Salary policy for newly reorganized commune-level officials and civil servants.
Officials and civil servants working at the newly appointed commune level will retain their current salary and position allowance policies for a period of 6 months.

Due to the larger scale of commune-level administrative units compared to the present and the increased responsibilities and powers of commune-level local governments (performing all the responsibilities and powers of current district and commune-level local governments), the Government plans to allocate commune-level officials, civil servants, and public employees according to the following guidelines:
For the time being, the current number of officials, civil servants, and public employees at the district level and at the commune level will be maintained before the reorganization to allocate them to the new commune-level administrative units (after the reorganization).
At the same time, review and streamline staffing levels in conjunction with restructuring and improving the quality of commune-level officials, civil servants, and public employees to meet job requirements, ensuring that this is basically done within 5 years as stipulated.
The Government assigns the Ministry of Interior, in coordination with the Central Organization Committee and relevant agencies, to develop and finalize job positions based on population size, natural area, functions, tasks, and powers of local governments at the commune level, and submit them to the competent authority for allocation of commune-level officials, civil servants, and public employees to localities.
Based on population size, natural area, and socio-economic development level of commune-level administrative units, the Government directs the allocation of total local government staff positions at the commune level to localities (expected average of approximately 32 positions per commune).
Based on that, the provincial-level local government is tasked with deciding the number of personnel for each commune-level administrative unit within its jurisdiction, in accordance with practical requirements.
Regarding regulations and policies, the Government allows the retention of the current salary and position allowance policies (if any) for officials and civil servants assigned to work in the newly reorganized commune-level administrative units for a period of 6 months.
After this period, salary and position allowance policies will be implemented in accordance with the new legal regulations.
