Regulations that pedestrians must follow.

Ms. Nguyen Lien Hoa, residing in Vinh City, asks: What regulations must pedestrians comply with? What are the penalties for pedestrians who violate road traffic regulations?

Reply:

-According to Clause 1, Article 30 of the 2024 Law on Road Traffic Order and Safety, pedestrians must comply with the following regulations:
a) Pedestrians must walk on sidewalks, shoulders, or designated pedestrian paths; if there are no sidewalks, shoulders, or designated pedestrian paths, pedestrians must walk close to the right edge of the road in the direction of their travel;
b) Crossing the road is only permitted at locations with traffic lights, pedestrian crossings, or pedestrian overpasses/underpasses, and all road signs and signals must be obeyed. In the absence of traffic lights, pedestrian crossings, overpasses, or underpasses, drivers must observe approaching vehicles, only cross when it is safe to do so, and use hand signals when crossing.
c) Do not cross the median strip, cling to or hold onto moving road vehicles; when carrying bulky objects, ensure safety and do not obstruct people and vehicles participating in road traffic.

Article 10 of Government Decree No. 168/2024/ND-CP dated December 26, 2024, stipulates the following regarding "Penalties for pedestrians violating road traffic rules":


1. A fine of VND 150,000 to VND 250,000 will be imposed on pedestrians who commit any of the following violations:
a) Not driving in the designated lane; crossing the median; crossing the road at an unauthorized location; crossing the road without using hand signals as required;

b) Failure to comply with traffic signals, traffic signs, or road markings, except for violations specified in point a, clause 2 of this Article;
c) Failing to comply with the orders or instructions of traffic controllers or traffic police officers.

2. A fine of VND 400,000 to VND 600,000 shall be imposed on pedestrians who commit any of the following violations:
a) Entering the highway, except for those involved in the management and maintenance of the highway;
b) Carrying or transporting bulky objects that obstruct traffic;

c) Hanging onto or clinging to a moving vehicle.
