Assessment of Nghia Dan district to meet the standards of a new rural area.
On the morning of December 23rd, the Provincial New Rural Development Assessment Council, chaired by Mr. Nguyen Van De - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee, conducted an inspection of the contents and criteria for a new rural district in Nghia Dan district.
Also attending were Comrade Phung Thanh Vinh - Director of the Department of Agriculture and Rural Development; and representatives from provincial departments and agencies.
After 14 years of implementing the New Rural Development Program, Nghia Dan district has achieved many comprehensive and outstanding results. In particular, implementing the resolutions of the District Party Congresses from 2010 to 2025, the entire political system from the district to the grassroots level has been actively involved, focusing on leadership and direction, mobilizing maximum resources, and integrating various programs and projects to invest in the synchronous development of infrastructure in all fields. This has created consensus throughout the Party and the people, focusing on the New Rural Development Program.
By the end of 2024, all 22 communes had achieved the new rural standard, including 2 communes that met the advanced new rural standard. The appearance of new rural areas throughout the district has undergone a comprehensive transformation in all aspects. Infrastructure such as transportation, irrigation, electricity, roads, schools, health stations, and cultural facilities have been invested in and upgraded to be modern and well-equipped. The environmental landscape is bright, green, clean, and beautiful; agricultural production, industry, and services are increasingly developing.
Cultural and artistic movements, as well as physical education and sports activities, have spread widely; healthcare and education are constantly being reformed. The material and spiritual lives of the people are increasingly improved; national defense and security are strengthened, and the political system is consolidated and perfected.
Currently, Nghia Dan district has basically eliminated all outstanding debts for infrastructure construction under the National Target Program for building new rural areas.
Currently, Nghia Dan districtContinue to vigorously promote widespread public awareness campaigns on building new rural areas, innovating methods and approaches, and empowering the people to play a leading role in building new rural areas, especially regarding new policies and guidelines issued for the 2021-2025 period. Launch widespread emulation movements for building new rural areas that are substantive, in-depth, diverse in content, and rich in form, creating high consensus and widespread impact, changing people's perceptions to work together to build new rural areas, and pushing back the mentality of waiting and relying on the State.
Based on the results achieved after 14 years of implementing the National Target Program for building new rural areas, Nghia Dan district requests the Prime Minister to consider and recognize the district as having met the standards for new rural areas in 2024.
Investment in new rural development in Nghia Dan district from 2011 to 2024 totaled over 9,120 billion VND. Of this: State budget contributed 4,611,961 million VND (50.5%); local budget contributed 3,911,228 million VND (42.8%); people's contributions amounted to 355,359 million VND (3.9%); and enterprise support contributed 89,091 million VND (1%). The remainder came from loans and integrated programs.
During the working session, based on the practical inspection and survey of several criteria and items in localities and units, representatives of the departments and agencies that are members of the provincial new rural development assessment committee generally agreed with the district's proposal report regarding the recognition of achieving new rural development standards. The departments and agencies also offered suggestions to supplement some content and criteria, paying particular attention to issues related to the environment, clean water, and the quality of life of the people.
In addition, members suggested that Nghia Dan district review the province's new rural development plan in conjunction with the recently approved provincial plan for the period 2021-2030, with a vision to 2045, to make necessary additions and updates; strengthen and supervise the management of roadbeds, sidewalks, and traffic safety corridors and boundaries; and install sufficient speed bumps at intersections to ensure safety…
In addition, the district needs to review inefficient cooperatives to develop solutions and promote the development of OCOP products. The national power grid system, especially the situation of power poles on roads and sidewalks, needs to be addressed to find solutions for relocation, ensuring aesthetics and traffic safety.
As the year draws to a close, Nghia Dan district needs to intensify its efforts in raising public awareness about maintaining security and order, preventing any security or order disturbances in the area.
Based on feedback from departments and agencies regarding each specific criterion, the Vice Chairman of the Provincial People's Committee instructed Nghia Dan district to direct its departments, divisions, and communes to continue supplementing and improving the quality of criteria that are not yet stable or sustainable, as pointed out by the departments and agencies. At the same time, he requested that departments and agencies closely adhere to the criteria and regulations of the Central Government to support and guide the district in completing and promptly submitting the application for recognition to the Central Government for inspection and evaluation.
