plan for 2025; the results of the implementation of the budget revenue and expenditure estimates for 2024; the budget estimates and allocation plan for 2025; the situation and results of the implementation of the public investment plan in 2024, the projected public investment plan for 2025; the plan for development investment capital from the Central Budget to implement 3 National Target Programs in 2025, and the adjustment of the medium-term public investment plan for the period 2021-2025 from local budget sources.
I propose that the delegates of the Provincial People's Council focus on analyzing specifically, objectively, realistically, comprehensively, and frankly assessing the achievements, limitations, and difficulties; clarifying the responsibilities and objective and subjective causes in both the organization and implementation of socio-economic development and budget tasks.
In particular, in 2024, Nghe An province received Resolution No. 137 from the National Assembly on supplementing pilot mechanisms and specific policies for the development of Nghe An province; and the Prime Minister approved the Planning and Implementation Plan for Nghe An province for the period 2021-2030, with a vision to 2050. These are important political and legal foundations to continue creating strong momentum for the province's development in the coming period.
The meeting is proposed to focus on discussing issues related to the implementation of central and provincial policies, ensuring consistency, synchronization, and practical relevance of policies to maximize resources and seize development opportunities; accurately forecasting future trends, and proposing solutions to "remove bottlenecks and obstacles" and "accelerate and achieve breakthroughs in the implementation of socio-economic tasks in 2024 and 2025," while maintaining the determination to successfully achieve the goals and targets of the socio-economic development plan for the 2021-2025 period and the resolutions of the Party congresses at all levels for the 2020-2025 term.

Monday,Based on the submissions from the Standing Committee of the Provincial People's Council and the Provincial People's Committee, the Provincial People's Council will discuss and approve 47 draft resolutions in various fields, including many important contents that directly impact the socio-economic development, culture, education, health, and people's lives in the province, as follows:
- The detailed regulations assigned to the Provincial People's Council by the 2024 Land Law include land policies for ethnic minorities residing in the province, regulations on criteria for deciding on bidding to select investors for investment projects using land in the province, and investment incentives and support policies including preferential regimes for exemption from land rent for production and business purposes for projects in prioritized investment sectors; and the level of investment funding and investment support for implementing investment policies in forestry.
- Specific mechanisms, policies, and measures of the province, such as: Specific mechanisms and policies to support the construction of the Dien Chau urban bypass and to create favorable conditions for motorized road vehicles to cross the Vietnam-Laos border through secondary border gates.
- Regulations on the pricing of medical examination and treatment services for state-owned medical facilities under the management of Nghe An province.
- The level of expenditure to ensure operating conditions for forces participating in maintaining security and order at the grassroots level, and the policy of severance pay for commune police officers who no longer participate in this force.
- Regulations governing the authority to decide on the management and use of public assets; procurement of goods and services within the local government's jurisdiction; allocation of civil servant positions and approval of the total number of employees in public non-business units in 2025; approval of the list of projects requiring land acquisition and conversion of forest land to other purposes; approval of investment policies and adjustments to investment policies for projects, and many other important contents.
Tuesday,Regarding the supervisory activities of the Provincial People's Council at the session:
The Provincial People's Council exercises oversight by reviewing and commenting on reports submitted by the Provincial People's Committee, the Standing Committee of the Provincial People's Council, the Committees of the Provincial People's Council, and a number of agencies and units at the session as prescribed.
Review the Report on the results of the thematic supervision by the Provincial People's Council on the results of the 3-year implementation of the public investment plan for the period 2021-2025 in Nghe An province (from 2021 to 2023).
The questioning will focus on two groups of issues related to the fields of healthcare and culture-sports.

The 25th session of the 18th Provincial People's Council took place after the successful conclusion of the 10th Conference of the 13th Central Committee of the Communist Party of Vietnam; the 8th session of the 15th National Assembly; the National Conference on the implementation and summary of Resolution No. 18-NQ/TW; the report on the socio-economic situation in 2024, solutions to accelerate socio-economic development in 2025, and the removal of institutional bottlenecks and obstacles, with many important, breakthrough, decisive policies, orientations, and decisions that create momentum and prerequisites for the development of the whole country, opening the historical door to a new era - the era of national progress.
In preparation for the 25th Session, the Standing Committee of the Provincial People's Council, the Provincial People's Committee, and the Standing Committee of the Provincial Fatherland Front Committee actively coordinated to prepare the session's contents in a high-quality manner, within their authority and in accordance with regulations. The Committees of the Provincial People's Council conducted reviews and provided many specific opinions, which the Provincial People's Committee incorporated and refined before submitting the draft to the Provincial People's Council for consideration and decision.
The 25th Regular Session of the Year-End Meeting 2024This session was of great significance, with a massive workload and the largest number of resolutions considered and passed in any session to date. The session continued to innovate by reducing the time spent on presenting reports, increasing the time for discussions, and shortening it to two days, one less session than previous regular sessions.
Therefore, we request that the delegates of the Provincial People's Council continue to uphold the spirit of innovation and responsibility, utilize their intellect, carefully study the contents, actively participate in discussions in the working groups and the plenary session, engage in questioning, and clearly express their opinions, especially on issues where there are differing views, in order to create high consensus so that the People's Council can make decisions that are in accordance with the law and the practical situation. We request that the leaders of agencies, units, and localities invited by the Provincial People's Council to attend the session fully participate and actively contribute to the contents of the session.

During the session, the Provincial People's Council organized an online hotline to receive suggestions and feedback from voters. We request that news agencies, newspapers, and radio and television stations strengthen their information and communication efforts to promptly, fully, and accurately convey the activities in the assembly to voters and all segments of the population.
With that spirit, I declare the 25th Session of the 18th Provincial People's Council open.
