Civil servants and public employees who go abroad for training and then return to resign

According to the report of the Can Tho Department of Home Affairs, in the period of 2021-2024, the city has 22 administrative agencies; 16 associations assigned by the Party and the State at the city level; 529 public service units; 9 district and commune People's Committees and 80 commune, ward and town People's Committees.

During this period, Can Tho City had 25,450 cadres, civil servants and public employees. The proportion of cadres, civil servants and public employees with university degrees or higher reached over 83%; the proportion with master's degrees or higher reached nearly 14%.

Can Tho City has sent more than 34,601 cadres, civil servants and public employees for training and development at home and abroad. Of these, 34,575 people were trained domestically and 26 were trained abroad.

However, also in the period of 2021-2024, Can Tho City has 1,194 civil servants and public employees quitting their jobs at their request and personal wishes. Specifically, 89 civil servants and 1,105 public employees.

According to the Department of Home Affairs of Can Tho City, the majority of the reasons are low salaries and wages, so many civil servants and public employees quit their jobs to find new jobs with higher incomes.

The Department also stated that private medical facilities and non-public educational institutions have modern working environments, fully invested in working conditions and equipment, research, etc., which have attracted the majority of qualified, experienced, and highly skilled medical staff and lecturers from the public sector.

According to the Department, Can Tho City does not have a situation of civil servants and public employees who were trained abroad not returning home, but there is a situation of resignation after completing the training program abroad. Although the number is not large, it partly reflects similar limitations in terms of salary, benefits, working environment, etc.

In the report, the Department stated that "from 2021 to present, the city has had 3 cases of civil servants going abroad for training. After completing the training program, they returned to the country and are completing the procedures to reimburse training costs."

Policy to attract and promote talented people

Can Tho City Department of Home Affairs assessed that in general, the quality of human resources in the city's staff, civil servants and public employees has been improved.

However, the implementation of structural planning and development of high-quality human resources and specialized human resources has not been closely linked, leading to the situation of unreasonable structure of industries and fields with professional qualifications in some fields, specifically the lack of technical sectors, concentrated in social sectors...

The Department believes that, during the current period of implementing the policy of restructuring and streamlining the apparatus, there needs to be an expanded policy in determining the subjects of restructuring the apparatus according to Decree 178 of the Government.

Accordingly, in addition to the subjects directly affected by the organizational restructuring, it is necessary to consider subjects in agencies and units that are not directly affected in order to restructure and improve the quality of the staff, civil servants and public employees.

Can Tho Department of Home Affairs also proposed a solution to coordinate with relevant agencies and units based on the practical conditions of the city to review and advise competent authorities to issue policies on human resource development.

Including a support system to attract and make good use of talented people; attract and retain people with passion, capacity and qualities equal to the task.

“For cadres, civil servants and public employees of the City, the Department will coordinate and guide agencies, organizations and units to develop salary increase regulations for those with excellent achievements in performing their duties.

In particular, there are regulations on salary increase by one level and bonus regulations for cadres, civil servants, and public employees…”, Can Tho Department of Home Affairs proposed specific solutions. This Department also said that agencies and units must develop training and development plans, and send cadres, civil servants, and public employees for training and development to improve their professional qualifications.
