Ms. Nguyen Lien Hoa, residing in Vinh city, asked: What regulations must pedestrians comply with? If pedestrians violate road traffic rules, how will they be handled?

Reply:

- Clause 1, Article 30 of the Law on Road Traffic Order and Safety 2024, pedestrians must comply with the following regulations:
a) Must walk on sidewalks, curbs, and roads reserved for pedestrians; in cases where there are no sidewalks, curbs, or roads reserved for pedestrians, pedestrians must walk close to the right edge of the road in the direction of travel;
b) Only cross the road where there are traffic lights, road markings, overpasses, or pedestrian tunnels, and must comply with traffic signals and signs. In cases where there are no traffic lights, road markings, overpasses, or pedestrian tunnels, one must observe oncoming vehicles, only cross the road when it is safe, and must use hand signals when crossing the road;
c) Do not cross the median strip, swing or hold onto moving road vehicles; when carrying bulky objects, ensure safety and do not cause obstacles for people and vehicles participating in road traffic.

Article 10 of Decree No. 168/2024/ND-CP dated December 26, 2024 of the Government stipulates "Penalties for pedestrians violating road traffic rules" as follows:


1. A fine of 150,000 VND to 250,000 VND shall be imposed on pedestrians committing one of the following violations:
a) Not driving on the correct part of the road; crossing the median strip; crossing the road in the wrong place; crossing the road without hand signals as prescribed;

b) Failure to comply with the commands or instructions of traffic lights, signs, or road markings, except for the violations specified in Point a, Clause 2 of this Article;
c) Failure to comply with the orders or instructions of traffic controllers or traffic inspectors.

2. A fine of between VND 400,000 and VND 600,000 shall be imposed on pedestrians committing one of the following violations:
a) Entering the highway, except for those serving the management and maintenance of the highway;
b) Carrying or lifting bulky objects that obstruct traffic;

c) Hanging on or holding onto moving vehicles.
