Striving to transform Dien Chau commune into a ward before 2030.

Attending the congress were comrades Le Duc Cuong - Member of the Standing Committee, Head of the Provincial Party Committee's Organization Department; Bui Dinh Long - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee. Also present were representatives of the leaders of provincial departments, agencies and communes and wards in the province.

Many of the results are quite comprehensive.

The Dien Chau Commune Party Committee was established by merging the Party Committees of Ngoc Bich, Dien Hoa, Dien Phuc communes and Dien Thanh town. The Dien Chau Commune Party Committee has 84 Party organizations with 2,802 Party members.

The first Party Congress of Dien Chau Commune, for the term 2025-2030, was held with the theme: "Promoting the spirit of unity, building a clean and strong Party Committee. Accelerating digital transformation for breakthrough development, striving to transform Dien Chau Commune into a ward before 2030."

During the 2020-2025 term, despite many difficulties and challenges, the Party Committee, government, and people of Dien Chau commune have upheld revolutionary traditions; effectively inherited and promoted the achievements of previous terms; united and strived to achieve many comprehensive results in various fields.

The economy is developing steadily, with an average growth rate of 11.81% in production value during the 2020-2025 period. Average per capita income is projected to reach 75 million VND/year by 2025, a 1.46-fold increase compared to 2020.

Party building work has been given attention, and the Party's leadership role continues to be affirmed. The political system's operations and the government's leadership and management have seen many innovations, becoming more effective and efficient.

National defense has been strengthened, political security and social order and safety are ensured. Culture and society have made significant progress. The material and spiritual lives of the people are increasingly improving. The poverty rate has decreased compared to the beginning of the term, averaging a reduction of 0.5-1% annually, reaching 134 poor households in 2025, accounting for 0.96%.

The overall quality of education continues to improve; all four communes have achieved new rural standards, Dien Chau town (before merger) has been recognized as a civilized urban area, and Dien Phuc commune (before merger) has been recognized as achieving advanced new rural standards.

The goal is for Dien Chau commune to become a ward before 2030.

For the 2025-2030 term, the Dien Chau Commune Party Committee aims to transform Dien Chau commune into a ward before 2030.

The Congress unanimously agreed to implement 4 key tasks, 3 breakthroughs, and main solutions in various fields; achieving an average annual growth rate of 13-14% in total product value; and reaching an average per capita income of 130 million VND/year by 2030.

In his address to the congress, Comrade Le Duc Cuong, Member of the Standing Committee and Head of the Provincial Party Committee's Organization Department, acknowledged and praised the achievements of the Party Committee and people of Dien Chau commune in the past period; at the same time, he pointed out the shortcomings that need to be overcome soon and outlined the development orientation, as well as some key tasks and solutions to be implemented in the coming time.

The Head of the Provincial Party Committee's Organization Department suggested that Dien Chau commune should continue to maintain, strengthen, and foster unity and cohesion within the Party Committee and the entire political system; and create consensus among all strata of the people in achieving common goals.

There are many specific solutions to effectively carry out the work of Party building and rectification, and to build a clean, strong, streamlined, efficient, and effective political system. Regular attention should be paid to building a team of cadres, especially successor cadres, young cadres, and female cadres, who possess sufficient competence, qualities, and prestige to successfully fulfill their assigned tasks.

Dien Chau commune needs to focus on economic development as its central task; urgently review, adjust, and restructure the development space, revise the overall planning, and develop infrastructure; promote modern industrial and agricultural production, and urban development. Attention should be paid to developing trade and services to attract investment; building models and developing concentrated commodity production areas linked to improving product quality.

Along with economic development, attention should be paid to improving the quality of activities in the socio-cultural field.

There are specific solutions to strengthen national defense and security, build a comprehensive national defense and people's security posture linked to a solid foundation of public support, and maintain political stability.

Comrade Le Duc Cuong suggested that the Party Committee, People's Council, People's Committee, Fatherland Front, and political and social organizations of the commune should continue to closely follow the leadership and guidance of the Central Government and the province to focus on leading and managing the organization and operation of the two-level local government, ensuring synchronicity and unity. The consistent, core, and overarching guiding principle is that the new government must better serve the people and businesses. To achieve this, cadres and Party members must constantly train, improve their capabilities, courage, and practical experience, be close to the grassroots, understand the people, and wholeheartedly serve the people.

The Congress approved the decision of the Provincial Party Committee to appoint the personnel of the Dien Chau Commune Party Committee for the 2025-2030 term, consisting of 29 members; the Commune Party Standing Committee for the 2025-2030 term, consisting of 11 members; and the Commune Party Inspection Committee for the 2025-2030 term.

The Congress also voted to adopt a resolution, expressing consensus on assessing the situation, drawing valuable lessons, and clearly defining the direction, objectives, tasks, and key solutions, as well as breakthroughs, of the Dien Chau Commune Party Committee in the next term.
