Sad stories
In early January 2025, public opinion was stirred by the news that Mua Ba Vu, born in 1983 - Chairman of the People's Committee of Na Ngoi commune, Ky Son district - had been arrested in a drug trafficking case.
Previously, through intelligence gathering, Vinh City Police discovered a network involved in the illegal buying, selling, and transportation of narcotics from abroad to Vietnam, and then transshipment to other provinces and cities nationwide for consumption.

The ringleader of this drug trafficking network has been identified as Mua Ba Vu (born in 1983), residing in Na Ngoi commune, Ky Son district, and Chairman of the People's Committee of Na Ngoi commune. Determined to "block the supply" and prevent these individuals from smuggling drugs into the country, the Vinh City Police established a special task force to combat this operation.
After a period of surveillance, at approximately 1:00 AM on January 9th, police forces spotted Mua Ba Vu driving a pickup truck from Ky Son district to Vinh city with several suspicious behaviors. At around 7:00 AM the same day, while Mua Ba Vu was driving on National Highway 46, in the section passing through Hung Chinh commune (Vinh city), he was stopped by law enforcement, who fired warning shots and arrested him along with the evidence.
At the scene, police seized 35 kg of synthetic drugs, 4 blocks of heroin, one car, and other related evidence.
According to initial information from law enforcement, taking advantage of his familiarity with the area and his position as a local official, Vu colluded with notorious figures across the border to trade drugs, then transported them to other locations throughout the country for consumption.
A key link in the drug ring led by Vu has been identified as Le Hoang Cuong (born in 1990), residing in Hanoi. This individual was arrested at the same time as Mua Ba Vu in the Cua Nam ward area of Vinh City.
A month earlier, on December 15, 2024, the Vinh City Police spearheaded the dismantling of a transnational drug trafficking ring, arresting four suspects and seizing over 28,000 synthetic drug pills. Among the four suspects was Mua Dua Thai (born in 1969) - former Chairman of the People's Committee of Na Ngoi commune, Ky Son district.
In reality, the fact that cadres, Party members, civil servants, and employees—those who are knowledgeable about the law—fall into the path of illegal trading, transportation, and sale is mainly due to a lack of integrity, insufficient self-cultivation and training, and greed.
Typically, on January 24, 2024, the People's Court of Nghe An province held a first-instance criminal trial to hear the case against defendant Xong Ba Xuan (born in 1979), residing in Tri Le commune, Que Phong district, on the charge of "illegally transporting narcotic substances".
At the time of his arrest, Xong Ba Xuan was a teacher at Tri Le Secondary School in Que Phong District. According to the indictment, on September 18, 2023, after attending the funeral of an acquaintance, Xuan returned home to Na Nieng village (Tri Le commune). When he reached the Pa Khom intersection (Tri Le commune), Xuan stopped to rest and met a Laotian man.
After the conversation, the man offered Xuan 1 million dong to transport a package of drugs to a meeting point in the area. Greedy for money.,Xong Ba Xuan agreed, hid the drugs behind his pants, and drove towards the center of the commune. At around 7:30 PM that same day, when Xuan reached the Lam Hop village area, he was caught red-handed by authorities. Xuan was found in possession of a block of drugs weighing 349.37 grams.
At the trial, Xuan admitted to the crime. The defendant expressed remorse and hoped for the lightest possible sentence so that he could have a chance to rebuild his life. After considering all aspects of the case, the panel of judges sentenced Xong Ba Xuan to 20 years in prison for the crime of "Illegally transporting narcotics".
These are just a few examples among many sad stories involving officials, Party members, and civil servants, including those in leadership positions, who violate drug-related laws, negatively impacting public trust in these "servants of the people"...
Strengthen management and prevention efforts.
The fact that officials and civil servants violate the law related to drugs is not only due to a lack of self-discipline but also to lax management and insufficient inspection and supervision by Party organizations and government at all levels.
Therefore, in recent times, the Nghe An Provincial Party Committee and People's Committee have implemented many solutions to strengthen propaganda combined with deterrence and prevention, contributing to the prevention and control of drug-related law violations among Party members, officials, civil servants, and workers.
In implementing Directive 13-CT/TU of the Provincial Party Committee on "Continuing to strengthen leadership and guidance in drug prevention and control in the new situation," many agencies and units have developed and promulgated regulations on managing cadres and civil servants, building workplace culture, and organizing cadres, civil servants, and employees to sign commitments not to violate social evils.
The Standing Committee of the Provincial Party Committee also regularly pays attention to and leads the inspection and supervision of the implementation of Directive No. 13 in the districts, cities, and towns. Through this, it directs the strengthening of the urging, inspection, and supervision by Party committees and higher levels regarding the implementation of drug prevention and control tasks; promptly detects and strictly handles the responsibility of heads of Party committees and governments where the drug situation becomes complicated in their areas of management; and directs the review, compilation, and handling according to regulations of cadres and Party members who violate or have relatives who violate drug laws.
In just 10 years (from 2013 to 2023), the entire province has detected and dealt with 102 Party members, civil servants, and public employees who violated regulations related to drugs, such as buying, selling, possessing, transporting, and illegally using narcotics, and drug addiction.
Recognizing that drug prevention and control is a key and urgent task that must be maintained regularly and continuously, on December 12, 2023, the Standing Committee of the Nghe An Provincial Party Committee issued Resolution No. 14-NQ/TU on continuing to strengthen leadership and direction in drug prevention and control in Nghe An province. The resolution sets the overall goal as: To leverage the combined strength of the entire political system and the whole population to gradually control, prevent, and repel drug-related crimes and social evils.
Proactively detect, combat, and thoroughly dismantle drug trafficking rings, networks, and hotspots involved in the production, sale, transportation, storage, and illegal use of narcotics. Focus on transforming key areas with complex drug problems, including areas with drug activity in communes, wards, and towns, with particular emphasis on expanding the Provincial Police's project on building "Drug-Free Border Communes" to inland areas.
Prevent the formation of new complex drug trafficking areas and routes, or the re-establishment of complex drug trafficking areas and routes, or complex drug trafficking points and hotspots after they have been dismantled. Effectively prevent drug smuggling at the border, and prevent Nghe An from becoming a key drug transit hub for the whole country…
To achieve the above objectives, the Resolution identifies 10 key tasks. Among them, it requires each official and Party member to play a pioneering and exemplary role in drug prevention and control; and to be responsible for disseminating information and mobilizing family members, relatives, and the public to comply with the laws and regulations on drug prevention and control.
Based on that, on March 29, 2024, the Provincial People's Committee issued Plan No. 241/KH-UBND, on continuing to strengthen leadership and direction in drug prevention and control in Nghe An province, in order to concretize the viewpoints, objectives, and key tasks in Resolution No. 14-NQ/TU of the Provincial Party Committee. The plan sets the goal of striving to achieve "Reducing supply - Reducing demand - Reducing harm" of drugs throughout the province by 2025 and maintaining this in the following years; and striving to remove Nghe An from the list of key and complex drug-related areas nationwide by 2030.
The Provincial People's Committee requires the heads of departments, agencies, the Fatherland Front, political and social organizations, and People's Committees at all levels to fully understand their roles and responsibilities in leading and directing the work of drug prevention and control, and to be directly responsible for the situation and results of drug prevention and control work in their respective fields and areas of responsibility.
Enhance the role and responsibility of heads of agencies and units in leading and directing the vigorous implementation of drug prevention and control work.

Following the directives of the Provincial Party Committee and the Provincial People's Committee, localities and units throughout the province have issued plans to further strengthen leadership and guidance in drug prevention and control in the new situation. These plans emphasize strengthening inspection and supervision of drug prevention and control work at grassroots Party organizations and among Party members; considering the results of drug prevention and control work as one of the criteria for evaluating and classifying Party organizations in annual emulation campaigns; and strictly punishing cadres and Party members who violate laws on drug prevention and control.
