Arrest of 11 subjects in the illegal drug trafficking ring from the mountains to Vinh city
(Baonghean.vn) - Vinh City Police have just coordinated with the Provincial Police Department and District Police to eradicate a drug trafficking and transportation ring from Que Phong District to Vinh City, arresting 11 subjects, seizing more than 6,000 drug pills and some other related evidence.
In early April 2024, through the work of grasping the situation, Vinh City Police discovered an inter-district drug trafficking ring, led and participated by high-ranking subjects with many criminal and drug convictions.
To deal with the authorities, the subjects operate with extremely sophisticated and cunning methods and tricks.
They often change their way of working, gathering drugs in different locations, dividing them, and then selling them to users, making illegal profits.

The operator of this ring is Phan Trung Hung (born in 1971), residing in Quang Trung ward, Vinh city - a subject who has 6 previous convictions for drugs and will be released from prison at the end of 2023.
Hung was effectively assisted by Vo Thi Thanh (born in 1982), residing in Le Loi ward, Vinh city - a subject with 4 previous convictions for drugs and Tran Trung Hieu (born in 1992), residing in Dong Vinh ward, Vinh city - a drug addict, with 1 previous conviction for "Theft of property".
In addition, Phan Trung Hung also recruited many important people into his network.
Faced with that situation, Vinh City Police reported to the Provincial Police leadership to establish a special project with the determination to quickly eradicate this drug ring. The Special Project Committee directed and assigned the Drug Crime Investigation Police Team to preside over and coordinate with the Police of several wards and communes to fight, arrest the subjects, consolidate documents and evidence to eradicate the entire ring.
Within 2 weeks (from April 15 to April 28, 2024), the Task Force has consecutively arrested 9 subjects, including: Nguyen Duc Dung (born in 1993), Nguyen Anh Ngoc (born in 1976), both residing in Hung Dung ward; Le Anh Tuan, Nguyen Anh Tuan (born in 1982), both residing in Trung Do ward; Tran Manh Ha (born in 1983), Vuong Thanh Le (born in 1980), both residing in Hung Binh ward; Nguyen Quang Vinh (born in 1978), residing in Hung Dung ward; Tran Trung Hieu (born in 1992), residing in Dong Vinh ward and Vo Thi Thanh (born in 1982), residing in Le Loi ward, Vinh city. More than 200 synthetic drug pills and many other related exhibits were seized.

After his "effective assistants" were discovered and arrested by the authorities, Phan Trung Hung, with his reckless and stubborn nature, still did not repent and continued to fall into the path of crime.
Hung connected and colluded with other subjects to continue "operating" his network. Among them, Mai Van Thanh (born in 1992), residing in Hamlet 3, Nghi Phu Commune - a subject with 3 previous convictions for "Theft of property" - worked as a "henchman" for Hung. During the process of collecting evidence and documents, the Task Force identified the portrait of the boss behind the scenes, specializing in providing "goods" for Hung - that is Gia Xia Cho (commonly known as Gia Cho, born in 1969), residing in Hua Xai Village, Tri Le Commune, Que Phong District.

In early May 2024, when the available "goods" were exhausted, while contacts were urgently asking to order "goods", Hung quickly connected with Gia Xia Cho to order drugs in large quantities.
Having served a prison sentence, Phan Trung Hung showed his cunning nature in transactions. After directly discussing and agreeing on the price and time of the transaction, Hung directed his juniors to carry out the next steps without appearing in person.
Despite many difficulties during the investigation, the officers and soldiers participating in the Special Investigation Committee still persistently deployed synchronous professional measures, waiting for the right opportunity to solve the case.
Through professional measures, the Task Force received information that Phan Trung Hung directed Mai Van Thanh to go to Tri Le commune, Que Phong district to buy a large amount of drugs to bring to Vinh city. Determining that the opportunity was ripe, the Task Force met to discuss and make plans to deal with possible situations, ensuring the goal: both successfully arresting the subject and ensuring absolute safety for the forces participating in solving the case.
At about 00:30 on May 8, 2024, at National Highway 48, passing through Nghia Xuan commune, Quy Hop district, Vinh City Police presided over and coordinated with Quy Chau district police, Traffic Police Team No. 1 - Traffic Police Department and Nghia Xuan commune police (Quy Hop) to organize forces to block and successfully arrest Mai Van Thanh, seizing 6,000 synthetic drug pills, 1 car and some other evidence.
Determined not to let the ringleader escape, officers and soldiers of the Drug Crime Investigation Police Team, Task Force 373 of Vinh City Police and Quang Trung Ward Police immediately arrested Phan Trung Hung for illegal drug trafficking and illegal possession of drugs while he was hiding and barricading himself in an apartment in CT3A apartment building (Quang Trung Ward, Vinh City).
Conducting an emergency search of Hung's residence, the police seized many pieces of evidence related to the case.

Continuing to expand the investigation, at around 3:00 p.m. on May 14, 2024, in Chau Thon commune, Que Phong district, Vinh City Police coordinated with Que Phong District Police to successfully arrest Gia Xia Cho, seizing 0.1 gram of heroin and 10 synthetic drug pills along with other evidence related to the case.
Currently, the Vinh City Police Investigation Agency has initiated a case and prosecuted the above subjects for the crime of "Illegal trading and possession of narcotics".
