Salary policy for new commune-level officials and civil servants after the rearrangement

Officials and civil servants working at the new commune level will have their current salary and position allowance policies and regimes retained for a period of 6 months.

Because the scale of commune-level administrative units is larger than at present and the tasks and powers of commune-level local governments have increased (performing all the tasks and powers of current district-level and commune-level local governments), the Government plans to establish the staffing of commune-level cadres, civil servants and public employees according to the following orientation:

In the immediate future, maintain the existing number of district-level cadres, civil servants, and public employees and commune-level cadres and civil servants before the arrangement to assign to new commune-level administrative units (after the arrangement).

At the same time, review and streamline the payroll in conjunction with restructuring and improving the quality of the team of cadres, civil servants and public employees at the commune level to meet task requirements, ensuring that within a 5-year period, they are basically in accordance with regulations.

The Government assigned the Ministry of Home Affairs to coordinate with the Central Organizing Committee and relevant agencies to base on population size, natural area, functions, tasks, and powers of local authorities at the commune level as a basis for developing and perfecting job positions to submit to competent authorities to assign the establishment of commune-level cadres, civil servants, and public employees to localities.

Based on the population size, natural area, and socio-economic development level of commune-level administrative units, the Government directs the allocation of total local government staff at the commune level to localities (expected to be an average of about 32 staff/commune).

On that basis, the provincial local government is assigned to decide on the number of staff for local government at each commune-level administrative unit in the area in accordance with practical requirements.

Regarding regimes and policies, the Government allows the retention of the current salary regime and policies and position allowances (if any) of cadres and civil servants assigned to work at new commune-level administrative units after the arrangement for a period of 6 months.

After this period, salary and position allowance policies will be implemented in accordance with new legal regulations.

The above contents are specified in the Project on rearranging and reorganizing administrative units at all levels and building a 2-level local government organization model issued with Decision No. 759/QD-TTg dated April 14, 2025 of the Prime Minister.
