Nghe An strengthens and improves the effectiveness of drug prevention, control and combat work
Pursuant to Official Dispatch No. 45/CD-TTg dated April 19, 2025 of the Prime Minister on the case of a subject illegally trading in drugs attacking law enforcement officers in Quang Ninh province, the People's Committee of Nghe An province issued Official Dispatch No. 3699/UBND-NC dated April 29, 2025 on implementing the Prime Minister's Official Dispatch.
The Standing Vice Chairman of the Provincial People's Committee has the following comments: Assigning provincial departments, branches, sectors, People's Committees of districts, cities and towns, based on their functions and tasks, to resolutely implement the tasks and solutions in Conclusion No. 132-KL/TW dated March 18, 2025 of the Politburo on continuing to implement Directive No. 36-CT/TW dated August 16, 2019 of the Politburo on strengthening and improving the effectiveness of drug prevention, control and combat; Resolution No. 93/NQ-CP dated April 16, 2025 of the Government and Official Dispatch No. 3145/UBND-NC dated April 18, 2025 of the Provincial People's Committee on implementing the Resolution of the Government promulgating the Plan to implement Conclusion No. 132-KL/TW.
In Official Dispatch No. 45/CD-TTg dated April 19, 2025, the Prime Minister requested the Ministry of Public Security to direct professional units to coordinate with the Quang Ninh Provincial Police to urgently organize an investigation, coordinate the prosecution and trial of drug trafficking crimes that caused the death of Major Nguyen Dang Khai.
According to the dispatch, on April 18, the Prime Minister received a report from the Ministry of Public Security on the Quang Ninh Provincial Police's fight against a special project to destroy the drug ring.illegal drug trafficking.
During the pursuit, the suspects acted recklessly, using military weapons to fight against the police force, causing Major Nguyen Dang Khai, an officer of the Drug Crime Investigation Police Department - Quang Ninh Provincial Police, to die.
On April 18, the police arrested all suspects related to the above case.
The death of Major Nguyen Dang Khai is a great loss to his family, the Quang Ninh Provincial Police and the entire People's Police force.
On behalf of the Government, Prime Minister Pham Minh Chinh sent condolences and regards to the family of martyr Major Nguyen Dang Khai, the Quang Ninh Provincial Police and the entire People's Public Security force.
Sharing the difficulties and hardships, recognizing the efforts of the entire People's Public Security force in the fight against crime, maintaining a peaceful and happy life for the people.
The Prime Minister requested the Ministry of Public Security to coordinate with the People's Committee of Quang Ninh province and relevant ministries and agencies to organize thoughtful visits, encourage, share the pain and loss, and take timely measures to support the relatives and family of Major Nguyen Dang Khai in terms of material and spiritual matters.
Implement the best policies for officers and their families who died while on duty. Timely give rewards according to authority and recommend and propose to competent authorities to give appropriate rewards to groups and individuals who participated in solving cases.
In the coming time, the situation of crime and drug abuse will continue to develop in a complicated manner with many methods and tricks constantly changing, becoming more sophisticated and dangerous.
The subjects are ready to use military weapons to fight back against the authorities when discovered and arrested. To effectively implement Conclusion No. 132-KL/TW dated March 18, 2025 of the Politburo on continuing to strengthen and improve the effectiveness of drug prevention, control and combat, the Prime Minister requests:
The Ministry of Public Security directed professional units to coordinate with Quang Ninh Provincial Police to urgently organize investigations, coordinate prosecution and trial of the case for general deterrence and prevention.
Conduct preliminary and final reviews and assessments of plans and strategies to combat and capture especially dangerous drug criminals and use weapons, ensuring absolute safety of life, property, rights and legitimate interests of organizations and individuals, minimizing damage to people and property in the process of combating and capturing drug criminals.
The organization launched an emulation movement to learn from the brave example of martyr Nguyen Dang Khai in the fight against crime, creating a widespread and spirited atmosphere to attack and suppress crime.
Continue to focus on building the People's Public Security force in general, and the anti-drug police force in particular, to be truly clean, strong, disciplined, elite, modern, worthy of being a solid support, a "peaceful fulcrum" for the happy life of the people.
On the evening of April 17, in the area near Dragon Castle apartment building (in group 10, zone 10, Bai Chay ward, Ha Long city, Quang Ninh), the Quang Ninh Provincial Police working group chaired by the Drug Crime Investigation Police Department discovered and arrested 2 subjects, confiscating 16 heroin cakes.
During the process of organizing the arrest of a group of drug criminals in the area near Dai Yen Toll Station, Ha Long City, Quang Ninh Province, the working group discovered and arrested Ha Thuong Hai (born in 1994), residing at Thu Cuc Center 2, Tan Son, Phu Tho. The remaining subjects in the car fought back fiercely with AK guns to rescue their accomplices.
In that series of sudden and brutal attacks, Major Nguyen Dang Khai was hit by a bullet fired through the car window and heroically sacrificed his life.
Previously, on April 18, Senior General Luong Tam Quang, Minister of Public Security, signed a decision to posthumously promote from Senior Lieutenant to Major, effective April 17, 2025, for comrade Nguyen Dang Khai (born in 1996), officer of the Drug Crime Investigation Police Department, Quang Ninh Provincial Police; hometown: Phu Cu, Hung Yen.
Also on April 18, Permanent Deputy Prime Minister Nguyen Hoa Binh signed Decision No. 794 dated April 18, 2025 to award the "Fatherland's Gratitude" Certificate to Major and martyr Nguyen Dang Khai, who died while performing his duty to fight and arrest criminals of illegal drug trafficking.
President Luong Cuong also signed Decision No. 534 on posthumously awarding the First Class Military Exploit Order to Major and martyr Nguyen Dang Khai, who had made exceptionally outstanding achievements in combat and combat service, contributing to the cause of building socialism and defending the Fatherland.
