Reply:

Based on point a, clause 1, Article 14 of Decree 168/2024/ND-CP, the following is stipulated:

Penalties will be imposed, including deductions from the driver's license, on drivers of motorcycles, mopeds, and similar vehicles who violate regulations regarding vehicle conditions when participating in traffic.

1. A fine of between 400,000 VND and 600,000 VND shall be imposed for any of the following violations:

a) Driving a vehicle without a horn; license plate light; brake lights; left rearview mirror, or with these but they are not functioning;

...

Accordingly, one of the conditions for motorcycles to participate in traffic is that they must have sufficient rearview mirrors and other equipment and devices to ensure visibility for the driver.

Motorcyclists who do not have a left rearview mirror, or who have one but it is not functional, will be fined between 400,000 and 600,000 VND.

Therefore, the law only stipulates penalties for not having a left rearview mirror on a motorcycle or having one that is not functional, but there are no regulations regarding penalties for not having a right rearview mirror on a motorcycle.

Therefore, motorcyclists only need to have a rearview mirror on the left side of the rider to be allowed to participate in traffic.
