Further determination in building housing for disadvantaged households in Nghe An.
During a working session with Tuong Duong district, Comrade Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, and Deputy Head of the Steering Committee for Program 1838 - requested that relevant levels and sectors provide more decisive, frequent, and serious guidance in eliminating temporary and dilapidated houses.
On the morning of March 12th, a delegation from the Steering Committee 1838 of Nghe An province, led by Comrade Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, and Deputy Head of the Steering Committee, inspected the implementation of the program to mobilize and support the construction of houses for people with meritorious services, the poor, and those with difficult housing circumstances in Tuong Duong district.

The delegation included Comrade Vi Van Son - Member of the Provincial Party Committee, Director of the Department of Ethnic Minorities and Religion, and representatives from the Provincial Party Committee Office, the Provincial Fatherland Front Committee, and the Departments of Agriculture and Environment, Finance, and Construction.
Tuong Duong district has 18,464 households, of which 16,530 are ethnic minority households, accounting for 89.5%. The total number of poor households is 4,604, accounting for 24.94%, and the number of near-poor households is 3,600, accounting for 19.50%.
According to the review, in the period 2023-2024, the total housing needs of Tuong Duong district are 4,479 households, of which the need for new construction is 2,501 households and the need for repairs is 1,978 households.
Implementing the program to mobilize and support the construction of houses for war veterans, the poor, and those with difficult housing circumstances in the district during the 2023-2025 period, 2,671 houses have been completed (1,839 new houses and 832 houses repaired). Of these: 723 houses were built through the social mobilization and support program; 1,863 houses were built under the National Target Program for Sustainable Poverty Reduction; and 85 houses were built under the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas.
Currently, there are 1,808 houses in the district that need to be repaired or rebuilt under Program 1838.
While working in Tuong Duong district, the working group of the Provincial Steering Committee for Program 1838 conducted on-site inspections at several households receiving support for house construction in Luu Kien and Tam Thai communes.

The delegation visited the family of Ms. Vi Thi Phuong in Luu Phong village, Luu Kien commune, a family classified as poor. In early 2025, after receiving 50 million VND in support from the district's Program 1838, along with the help of the community and village, Ms. Phuong's family started laying the foundation in preparation for building a new house.
Also in Luu Phong village, the delegation visited the family of Mr. Vi Van Cau, a near-poor household facing housing difficulties. With 50 million VND in support from the district's Program 1838, Mr. Cau borrowed additional funds to build a new house, bringing the total cost to 90 million VND.

The delegation also visited and inspected three other households in Tam Thai commune, Tuong Duong district.
Following an on-site inspection, the Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, and Deputy Head of the Provincial Steering Committee for Program 1838, Hoang Nghia Hieu, acknowledged the achievements of Tuong Duong district in mobilizing support for the construction and repair of houses for war veterans, the poor, and those with difficult housing circumstances in the area.

Comrade Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council - also pointed out some shortcomings related to discrepancies in classifying housing construction support needs under the Programs in some localities, delays in reporting the progress of the Program implementation, and insufficient socialized funding. In addition, some officials have not fully grasped the content of the Program, especially the method of allocating resources to support the people, leading to the Program implementation progress reaching only 59.63%, the lowest in the entire province.
Comrade Hoang Nghia Hieu requested the Steering Committee of Program 1838 in Tuong Duong district to focus on overcoming obstacles and ensuring the progress of eliminating temporary and dilapidated houses in the district, as well as the overall progress of the entire province.

To ensure the program progresses according to schedule, the Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, and Deputy Head of the Provincial Steering Committee for Program 1838, Hoang Nghia Hieu, suggested that localities should develop specific plans, clearly defining the completion roadmap based on the "5 clear points: Clear person, clear task, clear responsibility, clear time, clear result," and assigning responsibility to the heads of localities and units for completing the program.
Currently, all levels are consolidating their organizational structures in accordance with the directives of the Politburo and Resolution 18 of the Central Committee. The Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council requested that localities and relevant departments and agencies provide more decisive, frequent, and serious guidance; regularly update the progress of implementation and report the results to the Provincial Steering Committee as prescribed. At the same time, they should frankly criticize, reprimand, and even discipline cadres, Party members, and heads of grassroots Party organizations who are negligent or shirk responsibility in leading and directing the implementation of the program.

Continue mobilizing resources for housing construction and support, while also enlisting local community forces to assist those in need. Simultaneously, attention should be paid to the customs and traditions of the local people to develop a suitable implementation plan.
Comrade Hoang Nghia Hieu requested that localities pay attention to the quality of housing, meeting the criteria of "three solid elements: solid ceiling, solid walls, solid foundation"; and review and facilitate the resolution of legal issues regarding land for households when building houses.

Review and clearly identify each funding source, proactively propose solutions, and actively coordinate with higher-level agencies to ensure funding for implementation. During implementation, any difficulties should be promptly reported to the Provincial Steering Committee for consideration and resolution.
The Standing Deputy Secretary of the Provincial Party Committee also requested the Provincial Fatherland Front Committee and relevant departments and agencies to coordinate and advise the Steering Committee and the Provincial People's Committee on allocating timely funding to localities, including Tuong Duong district, to complete the Program according to the set objectives.
