The People's Committee of Nghe An province criticized 34 departments, agencies, districts, and project investors.
Vice Chairman of the Nghe An Provincial People's Committee, Bui Thanh An, signed a document criticizing 34 departments, agencies, districts, and investors for having low disbursement rates of public investment capital in 2024, failing to meet the set targets, and demanding clarification of the causes, review, and handling of individuals and groups involved.
In 2024, the Provincial People's Committee focused on decisively directing provincial departments and agencies; the People's Committees of districts, cities, and towns; project management boards; and investors to accelerate the disbursement of public investment capital. The agencies and units committed to disbursement schedules for each project.
However, as of January 31, 2025, the disbursement of concentrated public investment capital for 2024 in the entire province only reached 91.37% compared to the plan assigned by the Prime Minister at the beginning of the year and only 84.31% compared to the total plan assigned.
In particular, some funding sources have low disbursement rates, such as: the National Target Program for Sustainable Poverty Reduction (48.84%); the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas (75.2%); the National Target Program for New Rural Development (77.62%); and ODA funds (83.35%).
Following these results, on February 28, 2025, the Vice Chairman of the People's Committee of Nghe An province, Bui Thanh An, signed a document criticizing four districts for having disbursement rates below the provincial average, including: Ky Son (53.57%); Tuong Duong (65.06%), Que Phong (72.35%), and Hung Nguyen (79.78%).
Criticism was leveled against 5 districts for disbursing funds at a rate higher than the provincial average but still failing to meet the set target (below 95%): Quy Chau (85.94%), Quy Hop (89.95%), Con Cuong (92.35%), Thanh Chuong (92.85%), and Nghi Loc (93.49%).
The Provincial People's Committee also criticized 18 departments, agencies, and investors for having disbursement rates below the provincial average: Department of Information and Communications (2.14%), Tuong Duong 2 High School (11.53%), Bac Nghe An Economic and Technical Vocational College (15.1%), Phu Quy Irrigation Company Limited (37.29%), Tay Bac Nghe An Irrigation Company Limited (57.63%), Provincial Employment Service Center (59.47%), Provincial Enterprise Bloc Party Committee (60.77%), Provincial Ethnic Boarding High School (61.79%), Nghe An Oncology Hospital (63.4%), Nam Nghe An Irrigation Company Limited (64.6%), Department of Labor, War Invalids and Social Affairs (72.9%), Department of Health (73.12%), Muong Qua High School (73.23%), Provincial Management Board of Investment Projects for Civil and Industrial Construction Works (78.22%), Department of Tourism (78.46%), Department of Culture and Sports (79.95%), Quy Hop 3 High School (81.67%), Viet-Duc College (82.7%).
Criticism was leveled against 7 units for disbursing funds above the provincial average but still failing to meet the set target (below 95%): Vietnam-Korea Industrial Technical College (86.26%), Southeast Economic Zone Management Board (87%), Bac Nghe An Irrigation Company Limited (89.2%), Dien Chau 4 High School (90.08%), Department of Agriculture and Rural Development (90.81%), Do Luong 3 High School (92.91%), and Rural Development Sub-Department (93.98%).
The Provincial People's Committee leadership requested that the directors of provincial departments, heads of provincial agencies, chairmen of district People's Committees, and heads of the aforementioned project owners promptly clarify the objective and subjective causes, conduct reviews, and strictly handle the organizations and individuals involved in the delays in disbursement progress.
The results report will be submitted to the Provincial People's Committee for monitoring and guidance, and also sent to the Department of Internal Affairs as a basis for evaluating and ranking the quality of agencies, organizations, and units.
The Provincial People's Committee also criticized agencies and units that have not completed the allocation of planned capital for 2025: Nghi Loc District People's Committee and Anh Son 3 High School have not completed the dossiers and procedures for approving investment decisions before December 31, 2024 as committed, causing delays in the capital allocation according to regulations.
The Department of Health and the Project Management Board for the construction of civil and industrial works have not actively coordinated and closely followed the procedures of the Central Ministries and agencies, prolonging the time for allocating capital to projects and slowing down the progress of capital disbursement as prescribed.
The People's Committee of Tuong Duong district failed to conduct a timely survey of the project; and was slow in advising on and submitting adjustments to the list of projects under the national target program for socio-economic development in ethnic minority and mountainous areas, leading to excess capacity in the medium-term and annual plans.
The Nghe An Employment Service Center failed to promptly review the implementation content and report adjustments to the Plan for the implementation of projects under Project 4, Sub-project 3 of the National Target Program for Sustainable Poverty Reduction, resulting in excess of the medium-term and annual plans.
The Provincial People's Committee requests that the directors of provincial departments, heads of provincial agencies, chairmen of district People's Committees, and heads of the aforementioned units clarify the objective and subjective causes, conduct reviews, and handle the individuals and groups involved. The results should be reported to the Provincial People's Committee for monitoring and guidance, and sent to the Department of Internal Affairs as a basis for evaluating and ranking the quality of agencies, organizations, and units.
