Nghi Son - Dien Chau Expressway and 5 other sections are expected to collect tolls in the first quarter of 2025.
According to information from the Ministry of Transport, the Vietnam Road Administration has just proposed toll collection rates on 6 sections of the North-South expressway invested by the State, including the Nghi Son - Dien Chau expressway (Nghe An).
The 6 expressway sections expected to collect tolls include: Mai Son (Ninh Binh) - National Highway 45 (Thanh Hoa), National Highway 45-Nghi Son (Thanh Hoa), Nghi Son-Dien Chau (Nghe An), Vinh Hao-Phan Thiet, Phan Thiet-Dau Giay, My Thuan - Can Tho.
These are phase 1 component projects that are eligible to collect fees according to the Road Traffic Law and Decree No. 130/2024 issued in October 2024 by the Government on collecting fees for vehicles traveling on highways that the State represents as the owner and directly manages and operates.

According to the Vietnam Road Administration, through assessment, the technical infrastructure and technological equipment for traffic management and operation on the above expressway sections have basically met the requirements. The Road Administration will be the agency managing the above expressway sections, directly managing, maintaining, and organizing toll collection through stations, applying the ETC non-stop toll collection model for "inputs without barriers, outputs with barriers".
The above 6 expressway sections, of which the Nghi Son-Dien Chau section was completed and put into use from September 2, 2023, have served the travel needs of people for 15 months. Previously, the Dien Chau-Bai Vot expressway section (Ha Tinh) put into use from April 30, 2024 and July 1, 2024 (for the National Highway 46B Hung Tay, Hung Nguyen-Bai Vot sections) invested under the public-private partnership (PPP) method has collected tolls since January 5, 2025. After 2 weeks of toll collection, the number of vehicles traveling on the route decreased by 30%.

According to the plan of the Vietnam Road Administration, vehicles traveling on the expressways invested by the State will include 5 groups of vehicles, in which each group of vehicles is divided into 2 fee levels.
Specifically:
- Group 1 is vehicles with less than 12 seats, trucks under 2 tons, and public passenger buses. Level 1 is 1,300 VND/km, and Level 2 is 900 VND/km.
- Group 2 is vehicles from 12 to 30 seats, trucks from 2 to under 4 tons, level 1 fee is 1,950 VND/km, level 2 fee is 1,350 VND/ton.
- Group 3 is trucks with 31 seats or more, trucks from 4 tons to under 10 tons, level 1 is 2,600 VND/km and level 2 is 1,800 VND/km.
- Group 4 is trucks from 10 tons to under 18 tons, container trucks under 40 feet, level 1 fee is 3,250 VND/km, level 1 is 2,250 VND/km.
- Group 5 is trucks from 18 tons and up, container trucks from 40 feet and up, level 1 is 5,200 VND/km, level 2 is 3,600 VND/km.

It is known that after the Department of Roads submits proposals for the above expressway sections, the Ministry of Transport will advise on the establishment of an inspection and appraisal team according to regulations. It is expected that by the end of the first quarter of 2025 or June 2025, the above expressway sections will officially start collecting tolls./.
