Inheriting achievements, affirming central position

Nghia Dan commune was established under Resolution No. 1678/NQ-UBTVQH15 dated June 16, 2025 of the National Assembly Standing Committee, on the basis of merging administrative units: Nghia Binh commune, Nghia Trung commune and Nghia Dan town.

After the merger, the commune has a natural area of ​​47.32 km², a population of 19,670 people, of which ethnic minorities account for 2,469 people and Catholics 1,489 people. The commune Party Committee currently has 49 grassroots party organizations with 1,208 party members.

During the 2020 - 2025 term, the local socio-economy continues to grow steadily, with an average growth rate of about 10 - 10.1%/year. The economic structure has shifted positively, with the proportion of industry and services increasing and the proportion of agriculture decreasing.

The average income per capita in 2025 is estimated to reach 93.25 million VND/person/year (excluding TH Group's products, which reached 52.38 million VND). The budget revenue in the area reached and exceeded the set target; of which, in 2025, it is estimated to reach 5,200 million VND. Notably, the commune has attracted 3 investment projects with a total registered capital of 536 billion VND.

The agriculture, forestry and fishery sector continues to affirm its important role. In 2025, the total production value of the sector will reach 303.8 billion VND (at comparable prices). Production models applying high technology have been effectively implemented, associated with agricultural restructuring and new rural construction. Livestock, afforestation, fruit tree development such as oranges and guavas, along with a series of projects by TH Group have contributed to the formation of concentrated, large-scale production areas. By the end of 2025, the commune is expected to have 5 OCOP products meeting 3-star standards.

The industry and construction sector has grown quite well, with an estimated production value of VND 3,440 billion in 2025. A number of key projects on transportation, education, and technical infrastructure have been started, contributing to changing the local appearance. The trade and service sector has developed steadily, with an estimated production value of VND 663 billion in 2025.

Along with economic development, culture - society - education has achieved many important results. Up to now, the whole commune has 6/7 schools meeting national standards (rate of 85.71%), of which 3 schools meet level 2 standards.

Health care and public health care are given attention, with 97% of people participating in health insurance. The poverty rate has decreased rapidly, from 3.52% in 2020 to less than 1% in 2025. In 5 years, the commune has created new jobs for about 1,400 workers, an average of 280 people per year, of which 120 people go abroad to work.

Party building and the political system were given special attention. During the term, the Party Committee issued 55 resolutions, 13 projects, 20 programs; admitted 101 new party members; established 7 more party cells. The "Skillful Mass Mobilization" models spread widely, with 45 models implemented, many collectives and individuals were rewarded. The work of inspection, supervision, anti-corruption, administrative reform and digital transformation achieved many positive results.

National defense and security continued to be maintained. Military recruitment reached 100% of the target; the movement "All people protect national security" developed widely; political security and social order and safety were stable, creating a favorable environment for socio-economic development.

Besides the achieved results, Nghia Dan still has limitations and weaknesses that need to be overcome. Some Party cells have not completed the target of developing Party members, especially in areas with religious minorities. The work of grasping the thoughts of cadres, Party members, and people is sometimes not timely; the preliminary and final review of the "Skilled Mass Mobilization" model is sometimes slow.

Agricultural restructuring is still slow, attracting businesses to the production, processing and consumption of products has not met the requirements. Some trade and service projects still face difficulties in implementation. Primary health care at health stations has not met the requirements; the quality of mass and spearhead education is not really commensurate.

The reasons are attributed to the objective impact of the Covid-19 pandemic, fluctuations in the world situation, limited investment resources, and uneven quality of human resources. In addition, some Party committees, authorities, and officials lack determination, and the leadership capacity and fighting spirit of some Party organizations and Party members are not high.

Aspiration to rise in the new stage

The first Congress of the Party Committee of Nghia Dan commune, term 2025 - 2030, set out the general goals: to build the commune into a development center in the new period; to develop the economy rapidly and sustainably; to improve people's lives; to maintain political stability, national defense and security; to build a clean and strong Party Committee and political system.

By 2030, Nghia Dan strives to achieve many important targets: average GRDP growth rate of 10 - 10.5%/year; average income per capita of 115 - 120 million VND/year; economic structure shifting towards industry - construction accounting for 55.5 - 56%, services accounting for 29.5 - 30%; poverty rate reduced to less than 1%; trained labor rate reaching 81 - 82%; commune meeting advanced new rural standards; health insurance participation rate reaching 98%.

To realize the goal, the commune focuses on implementing 4 key tasks: improving the quality of Party cell activities and Party members; promoting digital transformation, applying science and technology in the political system; attracting investment, building trade and service infrastructure; planning the development of key crops and livestock associated with building OCOP product brands.

At the same time, deploy synchronous groups of solutions: continue to innovate political and ideological work; improve the effectiveness of inspection, supervision, and anti-corruption; build a contingent of cadres with qualities, capacity, and prestige; promote the strength of the great national unity bloc; promote administrative reform associated with digital transformation; focus on national defense - security, and maintain social stability.

With the motto "Solidarity - Democracy - Creativity - Breakthrough - Development", the Party Committee, government and people of Nghia Dan commune are determined to turn aspirations into reality, maximize potential and advantages, overcome difficulties and challenges, and strive to build Nghia Dan into a development center of the region.
