A master scammer ordered fake car registration papers online and used them to sell cars to multiple people.
Dang Ngoc Dong had fake vehicle registration certificates made and then used them to fraudulently sell cars and embezzle money from many people.
The Investigation Police Department of Thang Binh District, Quang Nam Province, has just issued a decision to initiate a criminal case, indict the suspect, and issue an arrest warrant for temporary detention against Dang Ngoc Dong (born in 1971, residing in Ha Lam town, Thang Binh district) to investigate the act of "Fraudulent appropriation of property".
According to the case file, through intelligence gathering, the Thang Binh District Police discovered that Dang Ngoc Dong had many suspicious and unexplained financial activities, so they focused on verification and investigation measures.
The investigation determined that Dang Ngoc Dong is the owner of the Kia Rio car, license plate 92A-089.95, and that the vehicle has been registered by the authorities.
In late 2021, Dong searched on Facebook and ordered a fake vehicle registration certificate with information matching the vehicle he owned, along with a land use right certificate, house ownership certificate, and other assets attached to the land registered under the name Dang Ngoc Dong.
After obtaining the forged documents, on December 13, 2021, Dong sold the car to V.D.H. (residing in Binh Trieu commune, Thang Binh district) for 300 million VND and handed V.D.H. a fake car registration certificate that Dong had made earlier.
After selling the car, Dong rented it back from V.D.H. for personal use. In return, Dong gave V.D.H. a forged Certificate of Land Use Rights, House Ownership and Other Assets Attached to Land.
During the rental period, on May 18, 2022, Dong continued to sell the car to Ms. HTT (residing in Ha Lam town) for 300 million VND and handed over the genuine car registration certificate to Ms. T.
After selling the car, Dong rented it back from Ms. H. for his own use. In early 2024, Dong again used Facebook to order a fake car registration certificate, similar to the previous one. After obtaining the fake documents, on February 30, 2024, Dong took the car and the fake registration certificate to the HT pawn shop (Ha Lam town), owned by VHD, and received 250 million VND. Dong used the money obtained through fraud to pay off debts and for personal expenses.
During the investigation, verification, and interviews with relevant individuals, the District Police Investigation Agency seized 3 vehicle registration certificates for Kia Rio cars, license plate 92A-089.95, registered in the name of Dang Ngoc Dong; and 1 land use right certificate, house ownership certificate, and other assets attached to the land, also registered in the name of Mr. Dang Ngoc Dong.
The Thang Binh District Police Investigation Agency announces that anyone who is a victim of fraud and property appropriation by Dang Ngoc Dong should contact and report to the Thang Binh District Police (through investigator Nguyen Tan Van Dien, phone number: 0966.135.279) for guidance and resolution.
