Approval of the Digital Transformation Project in the Dissemination and Education of Law

The overall objective of the Project is to comprehensively and fundamentally reform the management and organizational methods of disseminating and educating the public and businesses about the law, prioritizing the application of digital technology combined with appropriate traditional methods. Simultaneously, it aims to ensure the provision of legal information quickly, accurately, conveniently, and accessible to all audiences, enhancing interaction; improving effectiveness and efficiency, optimizing costs, and truly meeting the needs of the public and businesses for legal knowledge and learning.

Specific objectives, phase 1 (from 2025 to 2027): To complete the institutional framework and policies to promote digital transformation in legal dissemination and education, ensuring synchronicity, effectiveness, and feasibility, focusing on researching and developing a draft Law on Legal Dissemination and Education (amended).

Upgrading and improving the National Legal Information Portal, whose main function is to provide legal information and disseminate and educate the public and businesses on legal matters; building a shared digital data repository for legal dissemination and education; and implementing interoperability, connection, sharing, and synchronization of data with the legal information portals/websites of ministries, central and local agencies and organizations.

The goal is to ensure that at least 80% of people living in urban areas and at least 60% of people living in rural areas have access to and can learn about legal information and regulations through digital databases, applications, and technologies.

Phase 2 (from 2028 to 2030): Strive to complete the upgrading of the National Legal Information Portal, ensuring its central role in providing information, disseminating, and educating the public and businesses about the law.

The goal is to ensure that at least 90% of urban residents and at least 70% of rural residents have access to and understand the law through digital databases, applications, and technologies; and that 100% of officials, civil servants, public employees, and members of the People's Armed Forces involved in legal dissemination and education, legal lecturers, and legal propagandists receive training in digital transformation knowledge and skills in legal dissemination and education...

To achieve the set objectives, the Decision also outlines 10 groups of tasks and solutions for implementation. Specifically, these include raising awareness and responsibility regarding digital transformation in legal dissemination and education; improving policies and institutions on digital transformation in legal dissemination and education; enhancing the effectiveness of state management in legal dissemination and education; digital transformation in legal dissemination and education activities to serve citizens and businesses; and supporting some localities in implementing digital transformation in legal dissemination and education.

The next task is to build and develop human resources for digital transformation in the field of legal dissemination and education; to research and learn from domestic and international experiences; and to strengthen the conditions for ensuring the implementation of digital transformation in legal dissemination and education. In addition, it is necessary to ensure information security and cybersecurity in the implementation of digital transformation in legal dissemination and education; and to organize preliminary and final reviews, inspections, and evaluations of the project's results.

Specifically, to promote digital transformation in the dissemination and education of law to serve citizens and businesses, the plan includes standardizing, building, and updating a shared digital database for legal dissemination and education; upgrading and developing the National Electronic Information Portal for Legal Dissemination and Education into a central and leading address for providing legal information and disseminating and educating the public and businesses; building and developing an Electronic Information Portal for legal support for businesses; applying artificial intelligence (AI) in legal dissemination and education; and digital transformation in legal dissemination and education to enhance interaction between the State and citizens and businesses.

Regarding the application of artificial intelligence (AI) in the dissemination and education of law, pilot projects will be implemented to develop and deploy AI applications in providing information and disseminating newly enacted legal documents; deploy an automated legal Q&A system in certain fields and for specific target groups (prioritizing support for specific target groups as stipulated by law, including multilingual support, including the languages ​​of some ethnic minorities, to improve access to legal information for all citizens); and integrate and appropriately utilize existing AI applications of ministries, central and local agencies and organizations to serve the search and understanding of legal information for citizens and businesses.
