Nghe An Provincial People's Committee criticized 34 departments, branches, districts, and investors.
Vice Chairman of Nghe An Provincial People's Committee Bui Thanh An signed an official dispatch criticizing 34 departments, branches, districts, and investors for having low results in disbursing public investment capital in 2024, not reaching the set target, and requested to clarify the causes, organize reviews, and handle related individuals and groups.
In 2024, the Provincial People's Committee has focused on directing the provincial departments, branches and sectors; People's Committees of districts, cities and towns; Project Management Boards and investors to accelerate the disbursement of public investment capital. Agencies and units have committed to the disbursement progress for each project.
However, by January 31, 2025, the disbursement results of concentrated public investment capital in 2024 of the whole province only reached 91.37% compared to the plan assigned by the Prime Minister at the beginning of the year and only reached 84.31% compared to the total assigned plan.
In particular, some sources of capital disbursement are low such as: National target program for sustainable poverty reduction reached 48.84%; National target program for socio-economic development in ethnic minority and mountainous areas reached 75.2%; National target program for new rural construction reached 77.62%; ODA capital reached 83.35%.

Faced with that result, on February 28, 2025, Vice Chairman of Nghe An Provincial People's Committee Bui Thanh An signed an official dispatch criticizing 4 districts with disbursement lower than the province's average, including: Ky Son (53.57%); Tuong Duong (65.06%), Que Phong (72.35%), Hung Nguyen (79.78%).
Criticized 5 districts for disbursing higher than the average level of the province but still not reaching the set target (below 95%): Quy Chau (85.94%), Quy Hop (89.95%), Con Cuong (92.35%), Thanh Chuong (92.85%), Nghi Loc (93.49%).
The Provincial People's Committee also criticized 18 departments, branches and investors for disbursing lower than the average of the province: Department of Information and Communications (2.14%), Tuong Duong 2 High School (11.53%), Bac Nghe An Vocational College of Economics and Technology (15.1%), Phu Quy Irrigation Company Limited (37.29%), Tay Bac Nghe An Irrigation Company Limited (57.63%), Provincial Employment Service Center (59.47%), Provincial Business Party Committee (60.77%), Provincial Boarding High School for Ethnic Minorities (61.79%), Nghe An Oncology Hospital (63.4%), Nam Nghe An Irrigation Company Limited (64.6%), Department of Labor - Invalids and Social Affairs (72.9%), Department of Health (73.12%), Muong Qua High School (73.23%), Provincial Project Management Board for Investment in Construction of Civil and Industrial Works (78.22%), Department of Tourism (78.46%), Department of Culture and Sports (79.95%), Quy Hop 3 High School (81.67%), Vietnam - Germany College (82.7%).
Criticized 7 units for disbursing above the average level of the province but still not reaching the set target (under 95%): Vietnam - Korea Industrial Technical College (86.26%), Southeast Economic Zone Management Board (87%), Bac Nghe An Irrigation Company Limited (89.2%), Dien Chau 4 High School (90.08%), Department of Agriculture and Rural Development (90.81%), Do Luong 3 High School (92.91%), Rural Development Department (93.98%).
The leaders of the Provincial People's Committee requested the directors of departments, heads of provincial-level departments and branches, Chairmen of District People's Committees, and heads of the above-mentioned investment units to promptly clarify objective and subjective causes, organize reviews, and strictly handle organizations and individuals involved in slowing down the disbursement progress.
Report the results to the Provincial People's Committee for monitoring, direction and send to the Department of Home Affairs as a basis for evaluating and classifying the quality of agencies, organizations and units.

The Provincial People's Committee also criticized agencies and units that have not completed the capital allocation plan for 2025: Nghi Loc District People's Committee and Anh Son 3 High School have not completed the documents and procedures for approving investment decisions before December 31, 2024 as committed, slowing down the capital allocation progress according to regulations.
The Department of Health and the Project Management Board for Investment in Construction of Civil and Industrial Works have not actively coordinated and closely followed the Central Ministries and branches in implementing procedures to extend the time for capital allocation for projects, slowing down the progress of capital allocation according to regulations.
Tuong Duong District People's Committee did not promptly survey the project; consulted and submitted adjustments to the list of projects under the national target program for socio-economic development in ethnic minority and mountainous areas, leading to excess of medium-term and annual plans.
Nghe An Employment Service Center did not promptly review the implementation content and report on adjustments to the Implementation Plan of works under Project 4 and Sub-project 3 of the National Target Program on Sustainable Poverty Reduction, resulting in excess of the medium-term and annual plans.
The Provincial People's Committee requests the directors of departments, heads of provincial-level departments and branches, Chairmen of District People's Committees, and heads of the above-mentioned units to clarify objective and subjective causes, organize reviews and handle related individuals and groups. Report the results to the Provincial People's Committee for monitoring, direction and send them to the Department of Home Affairs as a basis for evaluating and classifying the quality of agencies, organizations and units.
