Online ordering fake car papers, super scammer selling cars to many people
Dang Ngoc Dong ordered fake car registration certificates and then defrauded many people by selling cars and appropriating their property.
The Investigation Police Agency of Thang Binh District Police, Quang Nam Province has just issued a decision to prosecute the case, prosecute the accused and issue an arrest warrant to detain Dang Ngoc Dong (born 1971, residing in Ha Lam town, Thang Binh district) to investigate the act of "Fraudulent appropriation of property".
According to the case file, through the work of grasping the situation, Thang Binh District Police discovered that Dang Ngoc Dong had many suspicious and unclear economic signs, so they focused on verification and investigation measures.
Investigation results determined that Dang Ngoc Dong is the owner of the Kia Rio car, license plate 92A-089.95, and has been granted a registration certificate by the authorities.
At the end of 2021, Dong went on Facebook to search for and order a fake car registration certificate with the same information as the car he owned on the same certificate of land use rights, house ownership rights and other assets attached to land in the name of Dang Ngoc Dong.
After obtaining the fake documents, on December 13, 2021, Dong sold the above car to V.D.H. (residing in Binh Trieu commune, Thang Binh district) for 300 million VND and gave V.D.H. a fake car registration certificate that Dong had made before.
After selling the car, Dong rented the car from V.D.H. for personal use. In return, Dong gave V.D.H. 1 Certificate of land use rights, house ownership rights and other assets attached to the land that Dong had forged.
During the car rental process, on May 18, 2022, Dong continued to sell the above car to Ms. HTT (residing in Ha Lam town) for 300 million VND and gave Ms. T. the real car registration.
After selling the car, Dong rented the car from Ms. H. for his own use. In early 2024, Dong continued to use Facebook to order a fake car registration certificate like before. After obtaining the fake papers, on February 30, 2024, Dong continued to bring the car and the fake registration certificate to pawn at the HT pawn shop (Ha Lam town) owned by VHD and received 250 million VND. Dong used the fraudulent money to pay off debts and personal expenses.
During the investigation, verification, and working with related people, the District Police Investigation Agency seized 3 car registration certificates of the same brand Kia Rio, license plate 92A-089.95 in the name of Dang Ngoc Dong; 1 certificate of land use rights, house ownership rights and other assets attached to land also in the name of Mr. Dang Ngoc Dong.
The Investigation Police Agency of Thang Binh District Police announced that anyone who is a victim related to the fraudulent act of appropriating property of Dang Ngoc Dong should contact and report to Thang Binh District Police (through investigator Nguyen Tan Van Dien, phone number: 0966.135.279) for guidance and resolution.
