Dien Chau commune was merged from Ngoc Bich, Dien Hoa, Dien Phuc communes and Dien Thanh town. In the past term, the Resolution of the Party Congress of the communes for the 2020-2025 term was implemented in a favorable context: The attention and leadership of the District Party Committee, People's Council, People's Committee, Fatherland Front and departments, branches and political organizations at the district level; The Party Committees of the communes always promote the spirit of solidarity and unity and the achievements and experiences gained from previous terms create an important foundation for implementing the goals set out in the Resolution of the Party Congress of the communes for the 2020-2025 term.

In addition to the advantages, there are also many difficulties: The world security and political situation is complicated; Covid-19 outbreaks with complicated and unpredictable developments have comprehensively and deeply affected the production and business activities of enterprises and people's lives; natural disasters, floods, and epidemics have caused great damage to people and property; During the term of implementing the Party and State's policy of rearranging administrative units, 2/4 of the commune-level Party Committees have undergone 2 times of rearranging and merging commune-level administrative units, which has significantly affected the work, leadership and direction of the Party Committees in implementing the targets.

But with the focused leadership and close and timely direction of Party committees at all levels, the government, the Fatherland Front, socio-political organizations, and the efforts of the business community and people of all walks of life, the main basic targets set out have all been achieved and exceeded the targets set by the Resolution of the Party Congresses of the communes.

The work of developing party members was focused on, during the term, 130 party members were admitted. It was proposed to consider and posthumously award the Party badge to 1,027 party members with 30-70 years of Party membership. Directed the implementation of the work of evaluating the quality of Party cell activities, effectively implemented Directive 28-CT/TW on improving the quality of Party membership admission and reviewing and screening unqualified Party members from the Party, including removing the names of 18 Party members and expelling 4 Party members from the Party, well implemented the work of transferring Party activities, making Party cards for Party members in full and timely manner according to regulations. Internal political protection work was regularly paid attention to and achieved good results.

Paying attention to building and replicating models, typical examples of "Skilled Mass Mobilization" have built 39 models, typical examples of "Skilled Mass Mobilization", many of which are highly effective. The rate of hamlets and blocks meeting cultural standards is 88.09%, 17/17 schools meeting cultural standards, 4/6 health stations, 34 clans meeting cultural standards, agencies and units maintain cultural standards.

The economy continues to develop relatively comprehensively. The growth rate of production value in the period 2020 - 2025 is estimated to increase by an average of 11.81%. The average income per capita in communes by 2025 is estimated to reach 75 million VND/year, 1.46 times higher than in 2020. The economic structure continues to shift in a positive direction, the proportion of industry - construction and services increases from 65.73% in 2020 to 79.44% in 2025 (industry - construction accounts for 44.75%, commercial services account for 34.69%), agriculture, forestry and fishery decrease from 34.27% in 2020 to 20.56% in 2025.

The quality and brand of agricultural products, aquaculture and seafood processing are constantly improved. Up to now, the communes have 7 products recognized as meeting 3-4 star OCOP standards. The total annual seafood output is maintained at an average of about 23,000 tons; the seafood processing industry and fishing logistics services are quite developed.

Implementing well the Campaign "All people unite to build new rural areas and civilized urban areas". With the strong and synchronous direction of the Party committees, authorities, the Fatherland Front and departments, branches and organizations from commune to hamlet and block level, with the high support and consensus of the people. The rural infrastructure system has developed rapidly, the appearance of rural and urban areas has improved, and the material and spiritual life of the people has been improved. All communes before the merger have been recognized by the Provincial People's Committee as meeting new rural standards, Dien Chau town has been recognized as a civilized urban area. Dien Phuc commune has been recognized as meeting advanced new rural standards in 2024.

Strive for Dien Chau commune to become an urban area by 2030

Implementing the Resolution of the Party Congress of the communes for the 2020-2025 term, although there are still many difficulties and challenges, with the attention and support of superiors, the efforts of the entire Party Committee, government, Fatherland Front, socio-political organizations, cadres, party members and people, the targets of the Congress for the 2020-2025 term have basically been achieved and exceeded; the economic structure has shifted in the right direction; investment attraction, business investment environment, infrastructure system, socio-economy have been increasingly improved. The cultural and social fields have made progress, the material and spiritual life of the people has been increasingly improved. National defense and security have been maintained, social order and safety have been ensured and there have been many positive changes. Party building work has been increasingly strengthened, the political system has been increasingly consolidated and developed.

Dien Chau commune identifies economic development as the focus, Party building as the key, effectively promoting all resources, exploiting the potential and advantages of the locality for rapid and sustainable socio-economic development. Innovating leadership and direction methods, promoting digital transformation and administrative reform; raising awareness, responsibility and exemplary spirit of cadres and party members. Promoting the solidarity of the entire people, determined to successfully implement the goals and tasks of the 1st Party Congress of the commune, term 2025 - 2030 and the Resolution of the 20th Party Congress of Nghe An province, term 2025 - 2030. Striving to make Dien Chau commune an urban area by 2030.

To achieve the goals and tasks of the 2025 - 2030 term, Dien Chau commune focuses on specific programs and plans:

Promote investment attraction associated with completing planning and building synchronous infrastructure, striving to build Dien Chau commune into an urban area (ward) by 2030.

Strengthening administrative reform, developing trade, services and strongly applying science and technology in conjunction with implementing Resolution 57-NQ/TW on breakthroughs in science, technology, innovation and national digital transformation. Effectively implementing Resolution 68-NQ/TW creates favorable conditions and environment for the development of the private economy.

Strengthening Party building work, improving the quality and effectiveness of implementing Resolution 4 of the Central Committee (term XII, XIII) and Directive 05 of the Politburo.
