This Decision stipulates the payment level when converting land use purpose from rice-growing land to non-agricultural land in the province and takes effect from January 31, 2025.

On January 20, 2025, the Provincial People's Committee issued Decision No. 04/2025/QD. Decision No. 04/2025/QD applies to state management agencies; people who are allocated land or leased land by the State when changing the land use purpose from rice-growing land to non-agricultural land; other relevant organizations and individuals.

The amount of money that the person who is allocated or leased land by the State must pay when changing the land use purpose from rice-growing land to non-agricultural land so that the State can supplement the lost rice-growing land area or increase the efficiency of rice-growing land use is as follows: The amount of money to be paid is equal to a percentage (x) of the amount determined according to the area of ​​rice-growing land that must be converted to non-agricultural purposes (x) with the price of rice-growing land calculated according to the Land Price List at the time of changing the land use purpose.

In which, the percentage by region is as follows: For Vinh city and investment projects in the Southeast Economic Zone is 50%; for Tuong Duong, Ky Son, Que Phong districts is 70%; for the remaining towns and districts is 60%.
