With the drastic participation of the entire political system and the people, the new rural appearance in the whole Nghia Dan district has changed completely. The material and spiritual life of the people has been increasingly improved. Up to now, Nghia Dan district has basically implemented 9/9 criteria of a new rural district according to Decision No. 320/QD-TTg dated March 8, 2022 of the Prime Minister.

Steps for sustainable development
When Nghia Dan started to build a new rural area (NTM - 2010), under extremely difficult conditions, only 1 commune met 8 criteria, 6 communes met 5-7 criteria, 15 communes met 1-4 criteria, 2 communes did not meet any criteria. The average income per capita in 2010 was only 11.7 million VND/person/year, the poverty rate was 19.45%, the production scale was small and fragmented, low income. Many essential welfare works in some communes were makeshift, lacking or seriously degraded. In particular, the rural transportation system was mainly dirt roads, canals that had not been concreted; schools and medical stations were built a long time ago, degraded, and did not have enough resources to invest in upgrading.
In 2020, the planning of Nghia Dan Industrial Park and High-tech Agricultural Zone was approved but has not attracted investment enterprises. The economy mainly relies on agricultural production, product output is not stable, prices are uncertain. The grassroots political system is not really strong in some places; the budget sources at district and commune levels are still limited, not meeting the needs of new rural construction.
Up to now, 100% of communes in the district have achieved NTM, of which 2 communes have achieved advanced NTM, Nghia Dan town has achieved civilized urban standards. To achieve that, the local Party Committee and government of Nghia Dan district have focused on leading, directing the implementation, and promptly perfecting the Steering Committee for implementing the NTM Construction Program from the district to the grassroots level.
The Party Executive Committee and the Standing Committee of the District Party Committee issued resolutions on new rural construction such as: Resolution No. 07-NQ/HU dated September 12, 2011 on implementing the National Target Program on new rural construction in Nghia Dan district, period 2011 - 2020; Resolution of the District Party Congress for the term 2020 - 2025, determined to strive to bring Nghia Dan district to new rural standards by 2025; The District People's Council issued specialized resolutions, encouraging and supporting the implementation of the National Target Program on new rural construction.
In addition to the mechanisms and policies of the Central and the province, the People's Committee of Nghia Dan district advised the People's Council of the district to issue support mechanisms for communes, specifically: Rewards for communes reaching the new rural standard from 300-400 million VND, communes reaching the advanced new rural standard 500 million VND. Encouragement of cement support for communes registering to meet the new rural standard 500 tons/commune; for disadvantaged hamlets registering to meet the standard 120 tons/hamlet; for the remaining hamlets 80 tons/hamlet, to carry out the construction of rural roads...
Từ năm 2015 - 2025, tổng lượng xi măng hỗ trợ xây dựng nông thôn mới ở huyện Nghĩa Đàn trên 114.157 tấn. Trong đó, nguồn tỉnh cấp 101.054,15 tấn, huyện cấp 13.103 tấn. Huyện cũng có nhiều chính sách khuyến khích và hỗ trợ cho trường học trên địa bàn xây dựng đạt chuẩn quốc gia; ban hành và thực hiện các chính sách khuyến khích hỗ trợ xây dựng thiết chế văn hóa cơ sở, y tế cơ sở.
Các tổ chức chính trị - xã hội ở huyện Nghĩa Đàn tích cực vận động các thành viên, hội viên tham gia xây dựng nông thôn mới, nông thôn mới nâng cao. Cụ thể: Hội Nông dân thực hiện các chương trình: “Vườn chuẩn nông thôn mới”, “Vườn cây nông dân ơn Bác”, mô hình “Cánh đồng không có rác thải thuốc bảo vệ thực vật”; Hội Phụ nữ với phong trào xây dựng “Chi hội phụ nữ 5 không, 3 sạch gắn với xây dựng hộ liền kề nhà sạch, vườn đẹp”; Hội Cựu chiến binh với mô hình “Tuyến đường điện chiếu sáng”; Huyện đoàn với Chương trình "Hỗ trợ xây dựng các khu vui chơi góp phần hoàn thiện các thiết chế văn hóa ở cơ sở", Chương trình "Thắp sáng đường quê", "Đường cờ Tổ quốc"; Mặt trận Tổ quốc với cuộc vận động “Toàn dân đoàn kết xây dựng nông thôn mới và đô thị văn minh”, phát động các đợt cao điểm xây dựng nông thôn mới, mô hình “Đường điện, đường cờ, đường hoa - Đại đoàn kết”, tuyến đường “sáng - xanh - sạch - đẹp - an toàn”…
Sau 14 năm triển khai đồng bộ các giải pháp, chương trình xây dựng NTM của huyện đạt được kết quả toàn diện về mọi mặt, tiêu biểu đó là: Huyện Nghĩa Đàn trở thành trung tâm của vùng đất Phủ Quỳ, với tổng diện tích đất sản xuất nông nghiệp trên 31.000 ha, rất thuận lợi cho phát triển nông nghiệp công nghệ cao, nông nghiệp hữu cơ bền vững. Có doanh nghiệp ứng dụng công nghệ cao trong sản xuất nông nghiệp, đó là Tập đoàn TH đầu tư trang trại bò sữa tập trung công nghệ cao đóng chân trên địa bàn. Là huyện có thế mạnh về đất đai, khí hậu phù hợp cho phát triển nông nghiệp.
Trong những năm qua, khoa học công nghệ và công nghệ cao đã được ứng dụng, bước đầu góp phần làm tăng năng suất và chất lượng của sản phẩm nông nghiệp. Kinh tế tiếp tục tăng trưởng, tốc độ tăng trưởng bình quân giai đoạn 2010 - 2015 đạt 18,66%, giai đoạn 2021 - 2024 đạt 14,48%. Cơ cấu kinh tế chuyển dịch theo hướng tích cực. Tổng thu ngân sách huyện năm 2015 đạt 78,145 tỷ đồng, giai đoạn 2021 - 2024 tăng vọt, bình quân đạt 196 tỷ đồng/năm. Thu nhập bình quân đầu người khu vực nông thôn năm 2024 đạt 53,5triệu đồng/người/năm, tăng 1,19 lần so với mức thu nhập quy định về đích nông thôn của khu vực Bắc Trung Bộ là 45 triệu đồng/người/năm.
Kết cấu hạ tầng nông thôn trên địa bàn huyện được chú trọng đầu tư cải tạo, nâng cấp đã tạo điều kiện thuận lợi cho phát triển kinh tế - xã hội, cải thiện điều kiện sống và làm việc của người dân nông thôn. Diện mạo nông thôn của huyện khởi sắc rõ nét, hệ thống kết cấu hạ tầng kinh tế - xã hội ở nông thôn được tập trung đầu tư cải tạo, nâng cấp đồng bộ theo quy hoạch, kết nối với kết cấu hạ tầng kinh tế - xã hội của huyện và khu vực. Nông thôn phát triển theo hướng hiện đại, sáng - xanh - sạch - đẹp, điều kiện sống và lao động của người dân được nâng lên rõ rệt.
Các chính sách an sinh xã hội được thực hiện đầy đủ, kịp thời. Các giá trị văn hóa truyền thống tốt đẹp được bảo tồn và phát huy. Phong trào hoạt động văn hóa, văn nghệ, thể dục, thể thao phát triển rộng khắp. Ý thức cộng đồng, tình làng, nghĩa xóm, các hoạt động nhân ái, từ thiện tiếp tục được khơi dậy và lan tỏa. Công tác chăm sóc sức khỏe, khám, chữa bệnh cho nhân dân ngày càng được quan tâm.
Những kết quả nổi bật trong xây dựng NTM của huyện Nghĩa Đàn 14 năm qua luôn có sự đóng góp rất lớn của nhân dân. Đầu tư xây dựng nông thôn mới ở huyện Nghĩa Đàn giai đoạn 2011-2024 gần 9.200 tỷ đồng, trong đó: Ngân sách Nhà nước hơn 4.612 tỷ đồng, chiếm 50,5%; Vốn lồng ghép, vốn vay tín dụng, vốn doanh nghiệp hỗ trợ 4.152 tỷ đồng, chiếm 45,6%; Vốn dân đóng góp 356 tỷ đồng, chiếm 3,9%.
Bài học kinh nghiệm
Xác định xây dựng NTM là nhiệm vụ chính trị trọng tâm, xuyên suốt của toàn Đảng bộ và nhân dân trong huyện, do vậy, huyện Nghĩa Đàn đã gắn kết quả thực hiện Chương trình xây dựng NTM với trách nhiệm của cấp ủy, chính quyền, người đứng đầu cấp ủy, chính quyền ở các cấp, các ngành, các địa phương, đơn vị.

The political system at all levels has been consolidated, improved and operates with increasing quality and efficiency. Attention has been paid to training and improving the capacity of cadres working on new rural construction at all levels. National defense, political security, social order and safety have been maintained; the work of receiving people and handling complaints and denunciations from citizens has been directed resolutely; rural security, religious security, crime prevention and control and social evils have been ensured. The movement "All people protect national security" has achieved positive results, ensuring absolute safety for important political events held in the district.
Through summarizing and drawing on experience, Nghia Dan district has concluded that there are two factors that are considered the most crucial to the success of the process of building new rural areas in Nghia Dan. That is the drastic and creative participation of the entire political system from the district to the grassroots level and doing a good job of orienting and mobilizing people to agree to participate in building new rural areas.
The consistent viewpoint is determined: Building a new rural area is for the people and for the people. People are identified as both the subject, the resource, and the beneficiary when building a new rural area according to the motto "People need - people know - people discuss - people do - people check - people enjoy".
Building new rural areas continues to be a central, regular and continuous task of Party committees, authorities and people's organizations at all levels. Building new rural areas has a starting point but no end point. New rural criteria must be constantly consolidated, improved in quality and ensured sustainability.
In the coming time, Nghia Dan district will continue to improve the quality of the contents of the Advanced New Rural Commune Criteria and build a model New Rural Area, gradually building Nghia Dan district into a high-tech agricultural economic center of Nghe An province, contributing to the successful implementation of the Resolution of the 29th District Party Congress, term 2020-2025.
