Nghia Dan strives to achieve the goal of becoming a new rural district.
To fulfill the criteria for a new rural district, the Party Committee, government, mass organizations, and people of Nghia Dan district have joined forces to implement many specific projects and tasks. To date, after review, the district has basically completed the criteria for building a new rural district and has submitted the dossier to the Provincial People's Committee for submission to the Prime Minister for consideration and recognition of Nghia Dan district as a new rural district in 2024.
Efforts from each commune and town

Nghia Son commune is one of two communes in Nghia Dan district that completed the criteria early and was recognized by Nghe An province as an advanced new rural commune. Notably, in 2023, Nghia Son commune had not yet registered to achieve the advanced new rural commune status, but based on the level of criteria met, Nghia Dan district directed the commune to review and complete the dossier in the middle of the year to submit to the Provincial People's Committee for consideration and recognition as an advanced new rural commune. Within six months of consolidating the criteria and completing the dossier, by the end of 2023, Nghia Son commune was assessed and recognized by the province as an advanced new rural commune.
Comrade Nguyen Huu Quy, Secretary of the Party Committee and Chairman of the People's Committee of Nghia Son commune, happily stated: According to the resolution of the commune's Party Committee, the commune achieved the advanced new rural standard one year ahead of schedule. Previously, in 2016, when the commune achieved the new rural standard, it also exceeded the plan by one year. This demonstrates the outstanding efforts of the Party committee, government, and people in the commune.

To date, the average income in the commune has reached over 69 million VND/person/year. The poverty rate in the commune is only 0.62%; the near-poverty rate is also below 1%. During the period 2020-2023, the commune mobilized nearly 92 billion VND for the construction of new rural areas and advanced new rural areas, of which the people contributed nearly 63 billion VND, accounting for 67.6%. Infrastructure has been built comprehensively, and the lives of people in the commune are increasingly improving. The development of production and livestock farming is being invested in by the people towards modern, clean, and sustainable agriculture...
Meanwhile, Nghia Dan town has just been assessed as having met the criteria for a "civilized urban area" and will be submitted to the District People's Committee for recognition in 2024. For many years, Nghia Dan town has been a model unit in implementing tasks related to economic and social development, maintaining security and national defense, and building a civilized urban area.

Comrade Ho Manh Hung – Vice Chairman of the People's Committee of Nghia Dan town, said: “The majority of households in the town are engaged in service businesses, maintaining a stable and growing economy. From there, the people work together to build a civilized neighborhood, effectively ensuring urban order; actively participating in cultural and artistic activities, sports, and implementing social welfare policies… The high awareness and consensus of the people in the area are the core factors for the town to complete 9 criteria and 52 indicators for building a civilized urban area.”
With the active involvement of Party committees, government agencies, mass organizations, and the collective efforts of the people, by the end of 2023, all communes in Nghia Dan district had achieved the new rural development goals, with 2 communes reaching advanced new rural development standards (10.5% of communes). This achievement was made possible because all communes issued specialized resolutions; focused on assessing the current state and realities of rural development in their respective communes, and developed practical implementation plans. Party committees and government agencies from the commune level down to the village level closely followed the resolutions of the commune Party committees and the plans of the commune People's Committees to implement the plan according to schedule with many synchronized solutions.

Based on that, the People's Committee of Nghia Dan district developed a plan to implement the National Target Program for building new rural areas in Nghia Dan district for the period 2022-2025. The district's departments and agencies have closely followed the plan, tasks, and key solutions in each stage to advise on and organize implementation, ensuring compliance with regulations and the set plan.
At the same time, the Fatherland Front and mass organizations, in coordination with the government, focused on extensively disseminating information about the new rural development program, so that people understood it clearly, fostered unity, and inspired a movement of everyone and every household joining hands to build new rural areas, with the motto "work from home to the street, work from the street to the field"...

Stay close to reality and urge implementation.
During the implementation of the program to build new rural communes and districts, the Nghia Dan District New Rural Development Coordination Office closely monitored the situation at the grassroots level, inspected, guided, and urged agencies, units, and localities to implement the program. Simultaneously, it tracked, compiled, reported, supervised, and evaluated the practical situation so that the district steering committee could promptly develop solutions to ensure timely implementation and sustainable achievement of the criteria.
In addition to the central and provincial government policies, the Nghia Dan District People's Committee has advised the District People's Council to issue support mechanisms for communes, specifically: Rewards for communes achieving the new rural development goals range from 300-400 million VND, and for communes achieving advanced new rural development standards, 500 million VND. Cement support is encouraged for communes registering to achieve new rural development standards (500 tons/commune); for disadvantaged hamlets registering to achieve the standards (120 tons/hamlet); and for other hamlets (80 tons/hamlet), to support rural road construction.



From 2015 to 2025, the total amount of cement provided to support new rural construction in Nghia Dan district is over 114,157 tons. Of this, 101,054.15 tons were provided by the province and 13,103 tons by the district. The district also has many policies to encourage and support schools in the area to meet national standards; and has issued and implemented policies to encourage and support the construction of grassroots cultural and healthcare facilities.
Under the direction of the District Party Committee and the District People's Committee, political and social organizations in Nghia Dan actively mobilized their members to participate in building new rural areas and advanced new rural areas. Specifically: the Women's Union with the movement to build "Women's branches with 5 no's and 3 clean's associated with building clean houses and beautiful gardens"; the Veterans' Association with the model of "street lighting"; the District Youth Union with programs to support the construction of playgrounds contributing to the completion of cultural institutions at the grassroots level, the "Lighting up the countryside" program, the "National flag road" program, etc. The Farmers' Association implements programs such as "Farmers' Orchards in Gratitude to Uncle Ho," and the "Fields Free of Pesticide Waste" model. The Fatherland Front, with its campaign "All People Unite to Build New Rural Areas and Civilized Urban Areas," launches intensive campaigns to build new rural areas, the "Electric Roads, Flag Roads, Flower Roads - Great Unity" model, and the "Bright - Green - Clean - Beautiful - Safe" road project.
Investment in new rural development in Nghia Dan district from 2011 to 2024 totaled over 9,120 billion VND. Of this: State budget contributed 4,611,961 million VND (50.5%); local budget contributed 3,911,228 million VND (42.8%); people's contributions amounted to 355,359 million VND (3.9%); enterprise support contributed 89,091 million VND (1%); the remainder came from loans and integrated programs.
During the exchange, Comrade Le Thai Hung – Standing Deputy Secretary of the District Party Committee and Chairman of the District People's Council – further stated: In order to mobilize, manage, and use capital effectively and for the right purposes, Nghia Dan district directs, guides, and implements capital allocation in an objective, democratic, fair, focused, and targeted manner.

Based on the annual rural development program implementation plan and mobilized capital, the commune-level rural development management board selects specific projects and works to support investment in order to achieve the goal of completing and improving the standards of the rural development criteria.
Priority is given to constructing facilities serving production, transportation routes, cultural and sports infrastructure in hamlets, schools, and health stations that do not meet standards, etc. The people decide on the use of the capital they contribute through rural development committees and community oversight. These methods ensure transparency, openness, and consensus among the people, meeting the requirements for progress and quality in the construction of welfare facilities in hamlets and communes throughout the district.
The People's Committee of Nghia Dan district has completed the dossier and submitted it to the People's Committee of Nghe An province for verification, requesting the Ministry of Agriculture and Rural Development to appraise it and submit it to the Prime Minister for recognition of Nghia Dan district as meeting the new rural standards in 2024.
