Truong Thi - a land rich in revolutionary and studious traditions, is located in the center of Vinh city. In recent years, the ward has received investment attention from the Party Committee and authorities at all levels in many fields, especially key infrastructure projects, contributing to making the urban face gradually synchronous, spacious, and modern; people's lives have been improved, and the economy and society have developed rapidly and sustainably.
In the 2020 - 2025 term, although there are still many difficulties and challenges due to weather, climate change, and epidemics affecting production, business activities, and people's lives; however, with the spirit of overcoming difficulties, solidarity, and high determination of the Party Committee, the government, and the people of the whole ward, many important results have been achieved in all fields. The average economic growth rate in the 2020 - 2025 period is estimated at 9.59%. The production value in the area by 2025 is estimated at 3,277 billion VND. The average added value per capita is 145 million VND/person/year; the economic structure has shifted in the right direction: It is estimated that by 2025, the proportion of the service - trade sector will increase from 50.12% to 74.57%; industry - construction will decrease from 49.88% to 25.43%.
Up to now, the ward has 441 enterprises located in the area, an increase of 10% compared to the beginning of the term. The fight against budget loss in the area with many innovative solutions has resulted in regular and sustainable revenue increase; total budget revenue reached 66.3 billion/60.3 billion VND (equal to 110% of the Congress Resolution). Implementing Resolution No. 01-NQ/ThuU dated February 26, 2021 of the Vinh City Party Committee on "Strengthening urban beautification work, building technical infrastructure systems associated with resource mobilization for the period 2021-2025 and the following years"; Thematic Resolution No. 14-NQ/DU, dated December 18, 2020 of the Party Committee on "Building a civilized urban ward"; The Party Committee has focused on directing urban beautification, renovation and upgrading of infrastructure for schools, internal roads, cultural houses, drainage ditches, lighting... with 22 projects, total capital of 173 billion VND; maximizing the people's contribution in infrastructure construction with a total value of 20.65 billion, reaching 344% of the Congress Resolution.
Up to now, 100% of roads and alleys have been concreted, of which 30% have been paved with asphalt; cultural facilities and sports equipment clusters have been installed to serve the community at cultural houses of residential blocks, on the streets and on the roads.

Attention has been paid to education. Up to now, all three schools have achieved and maintained national standards; in which, the Secondary School has achieved national standards at level 2 and has piloted the Advanced School model following the international integration trend, with initial positive results. The quality of education has been gradually improved, the application of information technology associated with digital transformation in management and teaching; the number of excellent students at all levels is increasing; during the term, there were 47 national excellent students, 164 provincial excellent students, 83 city excellent students; the rate of students passing the entrance exam to public high schools and specialized schools has increased annually. The work of encouraging learning, encouraging talents and the activities of community learning centers has been effective, the "Lifelong learning" movement has been promoted with the goal of building a "learning society" according to civilized urban standards.
100% of the blocks built, effectively implemented the convention and maintained the cultural block; Management and operation of the walking street with many rich and diverse cultural, artistic, entertainment and recreational activities created an impressive image for the people and domestic and foreign tourists, contributing to promoting the cultural identity of Nghe An and the friendly and hospitable people of Thanh Vinh. Social security work was taken care of, during the term, mobilizing the construction of 1 house of gratitude with an amount of 150 million VND, building and repairing 5 "Great Unity" houses; well implementing activities of gratitude, remembering the source of drinking water, organizing visits and giving gifts to policy families and meritorious people. Effectively implementing Project 06-CP associated with administrative reform, building e-government and national digital transformation; national defense, security and order, social safety were ensured and stabilized; The ward police have achieved the title of typical, exemplary unit in urban security, order and civilization; the ward Military Command has achieved the title of Determined to Win Unit for many years.

Up to this point, the Ward Party Committee has 24 affiliated Party cells with 1,514 Party members. During the term, the Party Committee has seriously implemented Conclusion 01-KL/TW on continuing to implement Directive 05 of the Politburo on promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle; Resolution No. 21-NQ/TW, dated June 16, 2022 of the Central Committee on strengthening the consolidation and building of Party organizations and improving the quality of Party members in the new period; included in the assessment content in the meetings; focused on leadership and direction to improve the responsibility of Party committees at all levels, the responsibility to set an example of key cadres from the ward to the residential blocks, agencies and units. Organizing a 5-year review of the implementation of Directive No. 05-CT/TW and 3 years of implementing Conclusion No. 01-KL/TW on "Promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle" in conjunction with honoring and rewarding 11 collectives and 40 typical individuals who have spread the example of good people and good deeds among the people; at the same time, contributing to innovating working methods and styles, raising awareness and attitude of serving the people and businesses of the team of cadres and civil servants in administrative procedure reform, digital transformation, building a friendly and serving government. Timely and properly resolving petitions, complaints and denunciations, especially issues related to people's lives. Attention has been paid to the work of Party development and building a clean and strong Party: During the term, 23 new Party members were admitted; Every year, 100% of Party cells complete their tasks, of which 90-95% complete their tasks well and excellently.

The Fatherland Front and mass organizations from ward to block continued to be improved, consolidated, focused on innovating their methods of operation, "sticking to the block, sticking to the people"; effectively implementing propaganda work, mobilizing people to strictly comply with the Party's guidelines and policies, the State's laws; effectively organizing campaigns and patriotic emulation movements in all areas of social life. In particular, movements to join hands for community life such as the "Tet for the Poor" program, supporting families in difficult circumstances; mobilizing and supporting the construction and repair of houses for the poor and people with housing difficulties were well implemented.
Performing quite well the functions of supervision and criticism, especially building criteria for civilized urban areas, bright, green, clean and beautiful wards; contributing significantly to building a strong Party and political system of the ward, consolidating and strengthening people's trust.
The implementation of the Resolution of the 10th Ward Party Congress, although still facing many difficulties and challenges, with high determination, under the leadership of the Party Executive Committee, the administration of the government, the coordination of the entire political system, and the consensus of the people, has contributed to the basic completion of socio-economic, defense and security targets for the 2020-2025 term. Up to now, the ward has been recognized as meeting civilized urban standards; 30/33 targets of the Congress Resolution have been achieved and exceeded. The Party Committee and government have been classified for 5 consecutive years as "Excellently completing tasks"; of which, there are 4 years of "Excellently completing tasks".
Promoting the potential and strengths of a central ward, Truong Thi is promoting political and ideological education among cadres, party members and people, mobilizing maximum internal resources, taking advantage of all resources to promote investment in developing synchronous and modern infrastructure; focusing on directing and creating all conditions for businesses and households to develop production and business in the direction of increasing services and trade, focusing on areas with advantages according to specialized streets, especially coordinating the effective exploitation of pedestrian streets, civilized commercial streets: Nguyen Van Cu, Le Hong Phong, Ho Tung Mau... will open up many new opportunities for Truong Thi ward to develop the bustling night economy of Vinh city. Continuing to innovate propaganda to raise people's awareness in civilized urban lifestyle, environmental protection, building green, clean and beautiful streets and alleys associated with building residential areas of "solidarity, consensus; security, safety; prosperity, happiness".
Entering the 2025 - 2030 term, with the spirit of "Solidarity, democracy, discipline, civilization, development", the Party Committee sets the goal by 2030 as follows: Building a clean, strong Party Committee and political system that operates effectively and efficiently.
