Two illegal constructions in Quan Bau ward (Vinh city) have been inspected and handled.
The illegal construction at Block 5, Quan Bau Ward, built by Nghe An Forestry Products Joint Stock Company, has been administratively sanctioned by the Vinh City People's Committee. The Vinh City People's Committee has also been handling the illegal construction at the Golden City 10 Project.

JobNghe An Forest Products Joint Stock CompanyThe construction organization showed signs of violations as reported by Nghe An Newspaper on April 3, 2025 in the article "Signs of violations in the housing project - adjacent villas in Quan Bau ward (Vinh city)".
It is known that from March 31 to April 9, 2025, the Vinh City Urban Order Management Team consecutively sent 3 notices of construction activity inspection to Nghe An Forest Products Joint Stock Company (Notice No. 908/TB-TTDT dated March 31, 2025; Notice No. 907/TB-TTDT dated April 3, 2025; Notice No. 906/TB-TTDT dated April 9, 2025).
In the third notice, the Vinh City Urban Order Management Team informed Nghe An Forestry Joint Stock Company that it would organize an inspection of the approved 1/500 scale master plan; the approved construction drawing design documents; and the construction permit issued by the competent authority. Accordingly, Nghe An Forestry Joint Stock Company is requested to prepare relevant documents to work at the construction site at 3:00 p.m. on April 10, 2025.
However, according to the Violation Record No. 365/BB-VPHC established by the Vinh City Urban Order Management Team on April 10, 2025, at the appointed time, the legal representative of Nghe An Forestry Joint Stock Company, Mr. Nguyen Kham Trinh, was absent. However, the Vinh City Urban Order Management Team inspected the construction project built by Nghe An Forestry Joint Stock Company at Block 5, Quan Bau Ward, Vinh City; determined that Nghe An Forestry Joint Stock Company had the following violations:“The construction organization does not have a Construction Permit but according to regulations must have a Construction Permit for a project that requires a feasibility study report on construction investment or a project that requires a technical and economic report on construction investment”.
Also in Minutes No. 365/BB-VPHC clearly states the current status: The project is built with a steel frame 8m high; 65.7m long, 41m wide, total construction area 2693.7m2, the roof is covered with mobile canvas. The operating house is 3.5m high, with a corrugated iron roof and steel frame, 23.5m long, 5.6m wide, and a total construction area of 131.6m2.2Currently, 2 construction items are in the completion stage.
Pursuant to the provisions of law and the Administrative Violation Record No. 365/BB-VPHC established by the Vinh City Urban Order Management Team, on April 15, 2025, the Vinh City People's Committee issued Decision No. 220/QD-XPVPHC to sanction administrative violations against Nghe An Forestry Products Joint Stock Company (headquartered at No. 43, Quang Trung Street, Quang Trung Ward, Vinh City). In Decision No. 220/QD-XPVPHC, the Vinh City People's Committee reiterated the administrative violations of Nghe An Forestry Products Joint Stock Company as well as the current status of the two constructed construction items.
Pursuant to Point c, Clause 7, Article 16, Decree No. 16/2022/ND-CP dated January 28, 2022 of the Government, Vinh City People's Committee decided to impose a fine of VND 130,000,000 on Nghe An Forestry Products Joint Stock Company; forcing Nghe An Forestry Products Joint Stock Company to“Within 90 days from the date of issuance of the decision on administrative sanction, the dossier must be completed to request the competent authority to issue a Construction Permit. If after the above deadline, Nghe An Forestry Products Joint Stock Company fails to present the Construction Permit issued by the competent authority, Nghe An Forestry Products Joint Stock Company must demolish the construction or part of the construction that violates the law. All costs of implementing remedial measures shall be paid by Nghe An Forestry Products Joint Stock Company”.
At the same time, Vinh City People's Committee requested Nghe An Forestry Products Joint Stock Company to strictly comply with the penalty decision. If it fails to voluntarily comply within the deadline, it will be forced to comply according to the provisions of law.
Clarifying and handling violations
In the article “Signs of violations in the housing project - adjacent villas in Quan Bau ward (Vinh city)”, along with the project built by Nghe An Forestry Products Joint Stock Company in block 5, Quan Bau ward (mentioned above), Nghe An Newspaper also reported on the sports and physical training facility built on public land of the Godel City 10 project in block 1, Quan Bau ward.
It is known that on April 9, 2025, the Vinh City Urban Order Management Team organized an inspection and made a Record of Administrative Violation No. 364/BB-VPHC against the investor of this project, Golden City Joint Stock Company - CKV.
In Minutes No. 364/BB-VPHC, the Vinh City Urban Order Management Team determined that Golden City Joint Stock Company - CKV had committed the following violations:“The construction organization does not have a Construction Permit, but according to regulations, must have a Construction Permit for construction works that require a feasibility study report on construction investment or works that require a construction investment economic-technical report”.
Current status includes a steel frame construction 6m high, 60m long, 20m wide, construction area 1,200m22, roof covered with mobile canvas; outbuildings and changing room are built with 3m high steel frame, corrugated iron roof, walls and partitions made of corrugated iron, length 20m, width 2.5m, construction area 50m2.
However, after examining the records, the Vinh City Urban Order Management Team submitted to the Vinh City Economic - Infrastructure and Urban Department, the main violation of Golden City Joint Stock Company - CKV was construction on land planned for green trees, physical education and sports. Therefore, on April 18, 2025, the Vinh City Economic - Infrastructure and Urban Department issued Document No. 285/KTHTDT requesting the Vinh City Urban Order Management Team to coordinate with the People's Committee of Quan Bau Ward to complete the administrative violation handling record against Golden City Joint Stock Company - CKV.
According to the representative of the Department of Economics - Infrastructure and Urban Areas of Vinh City, handling violations of construction order in projects is quite complicated, so the process of preparing violation records must ensure accuracy and compliance with legal regulations. He said: "After the Vinh City Urban Order Management Team and the People's Committee of Quan Bau Ward complete the records as instructed, the Department of Economics - Infrastructure and Urban Areas will advise the People's Committee of Vinh City to handle violations according to legal regulations...".
