Approval of the Digital Transformation Project in the dissemination and education of law

On April 15, Deputy Prime Minister Nguyen Chi Dung signed Decision No. 766/QD-TTg approving the Project "Digital transformation in legal dissemination and education for the period 2025 - 2030" (Project).

The overall objective of the Project is to comprehensively and fundamentally innovate the management work and methods of organizing the implementation of activities to disseminate and educate the law to people and businesses through prioritizing the application of digital technology combined with appropriate traditional methods. Along with that, ensuring the provision of legal information quickly, accurately, conveniently, reaching all subjects, enhancing interaction; improving effectiveness, efficiency, optimizing costs, and substance, maximally meeting the needs of people and businesses to learn and study the law.

Specific objectives, phase 1 (from 2025 to 2027): Perfecting institutions and policies to promote digital transformation in the dissemination and education of law to ensure consistency, efficiency and feasibility, focusing on researching and developing the draft Law on Dissemination and Education of Law (amended).

Upgrade and complete the National Legal Dissemination and Education Electronic Information Portal with the main function of providing legal information, disseminating and educating the law to people and businesses; building a shared digital data warehouse for dissemination and education of the law; implementing interconnection, connection, sharing and synchronization of data with the Legal Dissemination and Education Information Portals/Pages of ministries, agencies and central and local organizations.

Strive for at least 80% of people living in urban areas and at least 60% of people living in rural areas to access and learn about legal information and legal documents through databases, digital applications, digital technology, etc.

Phase 2 (from 2028 to 2030): Strive to complete the upgrading of the National Legal Dissemination and Education Electronic Information Portal, ensuring the central role of providing information, disseminating and educating the law to people and businesses.

Strive for at least 90% of people living in urban areas and at least 70% of people living in rural areas to access and learn about the law through databases, digital applications, and digital technology; 100% of cadres, civil servants, public employees, and soldiers of the People's Armed Forces advising on the dissemination and education of law, legal reporters, and legal propagandists to be trained in knowledge and skills of digital transformation in the dissemination and education of law...

To achieve the set goals, the Decision also clearly states 10 groups of tasks and solutions for implementation. Specifically, raising awareness and responsibility for digital transformation in the dissemination and education of law; perfecting policies and institutions on digital transformation in the dissemination and education of law. At the same time, digital transformation to improve the effectiveness of state management in the dissemination and education of law; digital transformation in the dissemination and education of law to serve people and businesses; supporting a number of localities to carry out digital transformation in the dissemination and education of law.

The next task is to build and develop human resources for digital transformation in the dissemination and education of law; research and learn from domestic and international experiences; strengthen conditions to ensure digital transformation in the dissemination and education of law. In addition, ensure information security and network security in the digital transformation of the dissemination and education of law; organize preliminary and final reviews, inspections and assessments of the results of the implementation of the Project.

In particular, in order to digitally transform the dissemination and education of law to serve people and businesses, it will standardize, build and update a common digital data warehouse for dissemination and education of law, upgrade and develop the National Legal Dissemination and Education Electronic Information Portal into a centralized and leading address for providing legal information, dissemination and education of law to people and businesses; build and develop an Electronic Information Portal on legal support for businesses; apply artificial intelligence (AI) in the dissemination and education of law; digitally transform the dissemination and education of law to enhance interaction between the State and people and businesses.

Regarding the application of artificial intelligence (AI) in the dissemination and education of law, we will pilot the development and implementation of AI applications in providing information and disseminating newly issued legal documents; deploy an automatic legal Q&A system in a number of fields and specific subjects (priority is given to supporting specific subjects according to the provisions of law, including the feature of supporting multiple languages, including the languages ​​of some ethnic minorities, to improve access to legal information for all people); integrate and appropriately exploit existing AI applications of ministries, agencies, and central and local organizations to serve the search and study of legal information for people and businesses...
