100% of the new commune names in Nghe An do not have sequential numbers.

96.92% of voters in Nghe An agreed with the proposed renaming, which would not use sequentially numbered district names, but instead use place names with traditional, cultural, and historical elements.

On the morning of May 8th, the Legal Affairs Committee of the Provincial People's Council held a review of a resolution to be submitted to the 29th session of the 18th Provincial People's Council.

Attending the meeting were comrades: Nguyen Nam Dinh - Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Council; Nguyen Nhu Khoi - Vice Chairman of the Provincial People's Council.

At this session, the Legal Affairs Committee of the Provincial People's Council reviewed the Resolution amending and supplementing some contents of Resolution No. 09/NQ-HĐND dated April 28, 2025 of the Provincial People's Council on the policy of rearranging commune-level administrative units in Nghe An province in 2025.

With the aim of revising names to be easier to read and remember, incorporating local historical place names, the Steering Committee for the reorganization of commune-level administrative units and local governments at two levels, and the Department of Interior Affairs have recently advised on soliciting opinions from voters regarding the naming of communes.

Following the adjustment of the numbering of communes according to the district names, 82 commune-level administrative units have now had their names adjusted.

Accordingly, the draft Resolution amends the names of 82 commune-level administrative units formed after the reorganization in Resolution No. 09/NQ-HĐND dated April 28, 2025, of the Provincial People's Council on the policy of reorganizing commune-level administrative units in Nghe An province in 2025.

The process of gathering voter opinions was conducted according to proper procedures, ensuring thoroughness, consistency, openness, democracy, and transparency. The results showed that 96.92% agreed to the renaming, opting instead for a numbered district name and using place names with traditional, cultural, and historical significance.

With this adjustment, 130 commune-level units now have names that meet the project's requirements, are unique, and have received high consensus.

During the review, the members agreed to adjust some of the resolution's content and revise some wording to ensure the document's coherence. The Legal Committee unanimously approved it for submission to the 29th session of the 18th Provincial People's Council.

To ensure the draft is thorough, compliant with regulations, and realistic, delegates requested the drafting agency to review and revise several contents such as: the name of the merged commune, the title of the draft resolution, wording in some sections, etc., in order to finalize the draft before submitting it to the Provincial People's Council for consideration and decision.
