Director of Cultural Company arrested for labor export fraud.

On May 12th, the Economic Police Department of Da Nang City Police announced that they had served the indictment decision and temporarily detained two individuals involved in a labor export fraud ring that swindled large sums of money from victims.

Previously, through monitoring the labor and employment sector and handling citizen complaints about crimes, the Economic Police Department of Da Nang Public Security discovered that several businesses operating in the field of labor export showed signs of violating the law, including Van Hoa Import-Export Service Co., Ltd. (headquartered in Ho Chi Minh City).

Specifically, this company provided false information about labor export programs under labor cooperation agreements between the Vietnamese government and the governments of other countries, recruiting workers in simple jobs (agriculture, restaurant and hotel services) in developed countries such as the US, Canada, Australia, New Zealand, Greece, etc., to attract customers in many localities nationwide, including some customers in Da Nang.

The Investigation Police Department of Da Nang has served the decision to prosecute and temporarily detain Pham Van Hoa.

Initial investigations revealed that in December 2021, Pham Van Hoa (born in 1980, residing in Ba Ria-Vung Tau province) went to Ho Chi Minh City to establish Van Hoa Import-Export Service Co., Ltd. to operate employment services and held the position of director. Despite not being licensed by the Ministry of Labor, Invalids and Social Affairs to conduct business in sending Vietnamese workers abroad, Hoa used the company's legal entity to organize recruitment activities and promised to send Vietnamese people to work as unskilled laborers on Australian farms.

Hoa independently issues documents regarding the company's labor export program to Australia and organizes its employees and collaborators to advise, receive, screen applications, and collect payments from clients interested in labor export.

From January 2023, Hoa authorized Le Van Hung (born in 1976, residing in Ho Chi Minh City) to receive, screen applications, and collect payments from customers. Hung assigned Nguyen Nhu Phap (born in 1974, residing in Binh Thuan province) to participate in consulting and finding additional customers in the Central region.

Despite not being an authorized employee or collaborator of the Cultural Company, and lacking knowledge or understanding of the legal regulations regarding the operation of services for sending Vietnamese workers abroad, Phap rented a house in Son Tra district, Da Nang city, to open the "Da Nang Branch Office of Van Hoa Import-Export Service Co., Ltd." and falsely claimed to be the Branch Manager.

Pháp provided false information to clients and forged seals and commitment documents of the Cultural Company to receive over 1.9 billion VND from many people with the promise of handling the procedures for sending them to work in Australia. After receiving the money, Hóa and Pháp did not carry out any activities related to labor export for the clients but instead misappropriated and used the money for personal purposes.

Through investigation, the police also clearly identified Pham Van Hoa's role in the aforementioned case. Along with the indictment and temporary detention of Pham Van Hoa and Nguyen Nhu Phap, the Economic Police Department of Da Nang City Police is working to clarify the roles and responsibilities of several other related individuals.
