Proposing solutions to overcome difficulties for businesses

There are solutions to overcome difficulties for businesses.

In addition to appreciating the drastic and flexible direction and management of the Provincial People's Committee with many results, "bright spots" marked in 2024 in many fields of investment attraction, budget collection, education, etc. However, many delegates participating in the discussion also raised many concerns and recommended that the Provincial People's Council and People's Committee study and propose solutions.

Delegate Phan Thi Hoan (Vinh City) raised the issue that currently, production and business activities of enterprises are facing many difficulties. As evidence, the whole province has more than 39,000 registered enterprises, but the number of officially operating enterprises is only over 16,000 enterprises.

On the other hand, the number of enterprises dissolved and temporarily suspended in 2024 was 1,785 units; of which 302 enterprises dissolved and 1,483 enterprises registered to temporarily suspend operations, an increase of 8.6% compared to 2023. Meanwhile, only 715 enterprises registered to resume operations, a decrease of 19.4% over the same period.

Along with that, the budget revenue structure in the province has not ensured sustainability. Of the total revenue of VND 23,751 billion in 2024; the proportion of revenue from granting land use rights accounts for 39.4% and revenue from production and business activities accounts for only 32.5% of the total budget revenue.

From practical issues, delegate Phan Thi Hoan recommended that the Provincial People's Council, Provincial People's Committee and provincial departments and branches focus on researching and proposing solutions to remove difficulties and obstacles, promote enterprises to operate effectively in production and business, in order to increase the proportion of production and business revenue and ensure sustainable budget revenue; create jobs for workers, increase income, and ensure social security in the province.

Agreeing with the reality mentioned by delegate Phan Thi Hoan, Deputy Director of the Department of Planning and Investment Ho Viet Dung and Deputy Director of the Department of Finance Dau Thi Minh Loan, Deputy Director of the Nghe An Tax Department Vo Van Hung explained the causes and at the same time proposed solutions to overcome them in the coming time.

The focus is on continuing to improve the investment and business environment; creating all favorable conditions for businesses to operate, especially focusing on removing difficulties and obstacles, cutting administrative procedures, creating conditions for access to loans, supplying labor resources, etc.

Along with the issues raised and discussed at Group 1, delegate Nguyen Huu An (Hoang Mai town) highly appreciated the determination of the Provincial People's Committee as well as the attention of provincial departments, branches and sectors in removing difficulties and obstacles in disbursing public investment capital for localities. However, the disbursement of capital from the National Target Program for Sustainable Poverty Reduction is low. Therefore, it is recommended that the Provincial People's Committee and the Department of Labor, War Invalids and Social Affairs consider solutions to help localities disburse or recover this capital, avoiding backlog and waste of resources.

Proposal to soon establish a Land Fund Development Center

Concerned about the implementation of the Land Law 2024; delegate Nguyen Huu An (Hoang Mai town) proposed that the Provincial People's Committee and relevant departments and branches have plans to remove difficulties for localities in establishing and implementing land fund creation projects to organize land use rights auctions as well as organizing investment in construction, creation and development of resettlement land funds to serve the State's land acquisition and socio-economic development in the locality, according to the provisions of Decree No. 102/2024 of the Government, which is the responsibility of the Land Fund Development Center.

Also according to the Government's regulations, the establishment of the Land Fund Development Center must be completed within 12 months from the effective date of Decree No. 102/2024/CP of the Government. Currently, some localities in the province, including Hoang Mai town, do not have a land fund development center and currently the development of land funds and the creation of land funds for resettlement are being assigned to the town project management board or localities as investors, leading to the failure to implement the collection of budget from land use fees in 2024 and the difficult progress of site clearance.

Therefore, it is recommended that relevant departments and branches guide localities in the direction of assigning the town project management board or localities to be the investors to implement until the establishment of the Land Fund Development Center; at the same time, guide localities to soon establish this center.

Regarding this content, Deputy Director of the Department of Natural Resources and Environment Pham Van Toan and Director of the Department of Home Affairs Nguyen Viet Hung have received and explained to clarify. Currently, the Department of Natural Resources and Environment and the Department of Home Affairs have coordinated to implement a number of tasks; at the same time, the Department of Home Affairs has conducted a survey and reported to the Standing Committee of the Provincial Party Committee and the Provincial People's Committee to establish a land fund development center; in which it is proposed to maintain the Vinh City Land Fund Development Center and study the proposal to establish a land fund development center in proposed localities and not develop a land fund development center in non-proposed localities. The units proposing to establish must commit to ensuring the streamlining of 10% of public service units.

However, currently, the Central Government is resolutely implementing the policy of restructuring the apparatus, so the establishment of the land fund development center must be temporarily stopped. After the first quarter of 2025, after restructuring the apparatus, it will be considered for implementation.

At the discussion session of Group 1, the provincial People's Council delegates also raised many issues that local voters were interested in and recommended regarding the settlement of collective housing areas in Vinh city; granting land use right certificates to households; the desire to build a crematorium in the province; attention to investing in funds for environmental pollution treatment and maintenance of provincially managed roads, operating funds of the Vietnam Fatherland Front and socio-political organizations... to meet the requirements of developing a civilized society...
