Nghe An ranks 37th in the Local Innovation Index.
Nghe An province's strengths include the following indicators: policies supporting businesses; average high school graduation exam scores; contribution to the national GDP; percentage of businesses engaged in research and development; and percentage of businesses engaged in innovation.
The Ministry of Science and Technology has just announced the results of the 2024 Provincial Innovation Index (PII) ranking.
This index provides a realistic, overall picture of the current state of the socio-economic development model based on science, technology, and innovation in each locality.
As a result, Hanoi achieved the highest score with 60.76 points, ranking 1st. Following closely behind were Ho Chi Minh City (2nd), Hai Phong (3rd), Ba Ria-Vung Tau (4th), Da Nang (5th), Quang Ninh (6th), Can Tho (7th), Binh Duong (8th), Thai Nguyen (9th), and Bac Giang (10th).
Cao Bang province had the lowest score, with 23.95 points, ranking 63rd. Above Cao Bang were Lai Chau province with 22.87 points, ranking 62nd; and Gia Lai with 25.83 points, ranking 61st.
Nghe An province ranked 37th with 32.69 points. Compared to 2023, Nghe An dropped 4 places, a decrease of 3.81 points.
Nghe An province's strengths include the following indicators: policies supporting businesses; average high school graduation exam scores; contribution to the national GDP; percentage of businesses engaged in research and development; and percentage of businesses engaged in innovation.
Nghe An province's weaknesses include the following indicators: Legal institutions and security and order; Percentage of high school students participating in science and technology research competitions; Percentage of industrial land with built infrastructure; Number of businesses with ISO certification/1,000 businesses; Number of OCOP products with 4 stars or higher/total number of communes.

The leading localities are those with favorable natural and geographical conditions, concentrated in the Southeast region and the Red River Delta.
These regions also have a high proportion of industry, construction, and services in their economic structure, concentrate many industrial zones, have developed infrastructure, and have strong scientific, technological, and innovation activities.
Localities in the bottom group are limited in economic and social development, and are not conducive to the development and application of science, technology, and innovation in economic and social development. These are concentrated in the Central Highlands and the Northern Midlands and mountainous regions.
Direct comparisons of rankings between localities are only relative and not the main purpose of PII. This is because each locality has different conditions, characteristics, and development orientations.
The PII index will provide a basis for government leaders and local leaders to formulate policies and decisions to implement the Politburo's Resolution on breakthroughs in science, technology, innovation, and national digital transformation to drive strong national development in the new era.
The 2024 PII index framework has 52 components, divided into 7 pillars:
- The five input pillars reflect the factors that facilitate socio-economic development based on science, technology, and innovation, including: Institutions; human capital, research and development; infrastructure; level of market development; and level of enterprise development.
- The two output pillars reflect the impact of science, technology, and innovation on socio-economic development, including: Knowledge, innovation, and technology products; and impact.
