This Decision stipulates the payment level when converting land use purpose from rice-growing land to non-agricultural land in the province and takes effect from January 31, 2025.

On January 20, 2025, the Provincial People's Committee issued Decision No. 04/2025/QD. This Decision stipulates the amount of money that people who are allocated or leased land by the State must pay when changing the land use purpose from land specializing in rice cultivation to non-agricultural land so that the State can supplement the lost area of ​​land specializing in rice cultivation or increase the efficiency of using rice cultivation land, except for works and projects using public investment capital or foreign capital for public investment according to the provisions of law onpublic investment,construction law

Decision No. 04/2025/QD applies to state management agencies; people who are allocated land or leased land by the State when changing the land use purpose from rice-growing land to non-agricultural land; other relevant organizations and individuals.

The amount of money that the person to whom the State allocates or leases land must pay when changing the land use purpose from land specialized in rice cultivation to non-agricultural land so that the State can supplement the lost area of ​​land specialized in rice cultivation or increase the efficiency of using rice cultivation land is as follows: The amount of money to be paid is equal to a percentage (x) of the amount determined according to the area of ​​land specialized in rice cultivation that must be converted to non-agricultural purposes (x) with the price of rice cultivation land calculated according to the Land Price List at the time of changing the land use purpose.

In which, the percentage by region is as follows: For Vinh city and investment projects in the Southeast Economic Zone is 50%; for Tuong Duong, Ky Son, Que Phong districts is 70%; for the remaining towns and districts is 60%.
