Sad stories
In early January 2025, public opinion was stirred by the news that Mua Ba Vu, born in 1983 - Chairman of the People's Committee of Na Ngoi commune, Ky Son district, was arrested in a drug case.
Previously, through the work of grasping the situation, Vinh City Police discovered a drug trafficking and illegal transportation ring from abroad to the domestic market, and then to other provinces and cities across the country for consumption.

The ringleader of this ring was identified as Mua Ba Vu (born in 1983), residing in Na Ngoi commune, Ky Son district, Chairman of the People's Committee of Na Ngoi commune. With the determination to "block the supply", not allowing subjects to smuggle drugs into the country, Vinh City Police established a special project to fight.
After a period of surveillance, at around 1:00 a.m. on January 9, the police discovered Mua Ba Vu driving a pickup truck from Ky Son district to Vinh city with many suspicious signs. At around 7:00 a.m. the same day, when Mua Ba Vu was driving on National Highway 46, through Hung Chinh commune (Vinh city), the police stopped the car, fired warning shots, and arrested him with the evidence.
At the scene, police seized 35 kg of synthetic drugs, 4 cakes of heroin, 1 car and some other related evidence.

According to initial information from the authorities, taking advantage of his familiarity with the area and his cover as a local official, Vu colluded with prominent figures across the border to trade drugs, then transported them to other localities across the country for consumption.
The key link in the ring led by Vu was identified as Le Hoang Cuong (born in 1990), residing in Hanoi. This subject was arrested at the same time as Mua Ba Vu in Cua Nam ward, Vinh city.

A month earlier, on December 15, 2024, Vinh City Police presided over and dismantled a transnational drug ring, arrested 4 subjects, and seized more than 28,000 synthetic drug pills. Among the 4 subjects was Mua Dua Thai (born in 1969) - Former Chairman of the People's Committee of Na Ngoi Commune, Ky Son District.

In fact, the fact that cadres, party members, civil servants, public employees and workers - those who have legal knowledge - fall into illegal trading, transportation and buying and selling is mainly due to lack of courage, lack of training and practice and greed.
Typically, on January 24, 2024, Nghe An Provincial People's Court opened a first-instance criminal trial of defendant Xong Ba Xuan (born in 1979), residing in Tri Le commune, Que Phong district, on charges of "Illegal transportation of narcotics".
At the time of his arrest, Xong Ba Xuan was a teacher at Tri Le Secondary School, Que Phong District. According to the indictment, on September 18, 2023, after attending the funeral of an acquaintance, Xuan returned home to Na Nieng village (Tri Le commune). When he reached Pa Khom intersection (Tri Le commune), Xuan stopped to rest and met a Lao man.

After the conversation, the man asked Xuan to transport 1 cake of drugs to a meeting point in the area for 1 million VND. Greedy,Xong Ba Xuan agreed, “hid the goods” behind his pants and drove towards the commune center. At around 7:30 p.m. the same day, when Xuan arrived at Lam Hop village, he was caught red-handed by the authorities, holding on his person a cake of drugs weighing 349.37 grams.
At the trial, Xuan admitted his crime. The defendant repented and hoped to receive the lightest sentence possible so that he could have a chance to start his life over. Considering the case as a whole, the panel sentenced Xong Ba Xuan to 20 years in prison for “Illegal transportation of narcotics”.
These are just a few examples of many sad stories involving officials, party members, civil servants, including leaders, who violate drug-related laws, negatively affecting the public's trust in these "servants" of the people...
Strengthening management and prevention work
In addition to their own lack of self-discipline, civil servants' and public employees' violations of drug-related laws are also due to lax management and lack of inspection and supervision by party organizations and authorities at all levels.
Therefore, in recent times, the Provincial Party Committee and People's Committee of Nghe An province have implemented many solutions to promote propaganda combined with deterrence and prevention, contributing to preventing and stopping violations of drug-related laws among party members, cadres, civil servants, public employees and workers.

Implementing Directive 13-CT/TU of the Provincial Party Committee on "Continuing to strengthen leadership and direction of drug prevention and control work in the new situation", many agencies and units have developed and issued regulations on managing cadres and civil servants, building office culture, and organizing cadres, civil servants and employees to sign commitments not to violate social evils.
The Provincial Party Committee Standing Committee also regularly pays attention to and leads the inspection and supervision of the implementation of Directive No. 13 in districts, cities and town Party Committees. Thereby, directing the strengthening of the urging, inspection and supervision of Party Committees and superiors in the implementation of drug prevention and control tasks; promptly detecting and strictly handling the responsibilities of Party Committee and government leaders for the complicated drug situation in the management area; directing the review, statistics and taking measures according to regulations for cadres and Party members who violate or have relatives who violate drug laws.
In just 10 years (from 2013 to 2023), the whole province has discovered and handled 102 party members, civil servants, and public employees who violated drug-related laws such as buying, selling, storing, transporting, illegally using drugs, and drug addiction.
Identifying drug prevention and control as a key and urgent task that must be maintained regularly and continuously, on December 12, 2023, the Standing Committee of Nghe An Provincial Party Committee issued Resolution No. 14-NQ/TU on continuing to strengthen leadership and direction of drug prevention and control work in Nghe An province. The resolution identifies the general goal as: Promoting the combined strength of the entire political system and the entire population to gradually restrain, prevent and repel drug crimes and evils.
Actively detect, combat, and thoroughly dismantle gangs, lines, and locations for the production, trading, transportation, storage, and organization of illegal drug use. Focus on transforming key and complicated drug areas and drug-affected areas in communes, wards, and towns, with a focus on replicating the Provincial Police's Project on building "Narcotics-free border communes" in inland areas.
Do not allow the formation of new complex drug hotspots, routes, or the re-formation of complex drug hotspots, routes, or the re-formation of complex drug hotspots, routes, or the re-creation of complex drug hotspots after they have been destroyed. Effectively prevent drug smuggling right at the border, and do not let Nghe An become a key drug transit area of the whole country...

To achieve the above objectives, the Resolution identifies 10 key tasks. In particular, it requires each cadre and party member to promote their pioneering and exemplary role in drug prevention and control (PCMT); and to be responsible for propagating and mobilizing their families, relatives and people to properly implement the provisions of the law on PCMT.
On that basis, on March 29, 2024, the Provincial People's Committee issued Plan No. 241/KH-UBND, on continuing to strengthen leadership and direction of drug prevention and control work in Nghe An province to concretize the viewpoints, goals and key tasks in Resolution No. 14-NQ/TU of the Provincial Party Standing Committee. The plan sets the goal of striving by 2025 for the whole province to "Reduce supply - Reduce demand - Reduce harm" of drugs and maintain it in the following years; striving by 2030 to remove Nghe An from the list of key and complicated drug areas in the country.
The Provincial People's Committee requires heads of departments, branches, sectors, the Fatherland Front, socio-political organizations and People's Committees at all levels to fully understand their roles and responsibilities in leadership, direction and take direct responsibility for the situation and results of PCMT work in the fields and areas under their charge, monitoring and management.
Enhance the role and responsibility of heads of agencies and units in leading and directing the drastic implementation of drug prevention and control work.

In the spirit of the direction of the Provincial Party Committee and the Provincial People's Committee, localities and units in the province have also issued plans to continue to strengthen leadership and direction of drug prevention and control work in the new situation. In particular, focusing on strengthening inspection and supervision of drug prevention and control work in grassroots Party organizations and Party members; considering the results of drug prevention and control work as one of the criteria for annual evaluation and classification of emulation for Party organizations; strictly handling cadres and Party members who violate the law on drug prevention and control.
