Dung town (Thanh Chuong district) is stepping up digital transformation to better serve its people.

As a unit formed by the merger of two additional communes, Thanh Linh and Thanh Dong, with an area more than three times larger and a population more than two times larger than before, Dung town (Thanh Chuong district) is continuing to promote the application of information technology and digital transformation to meet the development requirements of the new phase.

100% of administrative procedures are processed online.

Administrative reform, with Dung town (Thanh Chuong district) identifying the key and breakthrough area as reforming administrative procedures linked to civil service reform, aims to build a team of officials and civil servants with new awareness and thinking, who are dedicated, committed, and responsible in their work, thereby strengthening state management and serving the people and businesses.

Based on that understanding, in recent times, the town's Party Committee and government have resolutely led and directed officials and civil servants to proactively research and propose reducing unnecessary steps and shortening the processing time for documents in their respective fields, creating favorable conditions for citizens and businesses; this is coupled with improving professional capacity and work skills, along with promoting the application of information technology and digitizing documents to ensure faster and more efficient information reception and processing.

The town publicly displays the administrative procedure processing process at the "one-stop" service center, on the town's website, and on the town's public Facebook and Zalo community pages so that people can easily monitor and supervise the process.

In particular, the town has established a monitoring mechanism that uses work results, efficiency, administrative reforms, and the satisfaction of citizens and businesses as metrics to evaluate officials and civil servants; thereby creating a change in awareness and thinking, and improving the quality of public services.

It is noteworthy that in Dung town, currently 100% of administrative procedures for citizens and businesses are received and processed through the province's online public service, contributing to shortening the time for resolving administrative procedures for citizens and businesses; in which, the rate of applications processed on time and ahead of schedule reaches over 96%, and the rate of digitized documents reaches over 98%.

Ms. Phan Thi Luu Luyen, residing in Block 5A, shared: “Having a smartphone and being guided by town officials on how to log in and perform administrative procedures through online public services is very convenient. I don't have to go to the town's People's Committee office; I can do it from home or anywhere else, and the processing time is quick. Most recently, on January 2nd, 2025, I registered my child's birth. According to regulations, it takes 5 working days, but I received the results after just one morning.”

Mr. Pham Ba Tiep, from Block 7A, who directly handled the procedures for obtaining a certificate of marital status, also said: "Using online public services is convenient and fast; instead of the 3 working days as stipulated, we received the results in just 2 working days."

According to Comrade Tuong Dang Hao, Deputy Secretary of the Party Committee and Chairman of the People's Committee of Dung Town, to achieve these results: The locality focused on propaganda, combined with organizing "Saturday for the People" events, promoting the role and responsibility of community digital technology groups to directly guide and support people and businesses in submitting administrative procedures online. In 2024 alone, the town guided an additional 728 citizens in submitting applications through the online public service portal. The town also focused on improving the quality, awareness, responsibility, and skills in handling work according to the correct procedures, authority, and legal regulations, coupled with providing adequate facilities and equipment to meet the work requirements of officials and civil servants to improve the quality and efficiency of online public service delivery. This encouraged and motivated organizations and citizens to regularly use online public services in submitting applications and receiving results of administrative procedures when needed.

With the goal of "serving the people" and ensuring the satisfaction of citizens and businesses in resolving administrative procedures, Dung town has implemented the "Saturday for the People" model to receive, process, and deliver results for administrative procedures for citizens and businesses in the fields of land, construction, civil registration, notarization, labor - war invalids and social affairs; at the same time, it provides mobile civil registration and notarization services for the elderly, the sick, and those with mobility difficulties. In 2024, the town's "Saturday for the People" received and processed 950 administrative dossiers for citizens and businesses and handled 112 mobile administrative dossiers for the elderly and disabled.

Continue to accelerate digital transformation.

As a unit formed by the merger of Thanh Linh and Thanh Dong communes, with an area more than three times larger and a population more than two times larger than before, Dung town (Thanh Chuong district) is continuing to promote the application of information technology and digital transformation to meet the management and development requirements of the town in the new phase. The digital transformation requirements of Dung town are being implemented synchronously across all three pillars: digital government, digital economy, and society, with specific goals, targets, solutions, and a roadmap for 2025.

The advantage of Dung town is that its fiber optic broadband infrastructure has now covered 100% of households in the town. A surveillance camera system has also been installed with 65 cameras at public places and crowded areas, connected to a central monitoring point at the town's police station to enhance public security and order, and prevent theft and littering.

100% of the town's People's Committee's administrative documents (excluding confidential documents) are issued electronically, with 100% of documents being digitally signed. 100% of officials and civil servants regularly use email and electronic software monthly. 100% of agencies, units, blocks, and residential groups have established Zalo and Facebook groups for work-related communication.

In addition to 100% of administrative procedures for citizens and businesses being received and processed through the province's online public service portal, the town has effectively implemented and utilized civil registration, accounting, and national population data software.

Currently, many organizations and individuals in the town are conducting business and exchanging goods online and on e-commerce platforms. The rate of cashless transactions is increasing, creating a foundation for promoting the development of the digital economy. Specifically, cashless payments in the areas of electricity, water, pension payments, and social welfare have reached over 95%... Notably, people have undergone significant changes in awareness, becoming active participants in the digital transformation process, with over 98% of adults having VEID electronic identity verification accounts; 100% of administrative procedures are processed through online public services; and people actively participate in communicating and accessing government information through websites and Zalo and Facebook groups.

“The above results are important prerequisites for Dung town to continue to resolutely promote digital transformation starting from each official, civil servant, employee, and worker in agencies and units at all levels located in the town, thereby spreading widely among all strata of the people. We are determined to strive to build the town into a Smart City by 2030,” the Chairman of the People's Committee of Dung town emphasized.
