The Nghi Son - Dien Chau expressway and 5 other sections are expected to start collecting tolls in the first quarter of 2025.

According to information from the Ministry of Transport, the Vietnam Road Administration has just proposed toll rates on 6 sections of the North-South expressway invested by the State, including the Nghi Son - Dien Chau expressway section (Nghe An).

The six expressway sections slated for toll collection include: Mai Son (Ninh Binh) - National Highway 45 (Thanh Hoa), National Highway 45 - Nghi Son (Thanh Hoa), Nghi Son - Dien Chau (Nghe An), Vinh Hao - Phan Thiet, Phan Thiet - Dau Giay, and My Thuan - Can Tho.

These are the component projects of phase 1 that have met the eligibility requirements for toll collection under the Road Traffic Law and Government Decree No. 130/2024 issued in October 2024 on toll collection for vehicles traveling on expressways where the State is the representative owner and directly manages and operates.

According to the Vietnam Road Administration, after assessment, the technical infrastructure and technological equipment for managing and operating traffic on the expressways have basically met the requirements. The Road Administration will be the agency managing these expressways, directly managing, maintaining, and organizing toll collection through toll stations, applying the ETC (Electronic Toll Collection) model for "entry points without barriers and exit points with barriers".

The six expressway sections mentioned above, including the Nghi Son-Dien Chau section, which was completed and put into use on September 2, 2023, have served the transportation needs of the people for 15 months. Previously, the Dien Chau-Bai Vot (Ha Tinh) expressway section, put into use on April 30, 2024, and July 1, 2024 (for the section of National Highway 46B Hung Tay, Hung Nguyen - Bai Vot), were invested under the public-private partnership (PPP) model and began collecting tolls on January 5, 2025. After two weeks of toll collection, the number of vehicles traveling on the route decreased by 30%.

According to the plan developed by the Vietnam Road Administration, vehicles traveling on state-invested expressways will be categorized into five groups, with each group further divided into two fee levels.

Specifically:

- Group 1 includes vehicles with fewer than 12 seats, trucks under 2 tons, and public passenger transport buses, with a fee of 1,300 VND/km at level 1 and 900 VND/km at level 2.
- Group 2 includes vehicles with 12 to 30 seats and trucks weighing from 2 to under 4 tons, with a fee of 1,950 VND/km at level 1 and 1,350 VND/ton at level 2.
- Group 3 includes trucks with 31 seats or more, and trucks weighing from 4 tons to under 10 tons, with a toll rate of 2,600 VND/km at level 1 and 1,800 VND/km at level 2.
- Group 4 includes trucks from 10 tons to under 18 tons and container trucks under 40 feet, with a fee of 3,250 VND/km for level 1 and 2,250 VND/km for level 2.
- Group 5 includes trucks weighing 18 tons or more and container trucks 40 feet or more: Level 1 toll is 5,200 VND/km, Level 2 is 3,600 VND/km.

It is understood that after the Department of Roads submits proposals for these expressway sections, the Ministry of Transport will advise on the establishment of an inspection and evaluation team in accordance with regulations. It is expected that these expressway sections will officially begin toll collection by the end of the first quarter of 2025 or June 2025.
