This is one of the directions of the Nghe An Department of Education and Training to continue implementing the tasks of the 2024-2025 school year.

In the context of difficulties in implementing tasks for the 2024-2025 school year due to adjustments according toCircular 29Regarding extra teaching and learning, Nghe An Department of Education and Training has directed the implementation of flexible solutions to ensure the education plan.

For primary schools, the Department requires educational institutions to ensure enough teachers to maintain the teaching plan with 32 periods/week in 9 sessions/week for all grades.

For educational institutions that do not have enough teachers, the Department of Education and Training shall promptly advise the District People's Committee to support funding to continue implementing the educational plan with a duration of 32 periods/week with 9 sessions/week in all grades. In case of insufficient funding, the teaching plan shall be adjusted flexibly on the basis of ensuring full content and duration of compulsory subjects according to regulations, completing the objectives and requirements of the 2018 General Education Program in accordance with the characteristics, students, conditions of the school and locality.

For secondary school,The Department requires schools to strengthen the role and responsibility of managers and teachers in management and teaching; strictly implement the school's education plan to ensure the quality of education. Schools, professional groups and teams have solutions to support and create favorable conditions for teachers to have a favorable environment to implement measures to ensure the quality of education in teaching.

The Department also requires schools to continue implementing review plans for 9th and 12th graders to ensure that 100% of students who wish to review are eligible to take the exam, in order to ensure their rights in the 2025-2026 High School Entrance Exam and the 2025 High School Graduation Exam.

For secondary education institutions, schools are encouraged to agree with parents to develop a school education plan to organize two sessions per day to improve the quality of comprehensive education and develop skills for students from the 2025-2026 school year.

In this guideline, the department also affirmed that it will continue to effectively implement the approved Decision Projects of the Provincial People's Committee for the following programs: Pilot program to build high-quality key secondary schools; advanced kindergartens and general schools following the trend of international integration; Program to enhance foreign languages, information technology; social work, life skills in educational institutions in Nghe An province, period 2020-2025, orientation to 2030.

According to the guidance of Circular 29, extra teaching in schools is still carried out with 3 subjects, including review for final year students and no fee is collected. Therefore, in the implementation process, units base on the number and subjects of students registering for extra classes for each subject, the unit's teaching plan, build a budget estimate for extra teaching and learning, determine the current funding sources at the unit to implement (including: balancing from tuition revenue, saving from state budget and other legal sources).

In case of lack of funds, the unit shall prepare a request for additional funds and send it to the Department of Education and Training (for units under the management of the Department of Education and Training) and the Department of Education and Training (for units under the Department), to synthesize and submit to the competent authority for approval, and supplement the funding source for the units. Currently, many schools and teachers have also volunteered to teach free extra classes for students to review for final exams.

Regarding teaching 2 sessions/day for secondary school students, the department encourages schools to adjust their teaching plans, aiming to move some main classes to the afternoon and let students have Saturday off. In recent years, many schools in Vinh city have also adjusted their schedules to facilitate teachers, parents and students.
