Reasons why nearly 1,200 officials resigned in Can Tho.
Over the past four years, Can Tho City has seen 89 civil servants and 1,105 public employees resign at their own request. The city also has policies in place to attract and utilize talented individuals, retaining those with dedication and competence.
Civil servants and public employees who go for training abroad then resign upon their return.
According to a report by the Can Tho Department of Internal Affairs, during the period 2021-2024, the city had 22 administrative agencies; 16 organizations and associations assigned tasks at the city level by the Party and the State; 529 public service units; 9 district People's Committees and 80 commune, ward, and town People's Committees.
During this period, Can Tho City had 25,450 officials, civil servants, and public employees. The percentage of officials, civil servants, and public employees with a university degree or higher reached over 83%; the percentage with a master's degree or higher reached nearly 14%.
Can Tho City has sent more than 34,601 officials, civil servants, and public employees for training and professional development both domestically and internationally. Of these, 34,575 received training domestically and 26 received training abroad.
However, during the same period of 2021-2024, Can Tho City had 1,194 officials and civil servants resigning at their own request. Specifically, 89 civil servants and 1,105 public employees.
According to the Department of Internal Affairs of Can Tho City, the majority of resignations stem from low salaries and wages, leading many civil servants and public employees to seek new jobs with higher incomes.
The department also noted that private healthcare facilities and non-public educational institutions, with their modern working environments and well-invested facilities and equipment for work and research, have attracted a large number of highly qualified, experienced, and skilled healthcare professionals and lecturers from the public sector.
According to the Department, Can Tho City does not have a situation where civil servants trained abroad do not return to the country, but there is a situation where some resign after completing their training programs abroad. Although the number is not large, it partly reflects similar limitations regarding salary, benefits, and working environment.
The report stated that "in the period from 2021 to the present, the city has had 3 cases of civil servants who went for training abroad, and after completing the training program and returning to the country, are currently finalizing procedures to reimburse training costs."

Policies to attract and utilize talented individuals.
The Department of Internal Affairs of Can Tho City assesses that, in general, the quality of human resources among the city's officials, civil servants, and public employees has improved.
However, the implementation of structural planning and the development of high-quality and specialized human resources have not been closely linked, leading to an unreasonable structure of professional qualifications in some fields, specifically a lack of technical disciplines and a concentration in social sciences...
The Department believes that, given the current policy of streamlining and reorganizing the organizational structure, there is a need for a broader policy in defining the scope of those subject to organizational restructuring according to Government Decree 178.
Accordingly, in addition to those directly affected by the organizational restructuring, consideration should also be given to those in agencies and units not directly impacted, in order to restructure and improve the quality of the staff, civil servants, and public employees.
The Can Tho Department of Internal Affairs also proposed a solution: coordinating with relevant agencies and units, based on the city's practical conditions, to review and advise competent authorities on the issuance of policies for human resource development.
This includes a system for supporting, attracting, and utilizing talented individuals; and attracting and retaining those with dedication, competence, and qualities commensurate with the task.
"For officials, civil servants, and public employees of the city, the Department will coordinate and guide agencies, organizations, and units in developing regulations for salary increases based on outstanding performance in carrying out their duties."
"This includes regulations on salary increases exceeding one level and bonus schemes for officials, civil servants, and public employees...", the Can Tho Department of Internal Affairs proposed specific solutions. The department also stated that agencies and units must develop training and professional development plans, and send officials, civil servants, and public employees for training to improve their professional skills.
