The National Assembly delegation of Nghe An province collected comments on draft laws submitted at the 9th Session of the 15th National Assembly.
On the morning of April 23, the provincial National Assembly delegation held a conference to collect comments on the draft laws: Law on organization of criminal investigation agencies (amended); Law on amendments and supplements to a number of articles of the Criminal Procedure Code (amended); Law on Inspection (amended) and Law on participation in the United Nations peacekeeping force.

Góp ý vào các dự thảo Luật, các đại biểu cơ bản bày tỏ sự đồng thuận với tính cần thiết của việc xây dựng các dự án Luật nêu trên và khẳng định vị trí, vai trò của các dự án Luật trong đời sống xã hội nói chung, công tác đảm bảo an ninh, trật tự nói riêng. Ý kiến các đại biểu đã làm rõ những vấn đề lý luận, thực tiễn, các cơ sở pháp lý của các dự án luật.
Đối với dự thảo Luật Tổ chức cơ quan điều tra hình sự (sửa đổi) gồm 9 chương, 55 điều; được xây dựng nhằm phù hợp với thực tiễn xây dựng mô hình công an địa phương 2 cấp.
Cho ý kiến về dự thảo Luật Tổ chức cơ quan điều tra hình sự (sửa đổi), các đại biểu đề nghị cần quy định về mối quan hệ phối hợp của các cơ quan sau sáp nhập; đặt ra tiêu chí cụ thể về bổ nhiệm điều tra viên; tăng thẩm quyền chức năng nhiệm vụ của cấp xã để giảm áp lực cho cơ quan điều tra cấp tỉnh.
Luật Thanh tra sửa đổi năm 2025 đã kế thừa những nội dung phù hợp của Luật Thanh tra năm 2022; đồng thời bổ sung nhiều quy định quan trọng để thực hiện trong bối cảnh sắp xếp tinh gọn bộ máy hành chính, xây dựng chính quyền địa phương hai cấp. Dự thảo Luật Thanh tra (sửa đổi) năm 2025 là một bước chuyển quan trọng nhằm nâng cao năng lực, hiệu quả thanh tra trong tình hình mới.
Góp ý vào dự thảo Luật Thanh tra (sửa đổi) ý kiến các đại biểu kiến nghị đề xuất tránh tình trạng chồng chéo, trùng lắp về nội dung giữa đối tượng thanh tra, kiểm toán, kiểm tra Đảng.
Nội dung của dự thảo luật cần phải thể hiện được vai trò của ngành Thanh tra trong bối cảnh mới đảm bảo tinh, gọn, mạnh, hiệu năng, hiệu lực, hiệu quả. Việc giảm đầu mối nhưng không giảm hiệu lực, hiệu quả là một thách thức lớn, đòi hỏi sự đổi mới về cả mặt pháp lý, tổ chức và phương pháp hoạt động.

Opinions also focused on removing difficulties in practical implementation, ensuring effective coordination between agencies, and recommending many solutions to improve the legal framework, better serving the requirements of state management, protecting human rights and fighting and preventing crime.
At the same time, specific comments were made on prominent issues such as: the application of digital technology in taking statements remotely; the control mechanism to avoid overlap between levels of the Procuracy; and cross-border judicial assistance. Review the references in the draft Laws to other Articles and clauses in the Law to ensure accuracy; supplement and clarify some contents and provisions in the draft Laws to suit the development practices of society...
Speaking at the conference, Deputy Head of the National Assembly Delegation of Nghe An province, Thai Thi An Chung, emphasized that organizing the collection of opinions on draft laws is very important, aiming to promptly institutionalize the Party's major policies and the Constitution's orientation, while reflecting the vivid and multi-dimensional reality from specific fields.
The Deputy Head of the Provincial National Assembly Delegation assessed that the delegates had conducted thorough research, thereby giving specific comments to perfect and improve the quality of the draft laws.
At the same time, opinions and recommendations will be received and selected by the Provincial National Assembly Delegation to synthesize and complete for submission to the National Assembly at the upcoming 9th Session.
