Roadmap for arranging commune-level administrative units and building two-level local government in Nghe An

The Chairman of the People's Committee of Nghe An province has just signed and issued a Plan to implement the arrangement of commune-level administrative units and build a 2-level local government organization model in Nghe An.

The purpose of the plan is to organize the dissemination and serious and effective implementation of Resolution No. 60-NQ/TW, Conclusion No. 127-KL/TW, Conclusion No. 130-KL/TW, Conclusion No. 137-KL/TW, Resolution 74-NQ/CP, Decision No. 759/QD-TTg to create unity in the awareness and actions of cadres, civil servants, public employees and workers in provincial-level agencies, organizations, units and local authorities at district and commune (local) levels; create consensus and support from the people and public opinion in implementing the arrangement of commune-level administrative units (ADUs) and building a two-level local government organization model.

Requesting agencies, units and localities to base on the Resolution of the Central Executive Committee, the Conclusions of the Politburo, the Secretariat, the Plan and Project of the Government, the Plan of the Provincial Steering Committee and within the scope of assigned tasks and powers to proactively review, advise and propose competent authorities to study, amend, supplement or promulgate new legal regulations when implementing the arrangement of commune-level administrative units and building a two-level local government organization model.

The budget for implementing the arrangement of commune-level administrative units is guaranteed by the local budget and is used from the regular budget source in the state budget allocated during the budget stabilization period to spend on tasks as prescribed in the Resolution of the National Assembly Standing Committee on the arrangement of administrative units.

The Provincial People's Committee assigns provincial-level departments and branches to organize implementation according to the specific tasks of each department and branch.

Strengthening the leadership and direction of Party committees, especially the responsibility of unit heads in organizing and implementing the arrangement of commune-level administrative units and building a two-level government organization model.

Based on the functions and tasks of agencies and units, they proactively coordinate with the People's Committees at the district level to study and arrange the subjects of their sector currently assigned at the commune level to undertake tasks and sectors in accordance with the actual situation at the time of merger or dissolution.

Specialized departments shall research and advise the Provincial People's Committee to amend and supplement mechanisms and policies on allocating development investment capital and allocating regular expenditure budgets, based on the quantity, types of administrative units, population size, and natural area.

For agencies with monitoring and inspection functions, it is necessary to strengthen inspection, examination and supervision of the implementation of the policy of rearranging commune-level administrative units.
