Trường Thi trên đường đổi mới

During the 2020-2025 term, despite numerous difficulties and challenges such as weather, climate change, and epidemics impacting production, business activities, and people's lives, the Party Committee, government, and people of the entire ward, with their spirit of overcoming difficulties, unity, and high determination, have achieved many important results in all fields. The average economic growth rate for the 2020-2025 period is estimated at 9.59%. The value of production in the area is estimated to reach 3,277 billion VND by 2025. The average added value per capita is 145 million VND/person/year; the economic structure is shifting in the right direction: It is estimated that by 2025, the proportion of the service and trade sector will increase from 50.12% to 74.57%; while the industry and construction sector will decrease from 49.88% to 25.43%.

To date, the ward has 441 businesses operating within its boundaries, a 10% increase compared to the beginning of the term. Efforts to combat budget revenue losses in the area, through various innovative solutions, have resulted in steadily increasing and sustainable revenue collection; total budget revenue reached 66.3 billion VND/60.3 billion VND (equivalent to 110% of the Congress Resolution). The ward has implemented Resolution No. 01-NQ/ThU dated February 26, 2021, of the Vinh City Party Committee on "Strengthening urban beautification and the construction of technical infrastructure systems associated with resource mobilization in the period 2021-2025 and subsequent years"; and the specialized Resolution No. 14-NQ/ĐU, dated December 18, 2020, of the Party Committee on "Building a civilized urban ward". The Party Committee focused on directing urban beautification, renovation, and upgrading of infrastructure for schools, internal roads, cultural centers, drainage ditches, street lighting, etc., with 22 projects and a total capital of 173 billion VND; maximizing the contribution of people's resources in infrastructure construction with a total value of 20.65 billion VND, achieving 344% of the Congress Resolution.

To date, 100% of roads and alleys have been concreted, with 30% paved with asphalt; cultural facilities and sports equipment have been installed to serve the community at community cultural centers and along roads.

Educational work has received attention, and to date, all three schools have achieved and maintained national standards; in particular, the Secondary School has achieved national standard level 2 and is piloting the advanced school model in line with international integration trends, initially achieving positive results. The quality of education has been gradually improved, with the application of information technology linked to digital transformation in management and teaching; the number of outstanding students at all levels is increasing; during the term, there were 47 national outstanding students, 164 provincial outstanding students, and 83 city outstanding students; the percentage of students admitted to public high schools and specialized schools has increased annually. The work of promoting learning and talent and the activities of community learning centers have been effective, and the "Lifelong Learning" movement has been promoted with the goal of building a "learning society" according to the criteria of a civilized urban area.

100% of the residential blocks have effectively implemented and maintained cultural norms; the management and operation of the pedestrian street, with its rich and diverse cultural, artistic, and recreational activities, has created an impressive image for the people and domestic and international tourists, contributing to promoting the cultural identity of Nghe An province and the friendly and hospitable people of Vinh City. Social welfare work has been taken care of; during the term, one house of gratitude was built with 150 million VND, and five "Great Solidarity" houses were built and repaired; activities of gratitude and remembrance were carried out well, including visits and gift-giving to policy beneficiary families and people with meritorious services. Project 06-CP, linked with administrative reform, the development of e-government and national digital transformation, was effectively implemented; national defense, security, and social order and safety were ensured. The ward police station has been awarded the title of exemplary unit in security, order, and urban civilization; the ward's Military Command has been awarded the "Unit of Victory" title for many years.

To date, the Party Committee of the ward has 24 subordinate branches with 1,514 Party members. During the term, the Party Committee has seriously implemented the dissemination and deployment of Conclusion 01-KL/TW on continuing to implement Directive 05 of the Politburo on promoting the study and emulation of Ho Chi Minh's thought, morality, and style; Resolution No. 21-NQ/TW, dated June 16, 2022, of the Central Committee on strengthening the consolidation and building of Party organizations and improving the quality of Party members in the new period; incorporating it into the evaluation content of Party meetings; focusing on leading and directing the enhancement of the responsibility of Party committees at all levels, and the exemplary responsibility of key officials from the ward to the neighborhood blocks, agencies, and units. The five-year review of the implementation of Directive No. 05-CT/TW and the three-year implementation of Conclusion No. 01-KL/TW on "Promoting the study and emulation of Ho Chi Minh's thought, morality, and style" was held, along with honoring and rewarding 11 exemplary collectives and 40 exemplary individuals who have spread good examples among the people. Simultaneously, this has contributed to reforming working methods and styles, enhancing the awareness and attitude of cadres and civil servants in serving the people and businesses through administrative procedure reform, digital transformation, and building a friendly and service-oriented government. Complaints and denunciations, especially those related to people's lives, were resolved promptly and in accordance with regulations. Party development and the building of a clean and strong Party were given attention: 23 new Party members were admitted during the term. Every year, 100% of Party branches complete their tasks, with 90-95% completing them well or excellently.

The Fatherland Front and mass organizations from the ward to the neighborhood level continue to be strengthened and consolidated, focusing on innovating their methods of operation, "staying close to the community and the people"; effectively carrying out propaganda and mobilization work to ensure that the people strictly abide by the Party's guidelines and policies and the State's laws; and effectively organizing campaigns and patriotic emulation movements in all areas of social life. In particular, they have successfully implemented movements to contribute to community life such as: the "Tet for the Poor" program, supporting families in difficult circumstances; and mobilizing and supporting the construction and repair of houses for the poor and those with housing difficulties.

Thực hiện khá tốt chức năng giám sát, phản biện, nhất là xây dựng các tiêu chí đô thị văn minh, phường sáng, xanh, sạch, đẹp; góp phần quan trọng xây dựng Đảng và hệ thống chính trị phường vững mạnh, niềm tin trong nhân dân được củng cố và tăng cường.

Việc triển khai thực hiện Nghị quyết Đại hội Đảng bộ phường lần thứ X, mặc dù còn gặp nhiều khó khăn, thách thức, nhưng với quyết tâm cao, dưới sự lãnh đạo của Ban Chấp hành Đảng bộ, điều hành của chính quyền, sự phối hợp của cả hệ thống chính trị, sự đồng thuận của nhân dân góp phần hoàn thành cơ bản các chỉ tiêu kinh tế - xã hội, quốc phòng - an ninh nhiệm kỳ 2020-2025. Đến nay, phường được công nhận đạt chuẩn đô thị văn minh; 30/33 chỉ tiêu Nghị quyết Đại hội đạt và vượt. Đảng bộ, chính quyền 5 năm liền được xếp loại "Hoàn thành xuất sắc nhiệm vụ"; trong đó, có 4 năm "Hoàn thành xuất sắc nhiệm vụ tiêu biểu".

Phát huy tiềm năng, thế mạnh của một phường trung tâm, Trường Thi đang đẩy mạnh công tác giáo dục chính trị, tư tưởng trong cán bộ, đảng viên và nhân dân, huy động tối đa nội lực, tranh thủ mọi nguồn lực để đẩy mạnh việc đầu tư phát triển kết cấu hạ tầng đồng bộ, hiện đại; tập trung chỉ đạo tạo mọi điều kiện cho các doanh nghiệp, các hộ gia đình phát triển sản xuất, kinh doanh theo hướng tăng dịch vụ, thương mại, chú trọng các khu vực có lợi thế theo phố chuyên doanh, nhất là phối hợp khai thác hiệu quả phố đi bộ, các tuyến phố văn minh thương mại: Nguyễn Văn Cừ, Lê Hồng Phong, Hồ Tùng Mậu... sẽ mở ra nhiều cơ hội mới để phường Trường Thi phát triển kinh tế đêm sầm uất của thành phố Vinh. Tiếp tục đổi mới tuyên truyền để nâng cao ý thức của người dân trong nếp sống văn minh đô thị, bảo vệ môi trường, xây dựng các tuyến đường, ngõ phố xanh, sạch, đẹp gắn với xây dựng khu dân cư “đoàn kết, đồng thuận; an ninh, an toàn; ấm no, hạnh phúc”.

Bước sang nhiệm kỳ 2025 - 2030, với tinh thần “Đoàn kết, dân chủ, kỷ cương, văn minh, phát triển”, Đảng bộ đặt ra mục tiêu đến năm 2030 là: Xây dựng Đảng bộ và hệ thống chính trị trong sạch, vững mạnh, hoạt động hiệu lực, hiệu quả. Phát huy dân chủ và sức mạnh đại đoàn kết toàn dân; Đổi mới, sáng tạo, huy động tối đa mọi nguồn lực, quyết tâm xây dựng phường Trường Thi xanh, sạch, đẹp, kiểu mẫu về đô thị văn minh.

Với lợi thế là phường trung tâm của thành phố, có cơ sở hạ tầng kỹ thuật được đầu tư đồng bộ, hiện đại, Ban Chấp hành Đảng bộ phường sẽ tăng cường đổi mới phương thức lãnh đạo, nâng cao sức chiến đấu; Phát huy lợi thế, tập trung chỉnh trang, xây dựng nếp sống văn minh đô thị, gắn với hệ thống hạ tầng kỹ thuật, công nghệ thông tin, hạ tầng số phục vụ xây dựng chính quyền số, đô thị thông minh, kết nối du lịch, dịch vụ, thương mại đưa phường Trường Thi phát triển toàn diện, góp phần xây dựng thành phố Vinh văn minh, giàu mạnh, cùng với cả nước bước vào kỷ nguyên mới - kỷ nguyên vươn mình của dân tộc.
