Besides commending the decisive and flexible leadership and management of the Provincial People's Committee, which has achieved many results and "bright spots" in 2024 in various fields such as investment attraction, budget revenue, education, etc., many delegates participating in the discussion also raised concerns and suggested that the Provincial People's Council and People's Committee research and propose solutions to address them.

Representative Phan Thi Hoan (Vinh City) raised the issue that currently, the production and business activities of enterprises are facing many difficulties. As evidence, the entire province has over 39,000 registered businesses, but only over 16,000 are officially operating.

On the other hand, the number of businesses dissolved or temporarily suspended in 2024 was 1,785; including 302 businesses dissolved and 1,483 businesses registered for temporary suspension, an increase of 8.6% compared to 2023. Meanwhile, only 715 businesses registered to resume operations, a decrease of 19.4% compared to the same period.

Furthermore, the structure of budget revenue sources in the province is not yet sustainable. Of the total revenue of 23,751 billion VND in 2024, the proportion of revenue from land use rights accounted for 39.4%, and revenue from production and business activities accounted for only 32.5% of the total budget revenue.

Based on practical issues, delegate Phan Thi Hoan proposed that the Provincial People's Council, the Provincial People's Committee, and provincial departments and agencies focus on researching and proposing solutions to overcome difficulties and obstacles, promote the effective production and business activities of enterprises, in order to increase the proportion of revenue from production and business and ensure sustainable budget revenue; create jobs for workers, increase income, and ensure social security in the province.

Agreeing with the issues raised by delegate Phan Thị Hoan, Deputy Director of the Department of Planning and Investment Ho Viet Dung, Deputy Director of the Department of Finance Dau Thi Minh Loan, and Deputy Director of the Nghe An Tax Department Vo Van Hung explained and clarified the causes, while also proposing solutions for improvement in the future.

The focus is on continuously improving the investment and business environment; creating all favorable conditions for businesses to operate, especially focusing on removing difficulties and obstacles, reducing administrative procedures, facilitating access to loans, and providing labor resources…

In addition to the issues raised, during the discussion in Group 1, delegate Nguyen Huu An (Hoang Mai town) highly appreciated the decisive actions of the Provincial People's Committee as well as the attention given by provincial departments and agencies in resolving difficulties and obstacles in disbursing public investment capital to localities. However, the disbursement of funds from the National Target Program for Sustainable Poverty Reduction is low. Therefore, he requested the Provincial People's Committee and the Department of Labor, War Invalids and Social Affairs to consider solutions to help localities disburse or recover these funds, avoiding stagnation and waste of resources.

Proposal to establish a Land Development Center soon.

Concerned about the implementation of the 2024 Land Law, delegate Nguyen Huu An (Hoang Mai town) suggested that the Provincial People's Committee and relevant departments and agencies develop plans to address issues for localities regarding the establishment and implementation of land fund creation projects for auctioning land use rights, as well as the investment and construction of resettlement land funds to serve the State's land acquisition and socio-economic development in the locality, as stipulated in Government Decree No. 102/2024, which falls under the responsibility of the Land Fund Development Center.

According to government regulations, the establishment of a Land Development Center must be completed within 12 months from the effective date of Government Decree No. 102/2024/CP. Currently, some localities in the province, including Hoang Mai town, do not have a land development center. The development of land and the creation of land funds for resettlement are currently being handled by the town's project management board or local authorities as the main investor, leading to delays in collecting land use fees in 2024 and difficulties in land clearance progress.

Therefore, it is requested that relevant departments and agencies provide guidance to localities on assigning the project management board of the town or locality to act as the investor until the Land Fund Development Center is established; and at the same time, guide localities to establish this center as soon as possible.

Regarding this matter, Deputy Director of the Department of Natural Resources and Environment Pham Van Toan and Director of the Department of Internal Affairs Nguyen Viet Hung have acknowledged and clarified the issue. Currently, the Departments of Natural Resources and Environment and Internal Affairs have coordinated to implement several tasks; at the same time, the Department of Internal Affairs has conducted surveys and reported to the Provincial Party Standing Committee and the Provincial People's Committee on the establishment of land fund development centers; in which it is proposed to maintain the existing Vinh City Land Fund Development Center and to study the proposal to establish land fund development centers in localities that have proposed it, while not developing land fund development centers in localities that have not proposed it. Units proposing the establishment must commit to ensuring a 10% reduction in the number of public service units.

However, currently, the Central Government is aggressively implementing the policy of reorganizing the administrative apparatus, so the establishment of a land development center must be temporarily suspended. It will be reconsidered and implemented after the first quarter of 2025, once the organizational restructuring is completed.

During the discussion in Group 1, provincial People's Council delegates also raised many issues of concern to voters in various localities, including the resolution of collective housing issues in Vinh City; the issuance of land use right certificates to households; the desire to build a crematorium in the province; the need for investment in environmental pollution control and maintenance of provincial roads; and funding for the operation of the Fatherland Front and other political and social organizations... to meet the requirements of developing a civilized society.
