Steps for sustainable development
When Nghia Dan started to build a new rural area (NTM - 2010), under extremely difficult conditions, only 1 commune met 8 criteria, 6 communes met 5-7 criteria, 15 communes met 1-4 criteria, 2 communes did not meet any criteria. The average income per capita in 2010 was only 11.7 million VND/person/year, the poverty rate was 19.45%, the production scale was small, fragmented, low income. Many essential welfare works in some communes were makeshift, lacking or seriously degraded. In particular, the rural traffic system was mainly dirt roads, canals that had not been concreted; schools and medical stations were built a long time ago, degraded, and did not have enough resources to invest in upgrading.
In 2020, the planning of Nghia Dan Industrial Park and High-tech Agricultural Zone was approved but has not attracted investment enterprises. The economy mainly relies on agricultural production, product output is not stable, prices are uncertain. The grassroots political system in some places is not really strong; district and commune budget sources are still limited, not meeting the needs of new rural construction.
Up to now, 100% of communes in the district have achieved NTM, of which 2 communes have achieved advanced NTM, Nghia Dan town has met civilized urban standards. To do that, the local Party Committee and government of Nghia Dan district have focused on leading, directing the implementation, and promptly perfecting the Steering Committee for implementing the NTM Program from the district to the grassroots level.
The Party Executive Committee and the Standing Committee of the District Party Committee issued resolutions on new rural construction such as: Resolution No. 07-NQ/HU dated September 12, 2011 on implementing the National Target Program on new rural construction in Nghia Dan district, period 2011 - 2020; Resolution of the District Party Congress for the term 2020 - 2025, determined to strive to bring Nghia Dan district to new rural standards by 2025; The District People's Council issued specialized resolutions, encouraged and supported the implementation of the National Target Program on new rural construction.
In addition to the mechanisms and policies of the Central and the province, the People's Committee of Nghia Dan district advised the People's Council of the district to issue support mechanisms for communes, specifically: Rewards for communes that reach the new rural standard level from 300-400 million VND, communes that meet the advanced new rural standard level 500 million VND. Encouragement of cement support for communes that register to meet the new rural standard level 500 tons/commune; for disadvantaged hamlets that register to meet the standard level 120 tons/hamlet; for the remaining hamlets 80 tons/hamlet, to carry out the construction of rural roads...
From 2015 to 2025, the total amount of cement supporting the construction of new rural areas in Nghia Dan district is over 114,157 tons. Of which, the province provides 101,054.15 tons, the district provides 13,103 tons. The district also has many policies to encourage and support schools in the area to build to national standards; promulgate and implement policies to encourage and support the construction of grassroots cultural and medical institutions.
Socio-political organizations in Nghia Dan district actively mobilize members to participate in building new rural areas and advanced new rural areas. Specifically: Farmers' Association implements the programs: "New rural standard garden", "Farmer's garden thanks Uncle Ho", model "Fields without pesticide waste"; Women's Association with the movement to build "Women's association of 5 no, 3 clean associated with building adjacent households with clean houses and beautiful gardens"; Veterans' Association with the model "Electric lighting route"; District Youth Union with the program "Supporting the construction of entertainment areas contributing to the completion of cultural institutions at the grassroots level", "Lighting up the country roads", "National flag route"; The Fatherland Front with the campaign "All people unite to build new rural areas and civilized urban areas", launched peak periods of new rural construction, models of "Electricity lines, flag lines, flower lines - Great solidarity", "bright - green - clean - beautiful - safe" roads...
After 14 years of synchronous implementation of solutions, the district's new rural construction program has achieved comprehensive results in all aspects, typically: Nghia Dan district has become the center of Phu Quy land, with a total agricultural production land area of over 31,000 hectares, very favorable for the development of high-tech agriculture and sustainable organic agriculture. There are enterprises applying high technology in agricultural production, that is TH Group investing in a high-tech concentrated dairy farm located in the area. The district has strengths in land and climate suitable for agricultural development.
In recent years, science and technology and high technology have been applied, initially contributing to increasing productivity and quality of agricultural products. The economy continues to grow, the average growth rate in the 2010 - 2015 period reached 18.66%, the 2021 - 2024 period reached 14.48%. The economic structure has shifted in a positive direction. The total district budget revenue in 2015 reached 78,145 billion VND, the 2021 - 2024 period skyrocketed, reaching an average of 196 billion VND/year. The average income per capita in rural areas in 2024 reached 53.5 million VND/person/year, 1.19 times higher than the prescribed income level for rural areas in the North Central region of 45 million VND/person/year.
The rural infrastructure in the district has been invested in, renovated and upgraded, creating favorable conditions for socio-economic development and improving the living and working conditions of rural people. The rural appearance of the district has clearly improved, the socio-economic infrastructure system in rural areas has been invested in, renovated and upgraded synchronously according to the planning, connecting with the socio-economic infrastructure of the district and the region. The countryside has developed in a modern, bright - green - clean - beautiful direction, the living and working conditions of the people have been significantly improved.
Social security policies are implemented fully and promptly. Good traditional cultural values are preserved and promoted. Cultural, artistic, physical education and sports movements are widely developed. Community awareness, village love, neighborliness, and charitable activities continue to be aroused and spread. Health care, medical examination and treatment for the people are increasingly concerned.
The outstanding results in the construction of new rural areas in Nghia Dan district over the past 14 years have always had great contributions from the people. Investment in new rural construction in Nghia Dan district in the period of 2011-2024 is nearly 9,200 billion VND, of which: State budget is more than 4,612 billion VND, accounting for 50.5%; Combined capital, credit loans, and enterprise support capital is 4,152 billion VND, accounting for 45.6%; People's contributed capital is 356 billion VND, accounting for 3.9%.
Lessons learned
Identifying the construction of new rural areas as a central and continuous political task of the entire Party Committee and people in the district, Nghia Dan district has linked the implementation of the New Rural Construction Program with the responsibilities of Party committees, authorities, heads of Party committees and authorities at all levels, sectors, localities and units.
The Party building committees of the District Party Committee, the District Fatherland Front Committee and the district's socio-political organizations all have specific action plans and programs to propagate, mobilize and guide union members and people to participate in building the new rural areas; at the same time, closely coordinate with the grassroots, departments and branches to effectively implement the New Rural Area Building Program.
The political system at all levels has been consolidated, improved and operates with increasing quality and efficiency. Attention has been paid to training and improving the capacity of cadres working on new rural construction at all levels. National defense, political security, social order and safety have been maintained; the work of receiving people and resolving complaints and denunciations from citizens has been directed resolutely; rural security, religious security, crime prevention and control and social evils have been ensured. The movement "All people protect national security" has achieved positive results, ensuring absolute safety for important political events held in the district.
Through summarizing and drawing on experience, Nghia Dan district has concluded that there are two factors that are considered the most crucial to the success of the process of building new rural areas in Nghia Dan. That is the drastic and creative participation of the entire political system from the district to the grassroots level and doing a good job of orienting and mobilizing people to agree to participate in building new rural areas.
The consistent viewpoint is determined: Building a new rural area is for the people and for the people. People are identified as both the subject, the resource, and the beneficiary when building a new rural area according to the motto "People need - people know - people discuss - people do - people check - people enjoy".
Building a new rural area continues to be a central, regular, and continuous task of Party committees, authorities, and people's organizations at all levels. Building a new rural area has a starting point but no end point. The new rural area criteria must be constantly consolidated, improved in quality, and sustainability must be ensured.
In the coming time, Nghia Dan district will continue to improve the quality of the contents of the Advanced New Rural Commune Criteria and build a model New Rural Area, gradually building Nghia Dan district to become a high-tech agricultural economic center of Nghe An province, contributing to the successful implementation of the Resolution of the 29th District Party Congress, term 2020-2025.
