In order to effectively implement Project 06 "Developing the application of population data, identification and electronic authentication to serve national digital transformation in the period of 2022 - 2025, with a vision to 2030", in recent times, the Nghe An Judicial sector has actively coordinated with other sectors and localities to deploy many solutions to promote online public services throughout the province. Thereby, reducing administrative procedures, saving time for people and businesses, gradually forming digital citizens and a digital society.

Promoting online public services is one of the key tasks that the Nghe An Judicial sector is interested in implementing in an effort to bring Project 06 into life.

Mr. Vo Van Tam - Head of the Department of Administrative Justice, Nghe An Department of Justice, said: Identifying propaganda work as a core factor in implementing the project, the Department of Justice has directed to promote this work in many forms, focusing on applying digital transformation to create widespread dissemination, reaching many subjects.

On that basis, many district-level units actively organized online competitions (Dien Chau, Hung Nguyen, Nghi Loc, Vinh City, Quynh Luu, Hoang Mai Town); many units built propaganda models combined with supporting people to access and perform online public services effectively, with highlights such as the Saturday for the people model (Dien Chau, Nam Dan, Vinh City, Nghi Loc); No writing on Tuesday (Tan Lac town, Quy Chau district); Model to support people to perform public services at the reception offices of units with the function of handling administrative procedures and digital popular education in villages, blocks, and hamlets.

Some district-level localities have promoted on social networking sites with good results, attracting many likes, shares, and comments such as the Dien Chau Justice, Quy Hop Justice, Nghi Loc Justice pages...

Some commune-level units have creative and effective ways of doing things. Typically, Chau Kim commune (Que Phong) has created a video instructing people on how to perform transactions on the online public service system, then posted it on associations and groups and provided it to villages and hamlets to show to people at propaganda sessions.

Mr. Ha Chung Duc - a judicial officer of Chau Kim commune, said that realizing that local people still encountered many difficulties while conducting online transactions on the system, he did each step on the computer, then recorded a video of the screen and recorded his own commentary to insert into the video.

Although it is only done with simple software, Mr. Duc's instructional video helps people understand and follow easily. This video, after being uploaded to the pages and groups of Chau Kim commune, was downloaded by judicial officers in neighboring areas such as Kim Son town and Tien Phong commune to serve propaganda and guidance for implementation in the area.

Mr. Ha Minh Tuan - Chairman of Chau Kim Commune People's Committee shared: in the commune there are 954 households with 4,200 people, divided into 6 villages. Although people's lives still face many difficulties, thanks to the drastic participation and high determination, online public service transactions have now been carried out proficiently.

Arriving at the One-Stop Department of Ngoc Lam Commune (Thanh Chuong District), we met Mr. Luong Van Lieng (born in 1963), residing in Tan Sang Village, Ngoc Lam Commune, to complete the authorization procedure for his son, Luong Van Ha (born in 1993), to receive his monthly pension through Mr. Ha's account.

Mr. Lieng expressed: Thanks to the propaganda and guidance, I have clearly understood the benefits of online public services. Today, I am very excited because the procedures are carried out quickly and conveniently through electronic transactions, instead of having to wait for a long time like before.

Ngoc Lam is a resettlement commune of people from the Ban Ve Hydropower Reservoir in Tuong Duong District to Thanh Chuong District nearly 20 years ago. Currently, the whole commune has 6 villages, with 140 households and nearly 6,000 people.

Mr. Lu Van Duong - Chairman of Ngoc Lam Commune People's Committee, said: After 3 years of implementing Project 06, up to now, the utility groups have been implemented proficiently by relevant departments, ensuring that 100% of administrative procedure files are received through online public services and 100% of file components are digitized according to regulations.

In Hanh Quang commune (Dien Chau), after the merger, there were 14,950 people, 2,100 people, the need for people to make records also increased accordingly. Therefore, according to Mr. Nguyen Manh Ho - Chairman of Hanh Quang Commune People's Committee: To effectively implement Project 06 in general, promote public services in the field of Justice in particular, the Commune People's Committee has established a Steering Committee, working groups consisting of specialized and technologically proficient officials; clearly assigning tasks to members to both perform the assigned tasks and promote propaganda to raise people's awareness of digital transformation.

At the same time, the commune also focuses on investing in basic equipment to ensure smooth operation. Thanks to that, the reception of administrative procedure settlement records has been 100% carried out in the electronic environment. From 2024 to now, the whole commune has received 3,041 records (including the fields of authentication and justice), and the digitization of household registration has reached 100%.

Along with coordinating with localities to promote propaganda work, Nghe An Department of Justice also closely follows the direction of the Ministry of Justice, the Working Group of Project 06/CP of Nghe An province to deploy tasks under Project 06/CP in the judicial field to ensure the principle of "clear people, clear work, clear time".

Professional guidance and problem solving for establishments are carried out regularly, and inspection work is given attention.

In many localities, the District Justice Department and the Commune People's Committee regularly organize mobile working groups to visit villages, hamlets, and blocks to guide and support people in registering for online public services. Thanks to that, the rate of registration for public services in the judicial sector is increasing.

According to statistics, in 2024, Nghe An province received 270,974/307,177 online public services in the field of Justice, reaching a rate of 88.24%, exceeding 18.24% compared to the target set by the Working Group implementing Project 06 of the province. Of which, civil status public services achieved a high rate of 97.56%, equivalent to 233,961/239,793 cases, exceeding 27.53% compared to the target; there were 11 units achieving a high public service rate of over 99%.

One of the objectives of Project 06 is to help minimize the time for citizens to process administrative procedures (TTHC), saving the State budget in archiving and preserving records. Therefore, Nghe An Department of Justice has actively digitized records and results of handling administrative procedures.

Up to now, 100% of agencies and units at 3 levels (province, district, commune) have digitized records and results of administrative procedure settlement on the provincial administrative procedure settlement information system.

At the Department of Justice, in 2024, the digitization of all file components reached a rate of 99.93%; the digitization of administrative procedure settlement results reached a rate of 99.86%.

At the Justice Department of the People's Committee at the commune level, 100% of records and results of administrative procedures in the field of civil status are digitized; 99.57% of records and results of handling administrative procedures in the field of certification are digitized.

The reception and settlement of administrative procedures in the electronic environment has been comprehensively enhanced in all areas of the Judiciary. 100% of administrative procedures under the authority of the Department of Justice at the Provincial Public Administration Service Center are received in the electronic environment.

Particularly for the field of certification, although it is an administrative procedure with a very large volume of documents, civil registration agencies have had many solutions to increase the acceptance rate of this field in the electronic environment.

Accordingly, by the end of 2024, the whole province had received 280,397/510,654 certifications, reaching a rate of 54.91%, of which many units achieved exceptionally high rates, such as Quy Hop reaching 99.58%; Quynh Luu reaching 95.12%; Dien Chau reaching 90.69%...

It should be added that the database for the field of notarization and certification has been deployed by the Department of Justice since January 2023 at civil registration offices and notary practice organizations in the province and is now stable.

Using the notarization and certification database helps users to easily operate accurately and effectively, facilitating highly effective state management, contributing to filling the notarization and certification database.

By the end of 2024, the civil registration agency had updated 21,733 certified copies; 9,073 certified signatures in documents and papers; 7,308 contract and transaction records; at the notary practice organization, 6,202 contracts and transactions with 40 participating organizations were updated.

Along with promoting the effective implementation of common models such as 6 essential public services, piloting public services without using paper records at district and commune levels with 6 administrative procedures; Nghe An Department of Justice also focuses on implementing models assigned by the provincial Project 06 working group to preside over.

In particular, Model 26 on policy dissemination and legal support through VNeID and CallCentrer applications has been completed; Model 4 on archiving and certifying electronic documents to serve people and businesses participating in the digital environment has been effectively deployed, accordingly, 481/481 units have certified electronic copies; the whole province has certified 679,163 electronic copies, many units have deployed storage in the Electronic Certification Results Data Warehouse.

Regarding model 8 on the use of authentication devices in notary activities, up to now, 4 notary organizations have signed contracts with service providers to exploit the population database, facial authentication; and subject identification for notary activities, including: Notary Office No. 1, Notary Office No. 2, Hung Nguyen Notary Office; Nguyen Thanh Tung Notary Office.

Through discussion, Mr. Nguyen Canh Toan - Head of Notary Office No. 1, concurrently Chairman of Nghe An Province Notary Association, said: To implement "Model 8", Notary Office No. 1 has signed a contract with VNPT Nghe An to provide citizen identification card reading equipment, along with accompanying service packages such as: authentication of chip-embedded citizen identification cards; face authentication; fingerprint authentication; data mining services...

“Using the authentication device is not difficult, just connect the reader to the computer, then insert the citizen identification card into the correct position. The system will automatically display information such as full name, year of birth, place of residence and old ID card number. This feature helps notaries quickly create records, ensure accuracy from scanned information, save data entry time and optimize the notarization process" - Mr. Toan said.

In fact, the use of chip readers on citizen identification cards at the Notary Office has also received many positive responses from people coming to do procedures.

Mr. Nguyen Xuan Dung, residing in Dien Ky commune (Dien Chau) shared: "Previously, when doing notarization procedures, I had to bring a lot of documents. But now, I just need to bring my citizen ID card and scan the code and all the information will appear completely. This process is quick, only takes a few seconds to complete, helping me save time and reduce the complexity of administrative procedures."

The efforts to promptly and effectively deploy online public services by the Judiciary have contributed to changing the mindset from “doing it for you” to supporting, guiding and promoting people’s digital skills. From there, the habit of using paper records has changed to using electronic records; gradually forming digital citizens and a digital society…
