Dung Town (Thanh Chuong) enhances digital transformation to serve people
As a unit merged with two more communes Thanh Linh and Thanh Dong, with an area more than tripled and a population size more than doubled compared to before, Dung town (Thanh Chuong district) is continuing to promote the application of information technology, digital transformation, meeting development requirements in the new period.

100% administrative records done online
Administrative reform, with Dung town (Thanh Chuong district) identifying the key and breakthrough step as administrative procedure reform associated with public service reform, aims to build a team of cadres and civil servants with new awareness, thinking, dedication, responsibility for work, strengthen State management and serve people and businesses.
From that awareness, in recent times, the Party Committee and the town government have resolutely led and directed cadres and civil servants to proactively research and propose to reduce unnecessary steps, shorten the time to process documents in their fields, creating convenience for people and businesses; associated with improving professional capacity, working skills along with promoting the application of information technology, digitizing documents to ensure the reception and processing of information more quickly and effectively.

The town publicly implements the administrative procedure settlement process at the "one-stop" department, the town's electronic information page and the town's public Facebook and Zalo community pages so that people can easily monitor and supervise the implementation.
In particular, the town has established a monitoring mechanism, taking results, work efficiency, administrative reform and satisfaction of people and businesses as measures to evaluate cadres and civil servants; thereby, creating changes in awareness and thinking, improving the quality of public services.
It is noted that in Dung town, currently, 100% of administrative procedure records of people and businesses are received and processed through the province's online public services, contributing to shortening the time to resolve administrative procedures for people and businesses; in which, the rate of records processed on time and before the deadline is over 96%, the rate of digitized records is over 98%.

Ms. Phan Thi Luu Luyen, in Block 5A, shared: “Having a smartphone and being guided by the town officials and civil servants on how to log in and perform administrative procedures through online public services is very convenient, without having to go to the town People's Committee headquarters, but can do it at home or anywhere and the processing time is fast. Most recently, on January 2, 2025, I completed the birth registration procedure for my child, according to the regulation of 5 working days, but after 1 session, I received the results immediately.”
As the person directly involved in the procedure for issuing a marriage status certificate, Mr. Pham Ba Tiep, in block 7A, also said: "Implementing online public services is convenient and fast. Instead of the 3 working days as prescribed, the results were obtained in just 2 working days."
To achieve this result, according to comrade Tuong Dang Hao - Deputy Secretary of the Party Committee, Chairman of the People's Committee of Dung town: The locality focused on propaganda, associated with the organization of "Saturday for the people", promoting the role and responsibility of community digital technology groups to directly guide and support people and businesses to submit administrative procedures online. In 2024 alone, the town guided an additional 728 citizens to submit documents on the online public service portal. The town also focuses on improving the quality, awareness, responsibility, and skills to handle work in accordance with the correct procedures, authority, and regulations of the law, along with fully equipping facilities and equipment to meet work requirements for officials and civil servants to improve the quality and efficiency of providing online public services, thereby encouraging and motivating organizations and citizens to regularly use online public services in submitting documents and receiving results of administrative procedures when there is a need to carry out administrative procedures.

With the goal of "serving the people" and the satisfaction of people and businesses in handling administrative procedures, Dung town has deployed the model "Saturday for the people" to receive, handle, and return results of handling administrative procedures of people and businesses in the fields of land, construction, household registration, certification, labor - war invalids and social affairs; at the same time, carry out household registration and mobile certification for the elderly, the sick, the infirm, and people with difficulties in traveling. In 2024, the town's "Saturday for the people" received and handled 950 administrative records for people and businesses and handled 112 mobile administrative records for the elderly and the disabled.
Continue to promote digital transformation
As a unit merged with Thanh Linh and Thanh Dong communes, with an area more than tripled and a population size more than doubled compared to before, Dung town (Thanh Chuong district) is continuing to promote the application of information technology and digital transformation to meet the management and development requirements of the town in the new period. The digital transformation requirements of Dung town are implemented synchronously on all 3 pillars: digital government, digital economy and society with specific goals, targets, solutions and roadmaps in 2025.

The advantage of Dung town is that the fiber optic broadband infrastructure has now covered 100% of households in the town. A surveillance camera system has also been installed with 65 eyes at public places, crowded places and connected to the centralized monitoring point at the town police to strengthen the work of ensuring security, public order, preventing theft and littering in the environment.
100% of the Town People's Committee's executive documents (except confidential documents) are issued in the electronic environment with the rate of digitally signed electronic documents reaching 100%. The rate of cadres and civil servants regularly using email boxes and electronic software every month is 100%. 100% of agencies, units, blocks, and residential groups have established Zalo and Facebook groups to discuss work.
In addition to 100% of administrative procedure records of people and businesses being received and processed on the province's online public service portal; the town has effectively deployed civil status software, accounting software, national population data software, etc.

Currently, in the town, many organizations and individuals have conducted business and exchanged goods on the internet and e-commerce platforms. The rate of people not using cash in payment transactions is increasing, creating a premise to promote the development of the digital economy. In particular, non-cash payments in the fields of electricity, water, pensions, and social security of people have reached more than 95%... In particular, people have had many changes in awareness, becoming active factors participating in the digital transformation process with the rate of adults with VEID electronic identification accounts reaching over 98%; 100% of administrative procedure records are carried out through online public services; at the same time, actively participating in communication and accessing government information through electronic information pages and Zalo, Facebook groups...
“The above results are important premises for Dung town to continue to set the determination to promote digital transformation starting from each cadre, civil servant, public employee, and worker in agencies and units at all levels located in the town, thereby spreading widely among all classes of people.
