More determination in building houses for poor households in Nghe An
At the working session with Tuong Duong district, comrade Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Deputy Head of the Steering Committee of Program 1838 requested relevant levels and sectors to direct more drastically, regularly, and seriously in eliminating temporary and dilapidated houses.
On the morning of March 12, the working delegation of Steering Committee 1838 of Nghe An province led by Mr. Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Deputy Head of the Steering Committee inspected the implementation of the Program to mobilize and support the construction of houses for people with meritorious services, the poor, and people with difficult housing circumstances in Tuong Duong district.

The delegation included Comrade Vi Van Son - Member of the Provincial Party Committee, Director of the Department of Ethnic Minorities and Religions and representatives of the Provincial Party Committee Office, the Provincial Fatherland Front Committee, and the departments of Agriculture and Environment, Finance, and Construction.
Tuong Duong district has 18,464 households, of which 16,530 are ethnic minority households, accounting for 89.5%. The total number of poor households is 4,604, accounting for 24.94%, and near-poor households is 3,600, accounting for 19.50%.
According to the review, in the period of 2023-2024, the total housing demand of Tuong Duong district is 4,479 households, of which the demand for new construction is 2,501 households and repair is 1,978 households.
Implementing the Program to mobilize and support the construction of houses for people with meritorious services, the poor, and people with difficult housing circumstances in the period of 2023 - 2025 in the district, 2,671 houses have been completed (1,839 new houses, 832 houses repaired). Of which: The program to mobilize and support socialization of 723 houses; the National Target Program for Sustainable Poverty Reduction: 1,863 houses; the National Target Program for Socio-Economic Development in Ethnic Minorities and Mountainous Areas: 85 houses.
Currently, in the district there are 1,808 houses that need to be repaired and built under Program 1838.
Working in Tuong Duong district, the delegation of the Provincial Steering Committee of Program 1838 went on a field trip and inspected a number of households receiving support to build houses in Luu Kien and Tam Thai communes.

The delegation visited the family of Ms. Vi Thi Phuong in Luu Phong village, Luu Kien commune, a poor household. In early 2025, after receiving 50 million VND in support from the 1838 District Program, with the help of the community and the village, Ms. Phuong's family started to lay the foundation to prepare to build a new house.
Also in Luu Phong village, the delegation visited the family of Mr. Vi Van Cau, a near-poor household with difficult housing conditions. With support of 50 million VND from the district's 1838 Program, Mr. Cau borrowed more to build a new house with a total cost of 90 million VND.

The delegation also visited and inspected 3 other households in Tam Thai commune, Tuong Duong district.
Through the actual inspection, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Deputy Head of the Steering Committee of Program 1838 of the province Hoang Nghia Hieu acknowledged the results of Tuong Duong district in mobilizing and supporting the construction and repair of houses for people with meritorious services, the poor, and people with difficult housing circumstances in the area.

Comrade Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council also pointed out some shortcomings related to the discrepancy in the classification of housing construction support needs according to the Programs at some facilities, slow reporting of the progress of the Program implementation, limited socialized resources, etc. Besides, a number of officials did not fully understand the content of the Program, especially how to allocate resources to support people, leading to the Program implementation progress reaching only 59.63%, the lowest in the province.
Comrade Hoang Nghia Hieu requested the Steering Committee of Program 1838 of Tuong Duong district to focus on overcoming and ensuring the progress of eliminating temporary and dilapidated houses in the area as well as the general progress of the whole province.

To implement the Program on schedule, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Deputy Head of the Provincial Steering Committee for Program 1838 Hoang Nghia Hieu suggested that localities need to develop a specific plan, in which the completion roadmap is clearly defined in the spirit of "5 clear: Clear people, clear work, clear responsibility, clear time, clear results", attaching the responsibility of local and unit leaders in completing the Program.
Currently, all levels are implementing the organizational restructuring according to the direction of the Politburo, Resolution 18 of the Central Executive Committee, the Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council requested localities and relevant departments and branches to direct more drastically, regularly, and seriously; Regularly update the implementation progress, report the results to the Provincial Steering Committee according to regulations. At the same time, frankly criticize, reprimand, and even discipline cadres, party members, and heads of grassroots party organizations who are negligent and shirk responsibility in leading and directing the implementation of the program.

Continue to mobilize resources to build and support housing, while mobilizing local community forces to join hands to support those who want to build houses. At the same time, it is necessary to pay attention to the customs and practices of local people to develop a suitable implementation roadmap.
Comrade Hoang Nghia Hieu requested localities to pay attention to the quality of housing, meeting the criteria of "3 hard: hard ceiling, hard wall, hard floor"; review and create conditions to resolve legal issues regarding residential land for households when building houses.

Review and clearly identify each source of capital, proactively propose and actively coordinate with superior agencies to ensure funding for implementation. During the implementation process, if there are any problems, promptly report to the Provincial Steering Committee for consideration and handling.
The Standing Deputy Secretary of the Provincial Party Committee also requested the Provincial Fatherland Front Committee and departments and branches to coordinate and advise the Steering Committee and the Provincial People's Committee to promptly arrange funding for localities, including Tuong Duong district, to complete the Program according to the set goals.
