Announcement and presentation of the Decision approving the appointment of the Deputy Secretary of the Nghe An Provincial Party Committee.
On the morning of January 3rd, the Nghe An Provincial Party Committee held a ceremony to announce and present the Decision of the Central Party Secretariat on personnel matters.
Attending the ceremony were: Mr. Nguyen Van Tung - Director of Local Affairs Department I, Central Organization Committee; Mr. Tran Viet Cuong - Deputy Director of Local Affairs Department I, Central Organization Committee; and Mr. Tran Duc Thien - Deputy Director of Regional Affairs Department III, Central Inspection Committee.
The leaders of Nghe An province included: Nguyen Duc Trung - Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; along with members of the Standing Committee of the Provincial Party Committee, members of the Provincial Party Committee; leaders of departments, agencies, the Fatherland Front and political and social organizations at the provincial level; and Standing Committees of district, city, and town Party Committees.
On behalf of the Central Organizing Committee, Comrade Nguyen Van Tung - Director of Local Affairs Department I, Central Organizing Committee, announced Decision No. 1789-QDNS/TW, dated December 31, 2024, of the Central Party Secretariat approving Comrade Le Hong Vinh - Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee - to hold the position of Deputy Secretary of the Nghe An Provincial Party Committee, term 2020 - 2025.
At the ceremony, the Provincial Party Secretary and Chairman of the Provincial People's Committee, Nguyen Duc Trung, presented the Decision of the Central Party Secretariat approving the appointment of Comrade Le Hong Vinh as Deputy Secretary of the Nghe An Provincial Party Committee for the 2020-2025 term.
Comrade Le Hong Vinh, Deputy Secretary of the Nghe An Provincial Party Committee, was born on May 1, 1974; his hometown is Luu Son commune, Do Luong district, Nghe An province. His educational background includes a Master's degree in Science and Technology Management and advanced political theory.

Speaking at the ceremony to assign duties to the new Deputy Secretary of the Provincial Party Committee, Comrade Nguyen Duc Trung - Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee - respectfully thanked the Central Party Secretariat, the Central Organization Department, and the Central Party Committees for creating favorable conditions and providing assistance to the Nghe An Provincial Party Committee in consolidating key personnel to meet the requirements of the job.
On behalf of the Provincial Party Committee, the Provincial Party Secretary and Chairman of the Provincial People's Committee respectfully congratulated Comrade Le Hong Vinh on being entrusted by the Provincial Party Committee and approved by the Central Party Secretariat to the position of Deputy Secretary of the Nghe An Provincial Party Committee for the 2020-2025 term.
The Provincial Party Secretary and Chairman of the Provincial People's Committee emphasized that Comrade Le Hong Vinh is an official who rose through the ranks from the grassroots level and has held many different positions throughout his career. In every role, he has always strived with high spirit and responsibility, possessing a firm grasp and deep understanding of issues, and making extremely important contributions to the socio-economic development, national defense and security, and the building of the Party and political system of the province.
Affirming that the approval of Comrade Le Hong Vinh's position as Deputy Secretary of the Nghe An Provincial Party Committee for the 2020-2025 term is not only a joy and honor for the individual, the Provincial Party Secretary and Chairman of the Provincial People's Committee stated that it is also a joy and honor for the Nghe An Provincial Party Committee.
Emphasizing eight key tasks for the new Deputy Secretary of the Provincial Party Committee in the coming period, Comrade Nguyen Duc Trung hoped that Comrade Le Hong Vinh would continue to promote the spirit of unity and cohesion, and the collective building of the Standing Committee, the Provincial Party Committee, and the Provincial Party Executive Committee to lead and direct the implementation of the province's development goals and tasks in the coming period with very high requirements.
Comrade Le Hong Vinh needs to leverage his abilities, strengths, and relationships to mobilize additional resources and create more momentum, working together with the Provincial Party Committee, the Standing Committee, and the Provincial Party Executive Committee to lead and direct the implementation of the province's tasks in the coming period.
In addition, Comrade Le Hong Vinh, in his new position, needs to quickly familiarize himself with his new responsibilities, focusing on key priorities in order to achieve the goals of building and developing the province.
The Provincial Party Secretary and Chairman of the Provincial People's Committee also requested Comrade Le Hong Vinh to continue working with the Provincial Party Committee, the Standing Committee, and the Provincial Party Committee's Executive Board to lead and direct efforts to achieve the goals and targets set forth in the Resolution of the 19th Provincial Party Congress, with the aim of accelerating progress and making breakthroughs.
Effectively implement the policies, mechanisms, and guidelines that the Central Government has provided for Nghe An province in Resolution No. 39 of the Politburo, Resolution No. 137 of the National Assembly, Resolution No. 36 of the National Assembly, and the Provincial Planning to create momentum and resources for the province's development.
In addition, together with the comrades in the Standing Committee, the Provincial Party Committee, and the Provincial Party Executive Committee, we will continue to lead and mobilize resources to implement tasks, first and foremost investing in strategic and key infrastructure projects of the province, creating the necessary conditions for the province's development in the coming period.
The Provincial Party Secretary and Chairman of the Provincial People's Committee also requested Comrade Le Hong Vinh to pay attention to leading and directing the implementation of administrative reform, especially the reform of administrative procedures, in the spirit of removing bottlenecks and obstacles; administrative procedures must be as transparent as possible, especially for citizens and businesses.
In this task, it is essential to adhere closely to and strictly implement the directives of the Central Committee and the General Secretary, which is to shift from a rigid management mindset to a flexible one, creating a transparent mechanism and unlocking resources for development. Simultaneously, attention should be paid to decentralizing power to the district level to increase proactive implementation; strongly promoting digital transformation and improving the investment and business environment to attract investment.
The head of the Provincial Party Committee and the Provincial People's Committee also requested the new Deputy Secretary of the Provincial Party Committee to actively participate with the Standing Committee, the Executive Committee of the Provincial Party Committee, and the Provincial Party Committee in meticulously preparing the contents for the organization of party congresses at all levels, leading up to the 20th Provincial Party Congress, focusing on preparing the congress documents and personnel plans; and focusing on leading and directing the effective and successful implementation of the revolution to reorganize and streamline the organizational structure of the provincial political system in accordance with the Central Committee's directives.
Emphasizing that Nghe An is a province with a large geographical area and a large population, potentially facing complex and unpredictable developments, the Provincial Party Secretary and Chairman of the Provincial People's Committee requested Comrade Le Hong Vinh to pay attention to leading and directing, together with the province's armed forces, to strengthen national defense, security, and social order and safety, creating stability for the province's accelerated development in the coming period.
Provincial Party Secretary and Chairman of the Provincial People's Committee Nguyen Duc Trung also requested the Provincial Party Committee, the Standing Committee, and the Provincial Party Committee's Executive Board to pay attention to supporting, accompanying, and creating favorable conditions for Comrade Le Hong Vinh to successfully complete his nhiệm vụ in the spirit of unity and consensus for the goal of rapid and sustainable development of the province in the coming period, so that Nghe An will be worthy of being the homeland of President Ho Chi Minh, making positive and meaningful contributions to the new era of development, the era of the nation's progress.
In his acceptance speech, Deputy Secretary of the Provincial Party Committee Le Hong Vinh expressed his sincere gratitude to the Politburo, the Secretariat of the Central Committee of the Party, the Central Organization Department, and the Central Party Committees for their attention and trust in entrusting him with this important responsibility.
Deputy Secretary of the Provincial Party Committee Le Hong Vinh also sincerely thanked the comrades in the Standing Committee, the Provincial Party Committee, the Provincial Party Executive Committee, all levels, sectors, and the people of the province for their trust and support throughout the past period, and the Provincial Party Executive Committee for their confidence in electing him to the position of Deputy Secretary of the Provincial Party Committee.
Emphasizing that this is an honor and a source of pride, as well as a great responsibility before the Party Committee, the Government, and the people of the province, Comrade Le Hong Vinh affirmed that he will strive to continuously learn, cultivate, and effectively apply the knowledge and experience accumulated during his work; and continue to inherit and develop the achievements and lessons learned from his predecessors and colleagues.
Furthermore, we must uphold the spirit of pioneering and exemplary conduct; effectively implement the Party's principles and leadership methods; be proactive and closely involved with the grassroots; be approachable, respectful, listen to, and absorb the opinions of the Standing Committee and Executive Committee of the Provincial Party Committee, of cadres, Party members, and the people with a spirit of respect, openness, and a willingness to learn.
Deputy Secretary of the Provincial Party Committee Le Hong Vinh also emphasized that they will always uphold and promote the tradition of unity and solidarity within the Party Committee, always take high responsibility in their work for the overall development of the province; quickly grasp the work to fulfill assigned tasks, perform their roles, responsibilities and operating regulations correctly, according to the assignment of the Standing Committee of the Provincial Party Committee and the Executive Committee of the Provincial Party Committee.
Expressing sincere gratitude and fully accepting the directives and assignments from Comrade Nguyen Duc Trung - Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, Comrade Le Hong Vinh hopes to continue receiving close guidance and timely assistance from the Politburo, the Central Party Secretariat, the National Assembly, the Government, and central ministries and agencies; and the support, sharing, and cooperation of comrades in the Standing Committee, the Provincial Party Committee, the Provincial Party Executive Committee, political and social organizations, press agencies inside and outside the province, and all strata of the people in the coming time to successfully fulfill the assigned tasks.
