Nghe An ranked 37th in the Local Innovation Index
The strengths of Nghe An province include the following indicators: Business support policies; Average high school graduation exam scores; Contribution to the national GDP; Percentage of enterprises with research and development activities; Percentage of enterprises with innovation activities.
The Ministry of Science and Technology has just announced the results of the 2024 Provincial Innovation Index (PII).
This index provides a realistic, comprehensive picture of the current status of the economic and social development model based on science, technology and innovation in each locality.

As a result, Hanoi is the locality with the highest score, reaching 60.76 points, ranked 1st. Following that are Ho Chi Minh City (ranked 2nd), Hai Phong (ranked 3rd), Ba Ria-Vung Tau (ranked 4th), Da Nang (ranked 5th), Quang Ninh (ranked 6th), Can Tho (ranked 7th), Binh Duong (ranked 8th), Thai Nguyen (ranked 9th), Bac Giang (ranked 10th).
Cao Bang is the locality with the lowest score, reaching 23.95 points, ranked 63rd. Ranked above Cao Bang is Lai Chau province with 22.87 points, ranked 62nd; Gia Lai reached 25.83 points, ranked 61st.
Nghe An province ranked 37th with 32.69 points. Compared to 2023, Nghe An dropped 4 places, down 3.81 points.

Weaknesses of Nghe An province include the following indicators: Legal institutions and security and order; Percentage of high school students participating in science and technology research competitions; Percentage of industrial land with built infrastructure; Number of enterprises with ISO certificates/1,000 enterprises; Number of OCOP products with 4 stars or more/total number of communes.

The localities in the leading group are those with favorable natural and geographical conditions, concentrated in the Southeast and Red River Delta regions.
These regions also have a high proportion of industry, construction and services in the economic structure, many industrial parks, developed infrastructure and strong scientific, technological and innovation activities.
Localities in the bottom group are still limited in socio-economic development, not favorable for the development and application of science, technology and innovation in socio-economic development, concentrated in the Central Highlands and the Northern Midlands and Mountains.
Direct comparison of rankings between localities is only relative and is not the main purpose of PII. The reason is that each locality has different conditions, characteristics and development orientations.
The PII index will provide a basis for Government leaders and local leaders to develop policies and decisions to implement the Politburo's Resolution on breakthroughs in science, technology, innovation and national digital transformation to bring the country to strong development in the new era.
The 2024 PII framework has 52 components, divided into 7 pillars:
- The five input pillars reflect factors that facilitate socio-economic development based on science, technology and innovation, including: Institutions; human capital, research and development; infrastructure; market development level; business development level.
- 2 output pillars reflect the impact of science, technology and innovation on socio-economic development, including: Knowledge, innovation and technology products; impact.
