The National Assembly delegation of Nghe An province collected comments on draft laws submitted at the 9th Session of the 15th National Assembly.

On the morning of April 23, the provincial National Assembly delegation held a conference to collect comments on the draft laws: Law on organization of criminal investigation agencies (amended); Law on amendments and supplements to a number of articles of the Criminal Procedure Code (amended); Law on Inspection (amended) and Law on participation in the United Nations peacekeeping force.

Commenting on the draft laws, the delegates basically expressed their agreement with the necessity of developing the above-mentioned draft laws and affirmed the position and role of the draft laws in social life in general and the work of ensuring security and order in particular. The delegates' opinions clarified theoretical and practical issues and the legal bases of the draft laws.

The draft Law on Organization of Criminal Investigation Agencies (amended) consists of 9 chapters and 55 articles; it is designed to be suitable for the practice of building a 2-level local police model.

Giving opinions on the draft Law on Organization of Criminal Investigation Agencies (amended), delegates suggested that it is necessary to regulate the coordination relationship between agencies after the merger; set specific criteria for appointing investigators; and increase the authority, functions and tasks of the commune level to reduce pressure on provincial investigation agencies.

The 2025 amended Law on Inspection has inherited the appropriate contents of the 2022 Law on Inspection; at the same time, it adds many important provisions for implementation in the context of streamlining the administrative apparatus and building a two-level local government. The draft Law on Inspection (amended) 2025 is an important step to improve inspection capacity and effectiveness in the new situation.

Comments on the draft Law on Inspection (amended) from delegates suggest avoiding overlapping and duplication of content between inspection, audit and Party inspection subjects.

The content of the draft law needs to demonstrate the role of the Inspection sector in the new context, ensuring it is streamlined, strong, effective, efficient and effective. Reducing the number of focal points without reducing effectiveness and efficiency is a big challenge, requiring innovation in terms of law, organization and operating methods.

For the draft Law on Participation in United Nations Peacekeeping Forces, it is necessary to supplement regulations on authority and regulations on state management of participation in United Nations peacekeeping forces...

Opinions also focused on removing difficulties in practical implementation, ensuring effective coordination between agencies, and recommending many solutions to improve the legal framework, better serving the requirements of state management, protecting human rights and fighting and preventing crime.

At the same time, specific comments were made on prominent issues such as: the application of digital technology in taking statements remotely; the control mechanism to avoid overlap between levels of the Procuracy; and cross-border judicial assistance. Review the references in the draft Laws to other Articles and clauses in the Law to ensure accuracy; supplement and clarify some contents and provisions in the draft Laws to suit the development practices of society...

Speaking at the conference, Deputy Head of the National Assembly Delegation of Nghe An province, Thai Thi An Chung, emphasized that organizing the collection of opinions on draft laws is very important, aiming to promptly institutionalize the Party's major policies and the Constitution's orientation, while reflecting the vivid and multi-dimensional reality from specific fields.

The Deputy Head of the Provincial National Assembly Delegation assessed that the delegates had conducted thorough research, thereby giving specific comments to perfect and improve the quality of the draft laws.
